Emphasis mine. DeLay’s actions in withdrawing as he did have all but assured that Nick Lampson will be sworn in on January 2, 2007. I know he didn’t mean it that way, but truer words have never emanated from Tom DeLay.
I take your highlighted phrase as an admission of guilt.
Just because a write-in candidate in Texas has never been elected to Congress doesn’t mean there won’t be one this November.
There are many factors at work, primarily what may become an ego contest which may delay, pardon the pun, the Texas Republican Party in its endorsement of one candidate, and how motivated the Republicans themselves will be to take the time to maneuver through the E-machine in order to vote for the write-in candidate.
No one should assume anything. Especially when dealing with Republicans.

Voting for a write-in candidate on the e-Slate is similar to text messaging on the cell-phone – except text messaging provides some programmable shortcuts but is still slower than Morse code. Republicans hate to stand in line, so to handle all the Republicans in a timely manner with a write-in candidate may I suggest implementing the telegraph? For Morse coding, the telegraph is a little faster than smoke signals. E-Slate had better be ready with spare parts – what few items move in those things will definitely be put to the test.
Q. What do you call a mis-spelled write-in republican candidate?
A. A hanging DeLay.
