The idea is that the rankings at Technorati, Blogdex, and the rest skew heavily towards the Kottkes and Instapundits and Boing Boing and the other established heavy hitters, so people are trying to come up with a means of providing information that filters out the old standards. You could have been doing Off the Kuff since Mark Andersen was working on Mosaic, and it would still call you a "newcomer".
