Who has filed so far

Today is the first day of the filing season for Houston Mayor, Controller, and City Council. The filing period runs through September 7. You can see the list of official filers here; as of this moment, it’s Ellen Cohen in C, Mike Sullivan in E, and Larry Green in K. You can be sure that plenty more will follow, including a few you’ve not heard of before, and a few that you might have expected to file will not do so. Nothing is set in stone until September 7, possibly later if there are any disputes over someone’s filing, which is something we’ve seen before in recent elections.

I can add news about two other candidates as well. I have been informed that Joe Edmonds, who had announced his candidacy for At Large #5 but had not been heard from since, will not be a candidate; I will remove his name from the 2011 Election page. Balancing out his departure is the entry of Green Party candidate Amy Price into At Large #4. I should say that Amy is a longtime friend of mine – I’ve known her since my first year in Houston, more than 20 years ago – but I only heard about her candidacy recently and have not as yet discussed it with her. As I said, I’m sure we’ll hear some more new names in the coming weeks. Keep an eye on that filings page and we’ll see who does and does not show up.

The non-filers

We are now more than a week beyond the deadline to file campaign finance reports for City of Houston elections. The following candidates for city office have not yet filed a campaign finance report for July:

Michael Williams, At Large #2

Griff Griffin, At Large #2

Joe Edmonds, At Large #5

Kenneth Perkins, District B

Randy Locke, District C

Edmonds sent out a press release announcing his intent to run in May. That’s the last I’ve heard from him. He has no website or Facebook page that I can find. If he’s since decided not to run, he wouldn’t be the first person to follow that path.

Edmonds is a first time candidate. Everyone else on that list has run for office before; Griff, Perkins, and Locke all ran for Council in 2009, while Williams is an incumbent HCC Trustee. Griff managed to file all three finance forms last time, while Locke filed his 30 day and 8 day reports (he may not have been officially in the race as of July 15, 2009), and Perkins never filed anything. At this point, I doubt any of them will file anything for July. I don’t know why this is – with the possible exception of Edmonds, it’s not because they have not engaged in any campaign activity. I’m not a stickler for certain things in candidates. You don’t have to live in the district (unless the law requires it), and you don’t have to have a spotless voting record for me to consider your candidacy. I’ll break a tie against you if it comes down to that, but I won’t disqualify you. But I have to say, anyone who wants to have some say in the city’s finances had better damn well be able to explain why they were unable or unwilling to file this form on time. I really don’t think that’s asking for much.

Possible challenger in At Large #5

CM Jolanda Jones gets her first announced opponent for At Large #5, but it comes with an asterisk.

Physician Joe Edmonds announced today his candidacy for City Council At-Large Position 5, currently occupied by Councilwoman Jolanda Jones.

“I feel there is a lot someone with my background can offer the city of Houston,” said Edmonds in a press release. “Whether it is bringing a practical approach to solving the city’s budget issues or helping to protect and improve our city’s world-class medical district, I am ready to take up the challenge.”

Edmonds is an otolaryngologist (that’s a fancy name for an ear, nose and throat doctor).

There is a Joseph L. Edmonds, Jr. registered in Precinct 0087 at the same address as the treasurer, Staci K. Edmonds. Unless the person who filed is Joseph Edmonds, Sr. or III, he has a Houston address, but Harris County considers him a resident of West University Place for voter registration purposes. Precinct 0087 also does not appear on the list of precincts that are included in the City.

In other words, it’s not 100% clear that Dr. Edmonds meets the residency requirement. I sent a reply to the sender of the press release, and was told the following:

I’m not working for Joe, just doing a favor for a friend. But, he sold his West U house a while back and had been living in a rental until recently, when he bought a home in Southhampton. Hopefully, that helps clarify.

That would depend on when he made the move into the rental unit, I suppose. If Dr. Edmonds would like to add further clarification to this, I’d love to hear it.

By the way, that last link was to Noel Freeman‘s new blog, which you should bookmark for future reference. According to an earlier post of Noel’s, CM Jones also has a rumored opponent, Laurie Robinson, who has filed a treasurer’s report but has not designated an office. As with 2009, don’t be surprised if she has multiple opponents.
