I can't find the quote at the moment, but Doug Brinkley has talked about the partisan rebuilding of LA in the aftermath of Katrina, and the political benefits Republicans will reap from the displacement of African Americans from NO.
I'm curious whether you've seen any evidence that this displacement has affected the political demographics in TX, especially in and around Houston. Any thoughts?
