Election 2017

Early voting set for HISD and HCC runoffs

Here’s the schedule and locations. Note that while the early vote period covers a week, from Wednesday, November 29 through Tuesday, December 5, there are only six days to vote, as there is no voting on Sunday the 3rd. Runoff Day itself is Saturday, December 9, which may be a bit complicated in my neck of the woods as that is also the date for Lights in the Heights. Won’t be the first time I’ll spend the better part of that evening refreshing the harrisvotes.com webpage on my laptop.

Anyway. For the most part, the regular early voting locations in HISD I and III and HCC 9 will be open, along with the Harris County Administration Building downtown and the Metropolitan Multi-Service Center on West Gray, because that’s where Heights people like to vote. If you’re not in one of those districts you’re off the hook thanks to there being no city races on the ballot. For the same reason, we can expect turnout to be pretty light. I can throw one number at you: In the 2005 runoff for HISD I, when there was an At Large Council race but not a Mayor’s race, Natasha Kamrani defeated Anne Flores Santiago with 3,026 total votes being cast. I’d draw the over/under line at that level, with fewer votes in HISD III and maybe about the same in HCC 9. Make your plan to vote if you’re in one of these districts, the EV period will begin and end before you know it.

My thoughts following the 2017 election

1. Turnout in Houston was considerably higher than anyone predicted. Adding in Fort Bend to Harris yields 101,178 voters. Harris County had 149,730. The Houston share of Harris County was 66.43%, which is lower than I expected as well.

2. Early voting in odd years is not the same as early voting in even years. In even years, a significant majority of voters are showing up before Election Day. In odd years, Election Day still reigns supreme. In Harris County, 59.49% of the total vote was cast on Election Day. For the Houston part of Harris County, that total was 58.74% of the vote. It’s not clear to me why this is the case, but if I had to guess I’d say that the presence of big well-funded campaigns is a big part of the reason people vote early, because they are being told to vote during the early process. In the absence of such campaigns, people don’t think about voting before Election Day nearly as much. Just a guess, but one that will inform how I think about the next odd year election.

3. After the 2015 election, the HISD Board of Trustees had four men and five women. After the 2017 election, it will have one man and eight women. It will also be all Democratic, as the three Republican men who served in districts V, VI, and VII have all been succeeded by Democratic women. Let that sink in for a minute.

4. A lot will be said about the national election results and what that means for Democrats and Republicans going into 2018. We haven’t really had an election that has been cast in that light – unlike the 2015/2016 cycle, for example, there have been no special legislative elections. I think you have to look at the 2017 HISD results as a piece of that puzzle, even if they weren’t run as Dem-versus-GOP referenda. The Democratic candidates won the three formerly Republican-held Trustee seats because more Democrats showed up to vote. I don’t want to over-dramatize that, but it has to mean at least a little something.

5. Of course, if one wants to be cynical, it could mean that the TEA will have more reason to drop the hammer on HISD if one or more of the Improvement Required schools fails to meet standards. Who at the state level will care about disbanding an all-Democratic Board of Trustees?

6. In the runup to Tuesday, the lower-than-usual turnout projections were cited as a reason why the city bond issues might have trouble. This was going to be a weird year with no city elections, and Harvey caused a lot of disruption, but the main piece of logic underpinning that was the assumption that lower turnout = a more Republican electorate, which in turn would be dangerous for the bonds. Remember, while no one officially opposed the pension bonds, the Harris County GOP and associated conservative groups did oppose the other bonds. It turned out there was no cause for alarm, as all the issues passed by huge margins. While I think that Republicans were more favorably inclined to the bond referenda than we may have given them credit for, this needs to be a reminder that sometimes it’s Republican voters who don’t show up in the expected numbers. The HISD results point to that. If we want to draw an inference for 2018, it’s that overall turnout doesn’t have to be huge for Democrats to have a good year. Who is motivated to vote matters.

7. There will be three runoffs on the menu for December, two in HISD (District I, Elizabeth Santos versus Gretchen Himsl, and District III, Jesse Rodriguez versus Sergio Lira) and one in HCC. One quick thought about that:

Meanwhile, Eugene “Gene” Pack and Pretta VanDible Stallworth were the top vote-getters in a three-way contest for an open seat in District IX. Pack, a retired auto broker, narrowly edged out Stallworth, a business consultant, for the top spot. But both fell short of the 50 percent threshold needed to avoid a runoff. David Jaroszewski, a professor, was well behind.

Earlier Tuesday night, Pack expressed optimism that his early lead indicated voters endorsed him as an “outsider.”

“They’re tired of the direction the board has been going in,” he said.

Maybe, but with all due respect I’d suggest that Pack’s strong showing was a combination of his simple name and top spot on the ballot. My advice for the runoff to Pretta Stallworth is to make sure the voters there know that Pack is a Trump-supporting Republican. I’d guess that would outweigh any valorization of “outsider” status.

8. Finally, the Chron is in a scolding mood.

The ballot featured neither president, nor governor nor mayor, but Tuesday’s election was one of the most important to face Houstonians in decades.

So how did we respond? By not participating. Turnout – at less than 10 percent – was abysmally low.

By approving a $1 billion pension obligation bond, voters set City Hall on track to financial reforms that will cut expenses and, hopefully, usher our city out of a 16-year fiscal crisis. Months of negotiations, years of failed efforts, all came down to this vote – and the vast majority of Houstonians couldn’t be bothered to weigh in.

The immediate issues at City Hall – or Commissioner’s Court or school board – often have a greater impact on American’s everyday lives, yet the local issues have a way of getting lost in the cacophony of national politics. Blame it on media consolidation or the spread of Facebook and Twitter, but our government loses a core of its representative nature when elections that deserve all the attention of a professional sporting event pass with the fanfare of a Little League game.

Something has to change in our civic culture. Easier voting processes. Making Election Day a national holiday. Better promotion efforts. Local officials and nonprofits need to start work now on improving this atrocious turnout.

Actually, we know exactly what drives turnout in Houston municipal elections: the combination of a contested Mayor’s race and a controversial ballot proposition. This year had neither. But you know, one reason why those factors I cited generate turnout is that a lot of money gets spent by the campaigns to entice, encourage, and enrage people to go vote. Maybe what we need when faced with a low key slate like this is a dedicated source of funding to simulate a more exciting election year. How we can accomplish that is left as an exercise for the reader. Oh, and if we’re casting about for blame, I’ll just note that pre-Tuesday coverage from the Chron included one lame overview of the HISD races, and exactly nothing about the HCC ones. Maybe the lack of interest from voters was a reflection of that.

2017 results: HISD and HCC

There were still precincts to be counted as I was writing this so there are a couple of races where I’ll have to equivocate, but here’s what happened in the local races that had actual candidates in them. Let’s start with the easier one, the HCC races:

– Trustees Carolyn Evans-Shabazz (73%) and Robert Glaser (58%) led from the get go and cruised to easy wins.

– In District 9, Gene Pack (42%) and Pretta VanDible Stallworth (37%) will head into a runoff for the right to succeed Chris Oliver.

In HISD, there are a couple of clear results, and a couple that I’ll have to update in the morning:

– Incumbent Trustees Wanda Adams (68%) and Anne Sung (60%) were easily re-elected.

– Jesse Rodriguez (41%) and Sergio Lira (32%) were going into overtime in Distric III, while Elizabeth Santos (45%) and Gretchen Himsl (33%) were doing the same in I. Given how the District I race has gone so far, I expect it to get a little nasty for the runoff.

– Sue Deigaard (53%) appeared to be headed for a clear win in her four-way race. As of this drafting, 37 of 56 precincts had reported, but Deigaard had 4,502 votes out of 8,446 total. If the remaining 19 precincts have a proportional amount of votes in them as the first 37, a little back-of-the-envelope math suggests she’d need about 43.4% of those votes to stay in the majority and win outright. I’d say those are pretty good odds, but we’ll see.

– The race that will have everyone up way past their bedtimes is in District VI, where with 35 of 40 precincts counted, incumbent Holly Flynn Vilaseca had 50.04% of the vote – she had 3,119 out of 6,233, which puts her five votes into a majority. Either she squeaks out a clean win – she was a pinch over 50% in early and absentee voting and a slightly smaller pinch under it on Tuesday – or she goes into a runoff with a substantial lead. Good position to be in, but boy I know what I’d prefer.

UPDATE: At 12:46 AM, the final results were posted, and Holly Flynn Vilaseca wound up with 50.38% of the vote, putting her back in office without a runoff. Here’s the Chron story.

2017 results: National

Here’s a pretty good indicator of what kind of day it was yesterday for Democrats:

Big win in the Virginia Governor’s race (and the other VA statewide races), despite a couple metric tons of pearls being clutched going into Tuesday. A minimum of 14 seats picked up in the VA House of Delegates, moving that chamber from 66-34 GOP to no more than 52-48, with chances for further gains. Oh, and the single best election result of the day:

Democrat Danica Roem will become the first openly transgender person to be elected and serve as a state legislator, after ousting one of the country’s most anti-LGBT lawmakers in a closely watched Virginia House of Delegates race Tuesday. Her opponent, GOP Delegate Bob Marshall, has served in the state legislature for 26 years. He’s known for writing Virginia’s constitutional amendment banning gay marriage. This year he introduced a “bathroom bill”—intended to prohibit transgender individuals from using the restroom matching their gender identity; his own party killed that proposal in committee.

Roem isn’t the first transgender candidate to win a legislative race, but she will be the first to actually take office. Her campaign focused on issues like fixing the “miserable” traffic on local highways, increasing teacher pay, and bringing jobs to the region. When I asked her last week about the historic nature of the race, Roem said that the truly historic development was that Route 28 will finally be fixed.

“Tonight voters chose a smart, solutions-oriented trans leader over a divisive anti-LGBTQ demagogue—sending a powerful message to anti-trans legislators all across the nation,” Aisha C. Moodie-Mills, President & CEO of the Victory Fund, an organization dedicated to electing LGBT lawmakers that supported Roem’s campaign, said in a statement. “Danica defeated ‘Bigot Bob’ Marshall not because she is transgender, but because she presented a positive vision for her constituents that will improve their lives.”

Virginia isn’t Texas, and that was a district that Hillary Clinton carried in 2016, but I have to think that a few anti-trans Republicans, maybe even here in this state, will take a look at that result and have a second thought or two. We need a whole lot more people to lose elections over being anti-LGBT.

Meanwhile, New Jersey elected a Democratic Governor and made gains in that state’s legislature (both chambers of which Dems already controlled) as well. The state of Maine voted to expand Medicaid over the strenuous objections of their troglodyte governor. And there’s this:

Pushback against Donald Trump helped lift Democrats to governorships in the two highest-profile U.S. elections since the 2016 presidential contest. In Virginia, voters by a 2-1 margin said they were casting their ballot to show opposition to Trump rather than support for him. In New Jersey the margin was nearly 3-1. And Trump’s weak approval rating among voters in Virginia, 40 percent, was weaker still in New Jersey, a dismal 34 percent.

Relatedly, a surge in turnout by politically liberal voters boosted Virginia Lt. Gov. Ralph Northam, as did a broad advantage on health care, which voters by a wide margin identified as the top issue in the vote.

So, maybe being against Trump can be a winner? Just a thought. Yes, of course, you have to stand for something, and the Democratic brand needs some work on that. But Dems are really mad about what happened last year, and that was clearly enough to help push a bunch of them to the polls. I can’t wait to see all the hot takes on this one.

2017 results: City bonds

Pension obligation bonds pass easily.

Houston voters passed a $1 billion pension bond referendum by a wide margin late Tuesday, securing Mayor Sylvester Turner’s landmark reform package and, the mayor hopes, marking the beginning of the end of a 16-year fiscal crisis.

The ballot item’s passage now means the city can follow through on its plan to infuse $750 million into the police pension and $250 million into the municipal workers’ pension to improve their funding levels and lower Houston’s annual payments into its pension funds.

If voters had rejected the measure, up to $1.8 billion of the $2.8 billion in hard-won benefit cuts in the reform bill would have been rescinded, adding tens of millions of dollars in costs to the city budget overnight.

“This effort has not been easy,” the mayor said at an election night party. “Tonight is not a victory for Sylvester Turner. Tonight is not a victory for the members of city council. Tonight is not just a victory for the employees. Tonight is a victory for the city of Houston.”

Many City Hall insiders and political observers had predicted voters could balk at a $1 billion bond and produce a close vote. But University of Houston political scientist Brandon Rottinghaus said, because the GOP-run Legislature had approved the reform package earlier this year, there was no organized opposition to shake voters from their typical habit of granting approval to city bond issues.

“Because most conservative groups and Republicans and most big players on the state level endorsed the bonds, it was unlikely that there would be much of a fight, and there wasn’t,” he said. “My honest guess is that people probably weren’t that attentive to the importance of Prop. A; it was simply the case that the city was asking for more money, as they routinely do, and the good news is that people typically vote yes.”

I gave up and went to bed before the final results came in, but Prop A had over 77% support, with absentee, early, and Election Day totals all being at about the same level. Turnout was higher than predicted, with over 87,000 votes being counted with a fifth of precincts still not having reported. I’ll have more analysis of this for tomorrow, but in the meantime, the other bonds passed, too.

Houston residents can look forward to a smattering of facility upgrades – including repaired libraries, new community centers and renovated fire stations – thanks to what appeared to be overwhelming voter support for $495 million in public improvement bonds.

Propositions B through E passed easily Tuesday despite anemic local turnout in a city lacking a marquee race.

The bonds’ passage, which will not require a property tax increase, would authorize Houston to issue $159 million in public safety debt, $104 million for parks, $109 million for improvements to general government facilities and $123 million for libraries. They are the first the city has requested since 2012.

Meanwhile, residents of Houston’s Heights neighborhood, in the northwest, were set to further loosen restrictions on area alcohol sales.

Heights voters already had lifted a 105-year-old ban on the sale of beer and wine at grocery stores last year, but customers who wanted to drink at neighborhood restaurants or bars still had to join a “private club” by submitting a driver’s license for entry into a database.

Passing Proposition F lifts that requirement, leaving the neighborhood nearly wet. Liquor sales at grocery and convenience stores still would be banned.

I don’t expect that last bit to change any time soon. Props B through E were at similar levels of support as Prop A, garnering between 72 and 76 percent; Prop F, limited to just part of the Heights, had over 62%. I should note that the other four citywide props did have official, if perhaps not organized, opposition, as the Harris County GOP and conservative groups like the C Club and the HRBC opposed them. Didn’t have much effect, I’d say.

Elsewhere, school bond issues in Spring Branch and Katy were approved, while all seven constitutional amendments were passed. As I said, I’ll have more to say on Tuesday’s results tomorrow.

UPDATE: Final turnout in the Harris County part of the city was 99,460, which is higher than anyone projected it to be.

Late money in the HISD races

Here it comes.

A political action committee mostly funded by the nation’s largest teachers’ union has received $225,000 to spend on supporting four candidates for the Houston ISD school board election and a city ballot measure, campaign finance reports show.

Houston United for Strong Public Schools plans to spend in support of three incumbent candidates — Wanda Adams, Holly Maria Flynn Vilaseca and Anne Sung — and newcomer Elizabeth Santos ahead of Tuesday’s election, records show. The PAC doesn’t plan to spend on candidates in two other Houston ISD board races.

Political action committees operate independently of individual candidates’ campaigns. Houston United for Strong Public Schools has received the most donations to date among PACs supporting local school board candidates.

Records show Houston United for Strong Public Schools took in $150,000 from the political arm of the American Federation of Teachers, which represents about 1.7 million public employees, most of them working in schools.

The PAC also received $75,000 from the American Federation of State, County and Municipal Employees, a union representing about 1.6 million public service employees. In addition to supporting the four board candidates, the PAC plans to spend in favor of a Houston city ballot measure to authorize the sale of $1 billion in bonds under a pension reform plan.

That’s a lot of money, but at least from my perspective in District I, it hasn’t been particularly visible to me. I’ve received mail from the Santos campaign, but no more than what I’ve received from the Himsl and Richart campaigns. I haven’t received any robocalls or been visited by any canvassers – for whatever the reason, it’s extremely rare for someone to knock on my door on behalf of a campaign – and if there are ads running on TV or the radio, I’ve not seen them. I don’t think I’ve seen any Facebook ads or ads in my Gmail, either. Maybe the bulk of this money is being earmarked for a runoff, I don’t know. Risky strategy if that’s the case.

The eight day finance reports are now available, but you won’t see any activity related to HUSPS in there. For example, here’s Santos’ 8 day report, which includes a $5K donation from Houston Federation of Teachers COPE, but HUSPS is nowhere to be seen. You have to go to the Texas Ethics Commission page and search for Houston United for Strong Public Schools there. In their TEC report, you can see that while they’ve raised $225K, they’ve only spent $115K, and $47K of that was for polling, which ought to be fascinating given the turnout context. I can’t tell from this how much they have spent in each race – there isn’t a single entry that specifies a dollar amount for Santos, for example. I don’t spend as much time with PAC reports as I have done with candidate reports, so maybe I just don’t know how to read these. Point is, this is where to look to get the details.

All of this has caused some controversy, which has played out on Facebook. The HUSPS website has no “About” page, and it took some sleuthing to figure out their origin. Not to put too fine a point on it, but large amounts of money being spent on local races by groups whose backers are not apparent is generally something that many of us find alarming. As Campos has noted, it’s hardly unusual for the HFT to get involved in HISD elections – they’re as much of a stakeholder as anyone else, after all – but this method of doing so is new. I don’t understand the rationale behind this approach, either, but it is what they have chosen to do. We’ll see how it plays out.

2017 EV daily report: Final numbers and our attempt at projecting turnout

Here are the final numbers. Believe it or not, people did vote on Friday despite the fact that the entire metro area appeared to be at the Astros parade. Here are the daily totals from previous years:

So 2017 early voting is almost identical in total to 2011 and ahead of 2007, but the source of the votes are different. 2017 trails 2011 with in person voting but makes up for that in absentee ballots, and holds a sizable lead in absentee ballots over 2007. That’s a clear change in voter behavior, and something to continue to watch as we go forward.

One other difference to point out, which requires another set of numbers. Here are the last day in person totals for the odd year elections going back to 2007:

Even with more people voting early, this year’s last day totals are the weakest we’ve ever seen. I’d attribute some of that to the Astros parade, and some of it to the overall lack of campaign activity compared to previous years. One possible effect of this is that more people will wind up voting on Tuesday than we would have expected. Turnout wasn’t just lower than one might have thought on Friday, after all. The whole week was lighter than it might have been, and to the extent that was a real thing and not just the way this year would have played out anyway I’ll cite the World Series as a reason. Unless the term limits referendum gets thrown out and we get put back on two year terms, we’ll next have a chance to see what a non-Mayoral election year is like in 2021. And who knows, maybe the Astros will be in the World Series again then.

So we turn our attention to final turnout. For once, I’m not going to overthink this. As we’ve already established, city turnout in odd years is roughly 70% of the county; it ranges from about 67% in years where there isn’t something that specifically drives non-city voters to the polls to 73%, and we’re splitting the difference. In odd years past, early voting has been between 40 and 50 percent of final turnout. I continue to believe that early voting will be a higher share of this year’s tally, partly because of trends we’ve seen in other years and partly out of the belief that hardcore voters are more likely to vote early, but I’m not going to put all my eggs in that basket. If we assume the range of outcomes is that early voting will be between 40 and 60 percent of the final total, then when the dust clears we should expect between 54,000 and 81,000 voters. Which, again, corresponds pretty well to my original gut-feel estimates of 50 to 75 thousand. I love it when reality seems to line up with my intuition. All that said, I could be off in any number of directions, and that guesstimated range is wide enough to cover a lot of potential error. Feel free to make your own guesses in the comments.

First, let me note that I screwed up the Mailed totals for this year in yesterday’s post. I must have read from the Ballots Returned line – the County Clerk used to have the Ballots Mailed totals right underneath the in person totals, which never made sense, but they have since changed that. Anyway, Wednesday was the high-water mark for in person votes, with 4,172, but it followed a Tuesday in which only 3,250 people voted, and they had no World Series sleep deprivation to blame it on. In the other years I’ve featured, both Tuesday and Wednesday were new highs for in person voting. That trend continues in all years through the next two days. I expect that to happen here, but maybe we won’t have the big spike on Friday. Or maybe we will, I don’t know. If there is another World Series hangover, it would certainly be on those days. I’m pretty sure nobody has a turnout modeler that takes this sort of thing into account. I’ll report the final numbers on Sunday.

2017 EV daily report: Day 8, and one more look at a way to guess turnout

The first Monday of Week 2 was busier than all preceding days, by a lot in 2015 and by a little in 2011 and 2007. Each day after that was busier still. This year, the second Monday was less busy than Thursday and Friday last week. I suspect an Astros hangover from Sunday night may have had something to do with that – Lord knows, traffic on I-45 in the morning and in the downtown tunnels at lunchtime were both eerily mild – in which case we ought to see more of an uptick going forward.

As for the other way of guessing turnout, which would be my third model for thinking about it, we have the May 2004 special city charter election, called by Mayor White to make adjustments to the pension funds, in the immediate aftermath of reports that recent changes had greatly increased the city’s financial obligations. A total of 86,748 people showed up for that election. I seriously doubt we’ll approach that, but my initial guesses on turnout for this year before I started looking at any data were 50,000 to 75,000, so it’s not ridiculously out of the question. Let’s file this one away for next May, when we may have to vote on the firefighter’s pay parity proposal.

No insights today, just a reminder that the next five days are always the busiest period for early voting, though sometimes that’s just the last day or two. It will be interesting to see how this plays out this year.

So 2011 appears to be the closest comparison so far. That might imply a much higher level of turnout than what I’ve been suggesting, but I’m not prepared to believe that yet. The main reason for this is that less than 40% of the vote was cast early in 2011, and I seriously doubt that’s what we’re going to get this time. Odd year elections skew more towards Election Day and less towards early voting than even year elections – in 2015, just over half of the vote was cast early – but I think this year we will see a higher percentage of the vote cast early. The message from the County Clerk is to take advantage of the early voting period because a number of polling sites are unavailable thanks to Harvey, and I think people will heed that. We’ll take our guesses about that later in the EV period, but for now just keep that in mind. 2017 may be a bit ahead of 2011 in early voting, but I suspect that’s because more people will be voting early than usual.

It should also be noted that these reports encompass all of Harris County, so some of those numbers above are not for Houston or HISD. I’ve gone through this exercise before, but let’s review the percentage of county turnout that was in Houston in these elections:

“Share” is just simply the percentage of the county vote that came from Houston. There’s a big span here, but that comes with an asterisk, because the conditions were not the same each year. For example, in 2015 and 2007, Harris County had bond elections in addition to the state constitutional amendments. In 2005, the notorious state anti-gay marriage referendum was on the ballot, which coupled with a non-competitive Mayoral election meant a much larger county share. Finally, in 2003 there was the Metro referendum, which covered all of the county. There were also no state constitutional amendments on the ballot, as those had been voted on in September, to enhance the odds of the tort “reform” amendment passing.

Bottom line, with boring constitutional amendments on the ballot, I’d suggest that county/city ratio will be like the other years, which is to say between 67 and 73 percent. Let’s say 70%, just to split the difference. That’s another thing we’ll have to take into account when we do our projections later on.

What about those constitutional amendments?

It’s that time of the biennium again! Time for voters to consider constitutional amendments on small minutia of public policy. Texas has the longest state constitution in the nation. It’s so detailed and specific that many ordinary and noncontroversial provisions of the law must be submitted to the voters for approval. That means that we the voters have a responsibility to educate ourselves on all that ordinary and noncontroversial minutia and do our best to vote in an informed and thoughtful way.

I’ve included the text of each proposed constitutional amendment, along with an attempt to briefly explain what the amendment is trying to do and how I’ll be voting when early voting starts tomorrow. I’ve also included information on how various advocacy groups and media outlets on all sides of the political spectrum have endorsed. If I’ve left off a group you think should be included let me know in the comments and I’ll add it.

If you want further reading on the amendments, the League of Women Voters 2017 guide has you covered, though they don’t make recommendations. They do have information about the city of Houston bond referenda, and a brief Q&A with the HISD and HCC candidates; all but two of them provided answers. Finally, the Texas AFL-CIO has a guide to the amendments as well, along with their recommendations. You may find this exercise exasperating, but you can’t say you don’t have sufficient information to make good decisions.

Chron overview of the HISD races

It’s not much, but it is what it is.

As Houston ISD faces a possible state takeover, a $106 million budget shortfall and millions of dollars in needed repairs from Hurricane Harvey, six of its board’s nine seats are up for election on Nov. 7.

Fifteen candidates are vying for school board seats in regular elections, and four are competing in a special election for the District III seat held for 14 years by Trustee Manuel Rodriguez, who died in July.

The election comes at a turbulent time for Texas’ largest school district, which educates about 212,000 students.

If 10 of the district’s longest-struggling schools don’t show academic improvement through student test scores this spring, the Texas Education Agency could either take over the district or close those campuses. The district wrote a $77.5 million check to the state earlier this year to pay its recapture fee, which the TEA uses to buoy school districts with lower property values. Those recapture payments are forecast to increase to about $200 million by next year, even as the district struggles to provide extra services, such as counseling to students in high-poverty schools.

It’s also Superintendent Richard Carranza’s second year at the helm, and although he has not yet made any seismic changes, he has signaled his administration will look into altering magnet programs and funding, overhauling the budget, centralizing some school operations and providing more equitable resources to historically underserved schools and communities.

There’s a brief bit on each candidate, with something from their webpage and a short quote from those who responded to the reporters’ requests. If this is all you know about the contestants in your race, it’s precious little to go on. At least there are my interviews, the various endorsements, and things like the LWV guide to help you. If you’re already familiar with the candidates this won’t tell you anything you don’t already know, but if not at least it’s something.

Now to be fair, while the Chron didn’t give us much on the races as a whole, they did provide this big story about the peccadilloes of one HISD candidate.

Daniel Albert

Daniel Albert’s unorthodox approach to his job as City Council’s highest-paid staffer has assumed added importance this fall with his pursuit of the District VI seat on the Houston ISD board of trustees.

Albert asks voters to weigh his qualifications and let him help lead the nation’s eighth-largest public school system: His bachelor’s in biomedical engineering from Tulane University, his law degree from North Carolina Central School of Law, his three master’s degrees.

He highlights his public service as chief of stafff for freshman City Councilman Steve Le, citing his work with city departments to clean up illegal dump sites, install speed bumps and replace street lights in District F.

Many civic leaders in southwest Houston view Albert’s work differently, however, saying they rarely see him in the district and struggle to get answers when they contact Le’s office.

This may be due partly to Albert’s infrequent presence at City Hall. City records show Albert uses his employee badge to swipe into city buildings less than three days a week, on average – a clear outlier among the 16 chiefs of staff for Houston’s council members.

Read the whole thing. Albert’s obviously a busy guy – in addition to his job and his candidacy, he’s got a wife and two little kids – and his boss says he’s doing a fine job, even if his boss’ constituents think they’re being shortchanged. I would just note that as busy as Albert is, it’s a little hard to say how much time he’s spending on his HISD race. He hasn’t raised any money, preferring to self-fund instead. He didn’t respond to the Chron for their race overview story, he didn’t respond to the League of Women Voters for their candidate survey, and he never replied to my inquiry about doing an interview. No one says he has to do any of these things, but if we’re wondering how a guy who is at the office a lot less than other people in the same job spends his time, there are clearly a few pieces of the puzzle missing.

2017 EV daily report: Day One

Happy first day of early voting! If you’re expecting me to have today’s EV totals from Harris County, as well as EV totals from past elections, you’re right. Here are today’s numbers, and here are the daily totals from previous years:

As you can see, 2017 is going to be a lot quieter than 2015, which is exactly what you’d expect given the lack of a contested Mayor’s race (or any city race) and a high-profile referendum. It was a little busier than 2011, at least in terms of in-person votes, and busier still than 2007, though the latter is almost surely due to a much greater prevalence for early voting nowadays. Note also the larger number of mail ballots sent and returned. As we have discussed before, I think a decent share of that is people shifting their behavior, and with the large number of displaced voters, it’s not hard to see why that would especially be the case this year.

Anyway. I will of course be tracking this data, and we’ll see how accurate my various flailing attempts at guessing turnout wind up. Maybe people will surprise us.

Endorsement watch: Don’t forget the city bonds

The Chron circles back to where they started this endorsement season.

The spotlight of public attention has focused on the billion dollar pension bond referendum, Proposition A, whose passage is absolutely critical to Houston’s financial future. But if you’re a Houston voter, you’ll also find on your ballot four bond issues that will pay for a long list of projects and equipment essential to our city government.

Proposition B would authorize the city to borrow $159 million for the police and fire departments. The Houston Police Department needs the money for everything from improvements to its training academy to pouring new pavement at HPD facilities. The Houston Fire Department would use its funds to pay for renovating and expanding some of its fire stations. And both departments need to tap the bond money to update their aging fleets of cars, trucks and ambulances.

Proposition C would authorize $104 million in bonds for park improvements, including upgrades to 26 of the 375 parks around the city, making sure they are usable, safe and fun. To take one example: Baseball and soccer are popular with both young and older athletes in many neighborhoods, but many city ball fields are equipped with old wooden light poles. The bond issue would allow the Houston Parks and Recreation Department to replace them with new metal poles, energy efficient lights and underground wiring. The upgrade would also include a remote control feature that would reduce personnel costs.

Proposition D would raise $109 million for a variety of public health and solid waste disposal expenses. Much of this money would go to renovating and rehabilitating old multi-service centers, which are used as everything from health clinics to election polling places. Houston’s Solid Waste Management Department, the people who pick up our garbage, would spend their share of this money on a “to do” list that includes a new disposal facility and a storm water mitigation project.

Proposition E would go a long way toward upgrading library services throughout the city with a $123 million bond issue, directly benefiting at least 24 of the city’s 42 libraries. Not everyone can afford a home computer, yet in this digital age access to a computer is crucial to success. That’s why it’s such a shame that so many of Houston’s neighborhood libraries are in disrepair. The bond proceeds will replace the roofs and repair the exteriors of ten libraries and will rebuild four neighborhood libraries.

Maybe you’re wondering why these propositions don’t include money for flood control after Hurricane Harvey. It’s a logical question with an equally logical answer. In order to appear on the ballot in November, the plans for these bond issues were presented to city council in early August, weeks before the storm hit.

Beyond that, flood control in the Houston area has mainly been the responsibility of the county and federal governments. When voters ask why more hasn’t been done to mitigate flooding, those are questions that need to be addressed mainly to the county judge and commissioners as well as our elected representatives in Washington.

The Chron had endorsed these bond issues in their first such editorial of the cycle, but that one was primarily about the pension bonds, and only mentioned the others in passing. You read what these are about, it’s hard to understand why anyone would oppose them, but a lot of people don’t know much about them, and of course some people will always oppose stuff like this. As you know, I believe the bonds will pass, but we’re all just guessing. We’ll know soon enough.

Aaaaaaaand that’s it. Again, only people who are running for office must file 30 day reports, so all the incumbents other than Evans-Shabazz and Glaser are off the hook. I don’t know why Manny Barrera, DC Caldwell, Victoria Bryant, and Gene Pack don’t have reports available – perhaps they didn’t file one for whatever the reason, and perhaps they did but the system doesn’t reflect it. These puny numbers are not surprising, as these races seldom draw much in the way of fundraising, but they highlight the main issue with HCC elections in general: Nobody knows anything about the candidates, in part because the candidates don’t have the resources to communicate with the voters. We need to be prepared for the possibility of random results when all is said and done here.

State of Texas, Proposition 4: For

Everyone deserves to know if they’re being sued – even the state of Texas. The Legislature passed a bill in 2011 that would have required courts to provide notice to the attorney general if the constitutionality of a state statute was being challenged, and requiring a short waiting period before striking down a law.

State of Texas, Proposition 5: For

Fans of the Rockets, Astros or Texans are probably familiar with the charity raffles that have become a staple of gametime entertainment. Right now the state Constitution restricts these sorts of lotteries, which have routinely raised thousands for worthy causes, to the state’s 10 major league sports franchises. Voters should approve this amendment to expand the opportunities for charity to all the minor and major league teams in Texas.

State of Texas, Proposition 6: For

First responders put themselves at risk to keep the rest of us safe from criminals, fires and everything else that goes bump in the night. When one of Texas’ finest falls in the line of duty, we all have a responsibility to keep his or her family safe in return. This means guaranteeing that surviving spouses don’t have to worry about rising property taxes after losing not just a loved one, but also a breadwinner.

State of Texas, Proposition 7: For

Banks used to hand out toasters to lure first-time depositors. Maybe it’s time to bring that back. More than one-third of the state doesn’t have a simple savings account. About half lack an emergency fund that could last three months.

At this point, we’ll support almost anything that encourages people to open up a basic account and take the first steps to financial responsibility. That includes allowing credit unions and other financial institutions to entice savers with promotional raffles or lotteries.

See here for the first three. I’ve seen some differing opinions on these items, but for the most part I don’t think any of them amounts to much. Take whatever action you deem appropriate.

Observations:

– Some candidates had not officially entered the race as of June 30, so not all of them have July reports. Only candidates on the ballot are required to post 30 day reports, so incumbents who are not up till 2019 do not have these.

– My general assumption is that people who post a zero or a blank for the Cash On Hand total have filled the form out incorrectly. I don’t know why this happens.

– There are no great surprises in these numbers. Harvey obviously had a dampening effect on fundraising overall, but it’s hard to say what we might have seen if everything had been normal. Maybe in a different year with no city races more money flows to school board candidates because it has to go somewhere, or maybe it doesn’t because those races just aren’t as interesting to the masses.

– Neither Wanda Adams nor John Luman had any fundraising activity to speak of in the July report. Both seem to be engaged in a more expected fashion now. I still have no explanation for their earlier reports, especially Adams’.

– It’s better to have a strong cash position than not, but we are rapidly approaching a point where money has diminishing returns. Some people have already voted, via mail. Others will have voted by the time your ad or mailer or robocall reaches them. Either empty your coffers right now, or commit to a possibly risky strategy of saving a few bucks for a runoff.

Endorsement watch: State propositions and Katy bonds

Hey, did you know that there are constitutional amendments on the ballot? It’s true! (Spoiler alert: There are constitutional amendments on the ballot every odd-numbered year.) The Chron has some recommendations for how to vote on them.

State of Texas, Proposition 1: For

This amendment would allow the Legislature to exempt partially disabled veterans and surviving spouses from paying property taxes on a home received from a charity at less than the market value. An exemption has already been granted when homes are given for free, and this opens the door to some cost sharing.

State of Texas, Proposition 2: Against

Consider it a form of post-traumatic stress. Any time banks ask for looser rules, we get flashbacks to the 2008 economic crisis. Financial institutions granted bad loans, good loans – some even made fake loans – knowing that the instruments would eventually be wrapped into a package and sold off. If the debt went bust, some other sucker would be stuck holding the bomb.

The global economic system ended up as the big loser in that game of hot potato.

Now the Texas Legislature is asking voters to tear down some regulations that help keep lenders in line. We recommend voting against.

State of Texas, Proposition 3: Against

The governor selects hundreds of unpaid appointees to serve on state boards and commissions, most of which run for four- or six-year terms. But if the term expires and no replacement is appointed, that volunteer is allowed under the state’s “holdover” provision to remain until the slot is filled. This amendment to the state Constitution would force out the incumbents even if there’s no new appointees and render the positions vacant.

We have no quarrel with the current “holdover” rule and recommend voting against.

There are seven of these in total, so I presume this was part one of two. I did receive a mailer the other day in favor of one of these, so there’s at least one active campaign involved. I don’t remember which one it was, though. This is why you need to send more than one piece of mail to ensure that your message penetrates, kids.

Moving a bit outside the usual boundaries, the Chron casts a virtual vote in favor of Katy ISD’s bond referendum.

Katy needs more schools.

That simple fact becomes obvious to anybody who looks at the Katy Independent School District’s explosive growth. During the decade between 2005 and 2015, Katy ISD’s enrollment rose by a whopping 47 percent.

Take a deep dive into the numbers and you’ll discover another telling insight from the state comptroller’s office, which diligently tracks data on Texas school districts. Between 2006 and 2015, Katy ISD’s tax-supported debt per student actually declined by a little less than 1 percent.

Now one of the fastest growing school districts in Texas wants voters to authorize a bond issue allowing them to borrow another $609 million. Katy ISD officials have earnestly made a compelling case for passing this referendum. Even some longtime activists in the district who’ve opposed previous bond issues fully support this one. Voters should, too.

As the piece notes, despite being one of the hardest-hit areas by Harvey, KISD’s enrollment was up this year, highlighting just how rapid its growth has been. This is one of those “you can pay now, or you can pay later” situations, and paying now – especially when interest rates remain low – is almost always the better choice.

Another contemplation of turnout

Let’s see where this one takes us. Last time, I made some guesses about turnout in the HISD races based on overall turnout in the city of Houston. Now I’m going to turn that around and take a shot at pegging city turnout based on HISD.

It was suggested to me that we do have a model for a low-turnout HISD election scenario, and that was the May special election to revisit the recapture question. A total of 28,978 people showed up for that exercise. How can we extrapolate from that to the full city? Most years there isn’t a direct connection, since most years there isn’t an election for all of HISD. But such a connection does exist in two recent years, years in which HISD had a bond issue on the ballot. Let’s take a look at 2007 and 2012, the latter of which works because there were also city bond issues up for a vote. Here are the numbers:

2007: Houston = 123,410 HISD = 85,288 Share = 69.1%

2012: Houston = 576,549 HISD = 388,982 Share = 67.5%

“Share” is just the ratio of HISD turnout to Houston turnout. It’s quite pleasingly compact. If we take the midpoint of the two – 68.3% – and apply it to the May 2017 special, and we get a projected total for the city of 42,428. Which, also pleasingly, is well in line with the numbers I was noodling with last time.

What does that tell us? In some sense, not that much, as we don’t have a district-wide election in November, we have six district races. But it does give another figure for our estimate of hardcore voters, and a tad more faith in my own guess of around 50K total for the city. We can get from there to numbers for the individual races if we want. It’s still all hocus-pocus, but at least it’s based on something.

On a tangential note, we do remember that there’s also another Heights alcohol vote on the ballot, right? I’ve heard basically nothing about this since the petitions were validated. The signs like the one embedded above started showing up within the past week or so, but that’s the only activity I’ve seen or heard about, and this light Press story is the only news I’ve found. The area that will be voting has some overlap with HISD I, so it’s not touching many voters who wouldn’t already have a reason to be engaged, and as such probably wouldn’t be much of a factor even if it were a hotter ticket. Anyway, I just wanted to work something about this item in, and this seemed like as good a place as any.

HCCS, Trustee, District IV: Carolyn Evans-Shabazz

The ideal candidate for this seat would be someone with a bold vision for HCC who is capable of collaborating with existing board members. It would be a candidate free from controversy. That candidate is not in this race. So instead we encourage voters to find the best candidate via the process of elimination.

That should lead voters, however reluctantly, to incumbent Carolyn Evans-Shabazz.

Appointed to the Board of Trustees in May 2015 to represent District IV, which includes Sunnyside and the Third Ward, Evans-Shabazz has carved out a leadership role on the board, chairing the success committee, which works on issues such as homelessness and food insecurity on campus. Off the board, she serves on the NAACP-Houston branch executive committee.

Robert Glaser

HCCS, Trustee, District V: Robert Glaser

Incumbent Robert Glaser deserves a second term representing this diverse district that extends from West University to Bellaire to Memorial to Beltway 8.

Glaser, 56, points to HCC’s progress during the past four years. The community college has hired a new chancellor, reduced its overall bond debt and kept taxes level. In addition, tuition rates have been frozen for the last three years while faculty and staff have received raises. Still, the businessman sees room for much improvement.

HCCS, Trustee, District IX: David Jaroszewski

A lawyer and interim dean of academic studies at Lee College in Baytown, David Jaroszewski stands out as one of the few candidates for HCC with a clear vision about the role that community colleges should play, and how properly run boards help them achieve those goals.

The former PTO president has extensive experience in community college systems and understands the difference between governing and managing. He also expressed a dedicated focus on boosting HCC’s retention rate.

But Jaroszewski, 64, earned our endorsement when he said: “The board should not be inserting themselves into the procurement process.”

That’s what voters should want to hear.

Pretta VanDible Stallworth previously served on the HCC board from 1989-1993 and has been a adjunct professor at Bellhaven College and guest professor at DeVry University. Well-positioned to reflect the values of the community, the chaplain for Senate 13 District PAC would have likely earned our endorsement except for her position on a key point: Stallworth believes that the board should be better trained and then given more responsibility with respect to reviewing contracts for compliance with HCC policies.

I’ve taken my guesses at turnout for HISD, but with six-year cycles and frequently unopposed incumbents, there’s not much data there to try the same thing for HCC. I suspect these numbers will be pretty low, with more undervotes than in HISD. I hope people are paying attention, that’s all I can say.

One more time with HCC – it’s possible I may have more of these, but this is what I have at this time. Robert Glaser, like Carolyn Evans-Shabazz, is running for his first full term in office, after having won a special election in 2013 to complete the term of then-Trustee Richard Schechter. Laila Feldman was appointed to replace Schechter but was unable to stay after moving out of the district; Dianne Johnson was then appointed to replace Feldman, with the understanding that she would not run for the seat. Glaser is a businessman and neighborhood activist, and has been outspoken about HCC’s procurement and board ethics issues. Here’s the interview:

Interview with Jasmine Jenkins of Houstonians for Great Public Schools

For obvious reasons, there’s going to be a lot of focus on HISD, both in the next year as the district recovers from Harvey and tries to fend off a takeover by the Texas Education Agency, and going forward, as these issues and others may fade but will never go away. The Board of Trustees will be very different than the one that was inaugurated after the 2015 election, and could be very different than the one we have right now. There’s been a lot of scrutiny on the HISD Board lately, due in part to concerns (expressed by multiple candidates in the interviews I’ve done) that the Board has not been very effective or collaborative lately. One group keeping an eye on this is Houstonians for Great Public Schools, whose mission is “to increase public understanding of the roles and responsibilities of school board members and to hold members accountable for high performance”. I had the chance to speak with their Executive Director, Jasmine Jenkins, about what that means and what they hope to accomplish. (If the name Jasmine Jenkins sounds familiar, I interviewed her last year when she was running for the Democratic nomination in SBOE 6.) Here’s what we talked about:

HCC Trustee races never get the attention they deserve. That’s on me too, as I could spend more time with them, but it’s a systemic problem as much as anything. What I can do about it right now is bring you this interview with Trustee Carolyn Evans-Shabazz, running for a full term in District 4 after being appointed to fill the vacancy left by the resignation of Carroll Robinson. Evans-Shabazz has been a teacher and Lead Evaluation Specialist with HISD, an educational diagnostician with both Aldine and Fort Bend ISDs, and an adjunct professor at Texas Southern University. She is a member of the Executive Committee of the NAACP-Houston branch where she serves as Chair of the Education Committee. Here’s what we talked about:

As noted before, I did not do interviews in HISD Trustee races in districts VII and IX. In VII, I did interview now-incumbent Anne Sung and challenger John Luman last year when they were running in the special election to fill the vacancy left by Harvin Moore. You can listen to those again if you want a refresher on those two candidates.

As for IX, I just could not get to it. Life is like that sometimes, I’m afraid. Thankfully, there is an opportunity for you to hear from the candidates in that race – Trustee Wanda Adams and challengers Karla Brown and Gerry Monroe – if you want. There was a debate sponsored by the Forward Times on October 4, and audio of it is available here. In addition, there were articles written about each candidate in the aftermath of the debate by debate moderator Durrel Douglas:

There’s also a recap of the debate, with video embedded from the event. It’s not the same as individual interviews, but it’s a chance to see how the candidates interact with each other. Finally, Stace rounds up the candidates in Alief ISD. I wish I had more time to follow races in other ISDs, but alas, I don’t. These elections – for school board and for city council – will have more effect on your daily life than elections for Congress and Senate do. The latter have more power, but the former have more impact. Know who you’re voting for and why you’re voting for them.

Still some fretting about the bonds

Fire engines bursting into flames at a scene. Roof leaks damaging walls at city health clinics. Bike trails eroding into the bayou.

Those are among the reasons Mayor Sylvester Turner is asking voters to approve $495 million in public improvement bonds this fall. Early voting starts Oct. 23.

As with the marquee item on the Nov. 7 ballot – Proposition A, the $1 billion bond needed to secure the mayor’s landmark pension reform package – Turner acknowledged that his chief opponent for city propositions B through E is Hurricane Harvey.

The historic storm not only knocked the city on its back, it also disrupted typical campaign efforts, cutting the pro-bonds Lift Up Houston committee’s fundraising targets and, perhaps, preventing it from funding a TV ad blitz, the mayor said.

“The biggest obstacle is not coming from political parties or political groups, it’s not that,” Turner said. “It’s that people are having to deal with some immediate concerns presented by Harvey. And we have to convince them to take some time to go to the polls to cast a ‘yes’ vote.”

City Controller Chris Brown, the city’s elected financial watchdog, said an organized “no” campaign might not be necessary to make the vote closer than past city bond elections, which tend to pass easily. Brown said he was concerned to hear contentious discussion on the improvement bonds at a Monday night meeting of the Super Neighborhood Alliance, a coalition of civic clubs.

“They had a lot of very specific questions about the bonds, which, you know, this is a standard issuance,” Brown said. “I guess they hadn’t gotten enough details about what exactly was going to be funded. I chalk some of that up to Harvey. But, especially post-Harvey, the needs just increase. It’s in the public’s best interest to approve these.”

Well, they’re sending out mail – the embedded image is a picture of what was in my mailbox on Friday. Again, I remain basically optimistic, especially with the lack of any organized opposition. The goal is not so much persuasion as it is reminding the people you expect to be in favor, or at least those who will be on the Mayor’s side when they know he’s got something he’s asking them to do, to go out and vote. And while the Lift Up Houston committee may be having a hard time making its fundraising targets, Mayor Turner has plenty of cash on hand to bridge the gap if he needs to. I fully expect them to send more mail, and to get some TV and radio spots up shortly.

Anne Sung

Houston ISD, Trustee, District VII: Anne Katherine Sung

Anne Katherine Sung won in a runoff for this district last year after former trustee Harvin Moore resigned. Now voters are faced with a rematch between Sung and her former opponent, John Luman.

During her short time on the board, Sung has proved herself an engaged and effective trustee who deserves a full term representing this west Houston district, which covers River Oaks, Briar Grove and parts of Montrose and the Heights.

Sung, 38, brings in-depth knowledge of the educational landscape to the task. For more than a decade, she has been attending trustee meetings and preparing herself in multiple ways to assume a leadership role on the board.

The alumna of Bellaire High School has been a Teach for America Corp. member, an award-winning HISD physics teacher and co-founded an education advocacy group, Community Voices for Public Education. She’s currently serving as the chief strategy officer and vice president of the nonprofit Project GRAD Houston.

Wanda Adams

Houston ISD, Trustee, District IX: Wanda Adams

This troubled south Houston district needs all the help it can get. Fourteen schools within the boundaries, which stretch from the Westbury to Sunnyside, are failing according to ratings by the non-profit Children at Risk.

Despite these problems, none of the challengers provide a compelling case to remove incumbent Wanda Adams from her seat.

While there’s no question that the district is rife with inequity and that some schools need more attention and resources, Adams is one member of a nine-member board in charge of setting policy. The responsibility for these failing schools falls on past superintendents, the entire board and the community, not on a single trustee.

Adams, 50, knows her community well. A former City Council member, this professor of political science at Texas Southern University currently serves as HISD board president and has worked to make key changes to governance. She’s applied time limits to trustees’ remarks to reduce grandstanding at board meetings and has worked to develop a framework to measure district progress.

In the end, I’d say this was a pretty conventional set of endorsements. All incumbents get the nod, and no surprises in the other races. Not that there was much potential for a surprise – as noted before, the slate of candidates is pretty good. I’m not even sure what might have been a true surprise recommendation, other than possibly one of the challengers in XI.

By the way, I have previously noted that right now, the HISD Board has seven women and two men. The range of possible outcomes this November are eight women and one man, to four women and five men. Trustees Rhonda Skillern-Jones, Jolanda Jones, and Diana Davila are not on the ballot, while District I has only female candidates. Only District III, which has four male candidates, is certain to be represented by a man. I don’t have a point to make here, just an observation.

I did not do any interviews in these races. I interviewed both Anne Sung and John Luman for last year’s special election – you can listen to those here: Anne Sung, John Luman. I intended to get to District IX but life and too many other things got to me. I have a post in the works for that race, and if it goes to a runoff I’ll try again.

Sue Deigaard

Houston ISD, Trustee, District V: Sue Deigaard

Four qualified candidates are running for an open seat in this southwest Houston district, which covers West University, Bellaire and Meyerland. Yet Sue Deigaard stands above them all. Her knowledge of this district is so deep and broad that she talks with the authority of a trustee, even though this is her first run for office.

For Deigaard, 48, it is all about HISD, and she said during her meeting with the editorial board that if we found another candidate more qualified, we should support that person. You’d be hard pressed to find anyone more prepared for any election.

The daughter of a high-school drop-out, Deigaard was the first member of her family to graduate from college. After receiving a degree from Rice University, she worked in alumni affairs at her alma mater for more than five years. But volunteer experience sets her apart.

For more than a decade, Deigaard has been an advocate for public education. In addition to being a near fixture at board meetings and other district functions, she serves as a parent representative on HISD’s district advisory committee and chairs the communication committee for the Arts Access Initiative, which has a goal of expanding arts education opportunities to all K-12 students at HISD. She has also organized and facilitated community finance and engagement meetings for education advocacy groups and school districts.

Holly Flynn Vilaseca

Houston ISD, Trustee, District VI: Holly Flynn Vilaseca

Holly Flynn Vilaseca was appointed to the board in January when long-time trustee Greg Meyers resigned, and she deserves to serve a full term. Vilaseca has gained a reputation for being a steady hand and reasoned voice on the board representing her west Houston district, which includes the Energy Corridor and Sharpstown.

Vilaseca, 36, is the daughter of immigrants and was the first in her family to attend college. She began her career in education as a Teach for America Corp. member and went on to teach bilingual and dual language early childhood classes for six years. She earned a master’s degree from Columbia University in social and organizational psychology and currently works for a nonprofit in the education space.

Her opponent, Robert Lundin, has an outstanding resume as well. He has served as long-time educator and former HISD employee who resigned to run in this race. Not only does he hold a doctorate from Vanderbilt University in educational leadership, but he also serves as a faculty member at Rice University. In addition, Lundin has an impressive list of endorsements, including former U.S. Secretary of Education Dr. Rod Paige. Lundin and Vilaseca are fluent in both English and Spanish.

The Chron was complimentary to all the candidates I interviewed, which I suppose validates in some way my reason for interviewing them. Mostly it speaks to the level of candidate we have running this time around. That is very much not always the case. Districts VII and IX remain to be evaluated.

Monica Flores Richart

Houston ISD, Trustee, District I: Monica Flores Richart

In this heated race between three passionate candidates to represent Garden Oaks, the Heights and Near Northside, we endorse Monica Flores Richart.

No other candidate in this race or others has demonstrated such a clarity of vision about the problems vexing HISD’s complicated school-funding system, with specific ire reserved for magnet programs and gifted and talented programs that divert funds toward already-wealthy schools.

“We have never really had a cohesive set of priorities and goals for our magnet program,” Richart told the editorial board while rattling off the statistical specifics with ease. Also on her agenda is a thorough auditing of the school budget, zero-based budgeting and a dedication to equity.

“What bothers me most about HISD is the disparate educational opportunities among the communities.”

Sergio Lira

Houston ISD, Trustee, District III: Sergio Lira

Longtime trustee Manuel Rodriguez, Jr. passed away in July and four candidates have stepped up to fill his seat.

Two stand out: Sergio Lira, an assistant principal at Bellaire High School, and Rodolfo (Rudy) Reyes, a former League City council member and court-appointed child advocate.

Lira, 56, has a record as an outstanding educator and has spent virtually his entire career in the district he is seeking to govern. An educational background is a plus for a trustee, but in a perfect world, a trustee should have experience beyond the immediate classroom.

Reyes has a broad professional background that ranges from employment as a contract specialist for the National Cancer Institute to teaching English to four-year-olds in public school. He currently serves as a court-appointed child advocate.

While his budgetary expertise would be useful, this accomplished candidate seems to equate service on this board with his experience on city council. School trustees need to understand that principals aren’t their primary constituents.

Undoubtedly Reyes would be a quick study, but we’re tipping our hat to Lira, as he seems to be in a better position to govern immediately.

Rodolfo Reyes never replied to the email I sent him asking for an interview. The Chron was complimentary to Himsl, and appreciative of the others. I figure both of these races are going to a runoff, and if so we know who their backup choices are if it comes to that. Early voting starts on Monday the 23rd, so get ready to get out there and make your voices heard.

The fire department’s needs

This is a conversation we need to have, but it’s one we need to dig into and work all the way through.

Fire Chief Sam Pena gave City Council a bleak assessment Tuesday of his department’s readiness to respond to significant rainstorms, or even daily fire and medical calls, saying a ramshackle fleet and inadequate training are putting the safety of citizens and firefighters at risk.

The Houston Fire Department must double its annual spending on new engines, ladders and ambulances, the chief said, and must ramp up its purchases of water rescue apparatuses and the training.

The department has a “moral and legal” duty, Pena said, to provide safe and effective vehicles and equipment to its 4,100 firefighters and the residents they serve.

Instead, he said, engines are catching fire on the scene or at stations; one dropped a gas tank en route to a call. Another time, he said, an ambulance broke down while carrying a cardiac patient to a hospital. Reserve vehicles have to stand in for broken-down front-line apparatus 85 percent of the time, he said.

“We haven’t allocated the right resources to ensure we’re preparing our firefighters to do the job we’re asking them to do,” said Pena, who became chief last December. “What Harvey put a spotlight on is the lack of resources that we’ve had, but it’s a reality that we’re living as a department every day. We have to make a decision about what we want our fire department to do and what we’re willing to fund.”

On Tuesday, he told the council’s public safety committee that HFD had received funding for 20 of the 47 engines it sought in the last three budget cycles. It also got 10 of 19 requested ladder or tower trucks, and 36 of 75 requested ambulances, he said.

The city has budgeted $5.5 million to $5.8 million in each of the next five years to purchase fire vehicles, but Pena said $11 million is needed annually to ensure HFD meets his recommendation of replacing 16 ambulances, nine engines and four ladder or tower trucks each year.

If voters pass the $495 million city bonds on the November ballot, officials said the department will get $10.8 million a year for five years to renew its fleet.

Mayor Sylvester Turner said it has been evident since he took office that HFD – along with police and city trash haulers – have been working with inadequate vehicles.

“Today Chief Pena painted a picture I know well. We are going to meet these needs as much as we can with the limited city revenues we have, hence the importance of the public safety bonds that the voters are asked to approve,” Turner said. “This is just one of the steps we need to take to get us where we need to be.”

See here for some background. The bond issue on the ballot would help the Fire Department replace old equipment, but it would not be enough to also buy more flood-rescue gear or pay for training on it. That will require further spending from the city, including from general revenue, at a time when there’s not a lot of spare change lying around and the city’s revenue stream is hamstrung by the stupid revenue cap. We should, as I have said here and in that earlier post, have a real discussion about what HFD needs and how we’re going to pay for it, and I trust everyone agrees that kicking the can down the road isn’t a great idea. But that discussion needs to include how HFD spends its money now, because as the Chron editorial board reminds us, their track record on fiscal matters is not good.

Tensions between City Hall and Houston firefighters have simmered for years, and things finally boiled over. Firefighters are frustrated because pension reform cut their benefits; they haven’t received a raise in years, and City Hall has failed to spend enough on much-needed high-water vehicles and other equipment.

Those grievances can sound pretty convincing until you look at things from the perspective of a taxpayer.

The firefighter pension system was unsustainable and needed to be reformed. In June, the firefighter union rejected a 9.5 percent pay raise as insufficient. And City Hall has budgeted more than $5 million per year for the next five years to purchase new fire equipment.

Fire Chief Sam Peña told City Council this week he wants double that amount.

Perhaps Peña should first ask his own staff for cash. HFD’s Life Safety Bureau alone racked up $5.6 million in overtime, according to a recent city audit, all while fudging building inspection numbers. And three years ago – under a different chief – a single year of unexpected overtime blew an $8 million hole in the fire department’s finances. Five percent of that budget gap was due solely to firefighters taking off the first weekend of hunting season. (Note to Peña: Deer season opens Nov. 4).

The board renews its call again for a blue ribbon panel to review HFD’s operations from top to bottom, noting that while the department is geared towards fighting a declining number of fires, the vast majority of the calls it receives are for emergency medical services, for which fire trucks are dispatched. I’m prepared to spend more money on HFD to bring them up to speed on the things we need from them, but I want to know that we’re using that money wisely. If we’re not also prepared to answer that question, then I don’t know when we ever will be. The Press has more.

We come to the end of our week with candidates in HISD District III, to succeed Manuel Rodriguez. Bringing us home is Sergio Lira, who has been an assistant principal in HISD since 2006 – he is currently at Bellaire High School – and in Pasadena ISD for seven years before that. Lira holds an EdD from the University of Houston, and also has Superintendent certification from UH. He was the recipient of the 2016 Courage Award from the Texas Organizing Project. Here’s what we talked about:

Endorsement watch: The bonds

Endorsement season has officially begun.

The key referendum, Proposition A, is a solution to Houston’s potentially disastrous pension problem. A complex deal ushered through the Texas Legislature by Mayor Sylvester Turner would reduce the $8.2 billion unfunded pension burden now carried by Houston taxpayers to $5.2 billion. Union leaders representing police officers and municipal employees have agreed to sacrifice benefits worth roughly $1.8 billion. But the whole arrangement depends upon voters approving a $1 billion bond issuance, 1 of 5 city bonds on the ballot.

The pension bond wouldn’t raise taxes, nor would it increase the public debt. Houston already owes this money to its retired employees; this deal will take care of a debt that’s already on the books. The bonds will be paid off over the course of three decades. By coincidence, this happens to be a good time for the city to borrow money. This is like refinancing your mortgage when interest rates are low.

On the other hand, Turner bluntly and accurately told the Chronicle’s editorial board, if the pension obligation bonds go down, “it’s worse than the financial impact of Harvey.” Before this deal was struck, our city government was staring at the grim prospect of laying off more than 2,000 employees, about 10 percent of its workforce, a cut that would almost certainly impact police and firefighters.

Meanwhile, four other bond proposals would pay for facilities and equipment at everything from police and fire stations to city parks and libraries. At a time when our police officers are driving around in cars that are more than a decade old, we voters need to pass these capital improvement bonds.

The campaign for the bonds is underway, and I do expect them to pass. But this is a weird year, and turnout is going to be well below what we’re used to – and we ain’t used to particularly robust turnout – so anything can happen. The big task in this election for all campaigns is just making sure people know they need to go vote. If you’re reading this site, you already know that much. I say vote for the bonds as well, for all the reasons the Chron gives.

Interview with Jesse Rodriguez

We continue with interviews in HISD Trustee District III, where four candidates vie to fill out the term of the late Manuel Rodriguez. Today’s interview subject is Jesse Rodriguez, no relation to Manuel, also known as DJ Jumpin’ Jess. Rodriguez has a long and varied background in radio and the entertainment business; it’s hard to summarize, so go look at his About page for how he puts it. He has served on multiple non-profit boards, including the Rusk Athletic Club, the National Hispanic Professional Organization, and the Houston Media Source board, to which he was appointed by Mayor Parker. Lift Up Houston

Hey, you know there are bonds on the ballot, right? And Mayor Turner would like you to vote for them.

Mayor Sylvester Turner spent much of his first year and a half keeping the civic conversation focused on winning legislative approval of his plan to end Houston’s spiraling pension crisis, and then, last May, achieved it.

Then came the historic hurricane. It may take a little time to get the public’s attention back, but local leaders do not have much to spare.

“There are some competing issues and needs out there, but this is one time where we’re going to have to do more than one thing at one time,” Turner said. “This is one issue the city’s been grappling with for the last 17 years and November is the people’s opportunity to put a bow on this pension reform package and for us to turn the page and to really focus on our recovery efforts from Hurricane Harvey.”

If the bonds fail, many of the hard-won benefit cuts in the reform bill would be rescinded.

The mayor acknowledged he is concerned at the short window he has to grab voters’ attention – early voting starts Oct. 23 – but University of Houston political scientist Brandon Rottinghaus said local leaders may have just enough time to make their case.

“It’s these kinds of issues where people could change their minds, or see the value of the bonds and vote accordingly,” he said. “Partisan votes don’t happen that way, but on a bond election where people know just a little bit of information, a little bit of communication can go a long way.”

The Lift Up Houston campaign, which is advocating for the pension bonds and $495 million in city general improvement bonds that also will appear on the ballot, started knocking on doors in August, Turner said. However, he acknowledged the hurricane disrupted those efforts and several political fundraisers that had been planned to support them.

“The unfunded liability is $8.2 billion, is costing the city $1 million a day, and a ‘yes’ vote will reduce that unfunded liability by $3 billion. That is significant. And, let me add, without raising anybody’s taxes,” Turner said. “We’re on the 10-yard-line, but we need to complete the work, and it won’t be completed without a yes vote for the pension obligation bonds. That will complete the full package.”

Rottinghaus said local leaders would be in error if they assume the bond election will glide to victory because most bond elections do or because both Democratic and Republican leaders support it.

“There are still sentiments from the grass roots that reject any big-government initiative, including one that is developed from a Republican legislature to save the city pension system,” he said. “There’s only so much directing that those leaders can do.”

See here for more on Lift Up Houston. The good news is that there doesn’t seem to be any organized opposition to the pension bond issue. The Harris County GOP declined to get involved, while other Republican-oriented groups like the C Club did endorse it (though they oppose the other bonds). That gives the Mayor and Lift Up Houston a clean shot at getting their message out and targeting their voters. You never want to take anything for granted, but they ought to be able to get this done.
