Behold your 2020 vote champion in Harris County: Sheriff Ed Gonzalez, running for his second term in office. I’ll get into the details of Gonzalez’s domination in a minute. Here are the numbers for 2020:

Only Joe Biden (918,193) got more votes than Sheriff Ed (903,736) among Dems that had a Republican opponent; District Court Judge Michael Gomez (868,327) was next in line. Gonzalez’s 235K margin of victory, and his 57.46% of the vote were easily the highest. He carried SBOE6, HD132, HD138, and all four Commissioners Court precincts, while coming close in CD02 and HD126. He even made SD07, HD133, and JP4 look competitive.

How dominant was Ed Gonzalez in 2020? He got more votes in their district than the following Democratic incumbents:

That’s pretty damn impressive. Gonzalez is the incumbent, he’s in law enforcement and may be the most visible county official after Judge Hidalgo, he had a solid term with basically no major screwups, he’s well liked by the Democratic base, and he ran against a frequent flyer who had no apparent base of support. At least in 2020, this is as good as it gets.

Obviously, Gonzalez did better than he did in 2016, but let’s have a quick look at the numbers anyway.

Gonzalez ran against Ron Hickman, former Constable in Precinct 4, who was appointed following Adrian Garcia’s resignation to run for Mayor of Houston in 2015. Hickman had been well respected as Constable and wasn’t a controversial selection, but he was quickly dogged with a scandal involving lost and destroyed evidence from his Constable days, as well as the usual bugaboo of jail overcrowding; his opposition to misdemeanor bail reform did not help with that. With all that, Gonzalez got “only” 52.84% of the vote in 2016, which was ahead of most judicial candidates but behind both Kim Ogg and Vince Ryan. My thought at the time was that Gonzalez maxed out the Democratic vote, but didn’t get many crossovers. Clearly, he knocked that second item out of the park this year. I’m not going to go into a more detailed comparison – I’ll leave that to you this time – but it should be obvious that Gonzalez built on his performance from 2016. We’ll see what he can do with the next four years.

The office of County Attorney gets less attention than District Attorney, but as we have seen it’s vitally important. Vince Ryan held the office for three terms before being ousted in the primary by Christian Menefee. Menefee’s overall performance was similar to Ryan’s in 2016 – I’ll get to that in a minute – but as we saw in the previous post that doesn’t mean there can’t be a fair bit of variance. Let’s see where that takes us. Here’s the 2020 breakdown:

Menefee scored 54.66% of the vote, better than Ogg by almost a point, and better than Ryan’s 53.72% in 2016 by slightly more. Ryan was consistently an upper echelon performer in his three elections, and that was true in 2016 as well, as only Ogg, Hillary Clinton, and judicial candidate Kelly Johnson had more votes than his 685,075, with those three and Mike Engelhart being the only ones with a larger margin of victory than Ryan’s 95K. Menefee, who collected 848,451 total votes and won by a margin of 145K, was also top tier. His vote total trailed all of the statewide candidates except Chrysta Castaneda and Gisela Triana (one better than Kim Ogg), though his percentage was better than everyone except Joe Biden and Tina Clinton. He outpaced three of the four appellate court candidates (he trailed Veronica Rivas-Molloy) and all but four of the local judicial candidates. His margin of victory was eighth best, behind Biden, Castaneda, two statewide judicials, and three local judicials. (And Ed Gonzalez, but we’ll get to him next.)

Kim Ogg did slightly better in the districts in 2016 than Vince Ryan did (most notably in CD02, though Ryan outdid her in HD134), which is what you’d expect given her overall better performance. In a similar fashion, Menefee did slightly better in the districts than Ogg did, as expected given his superior totals. He won CD07 by a thousand more votes than Ogg did, and carried HD135 where Ogg did not. He lost CC2 by two points and 6K votes, while Ogg lost it by four points and 12K votes. His lead in CD29 was 6K smaller than Ryan’s was, while Ogg lost 10K off of her lead in CD29 from 2016.

Overall, Menefee improved on Ryan’s 2016 totals, and made larger gains than Ogg did over her 2016 numbers. Like Ogg, he lost ground in the Latino districts – CD29, HD140, HD143, HD144, CC2 – but not by as much. He had higher vote totals in the Latino State Rep districts, though by small amounts in HDs 140, 143, and 144, and increased the lead over what Ryan had achieved in HDs 145 and 148. Like Ogg, he also lost ground in HD149, going from a 12K lead to a 9K lead, and in HD128, going from a 23K deficit to a 27K deficit (Ogg went from down 21K to down 27K). He gained ground in HD127 (from down 23K to down 19K; Ogg stayed roughly the same) and lost only about a thousand net votes in HD130 as Ogg went from down 34K to down 39K. He posted strong gains in HD126 (down 9K to down 5K), HD133 (down 18K to down 13K), and HD150 (down 21K to down 16K).

On the whole, a very strong initial performance by Menefee. As I said, County Attorney is generally a lower-profile job than District Attorney and Sheriff, but between bail reform, the multiple election lawsuits, and the forthcoming Republican legislative assault on local control, there should be many chances for Menefee to make statements about what he does and can do. He’ll have a solid chance to build on what he did this year when he’s next up for election.

We move on now to the county executive office races for Harris County in 2020, which will be the end of the line for Harris County precinct analyses. I do have a copy of the Fort Bend canvass, though they do theirs in an annoyingly weird way, and will try to put something together for them after I’m done with this batch. With the four executive offices that were on the ballot for their regular election in 2020 – District Attorney, County Attorney, Sheriff, and Tax Assessor – we can not only view the data for this year, but do a nice comparison to 2016, since three of the four Democrats were running for re-election. We begin with the office of District Attorney:

Here’s the same data from 2016. I’m going to reprint the table below and then do some comparisons, but at a macro level, Kim Ogg was the second-most successful candidate in Harris County in 2016. Her 696,955 votes and her 108,491-vote margin of victory were second only to Hillary Clinton. Ogg received 54.22% of the vote in 2016. She fell a little short of that percentage in 2020, garnering 53.89% of the vote this year, while increasing her margin to 121,507 votes. She was more middle of the pack this year, as the overall Democratic performance was up from 2016. She trailed all of the statewide candidates in total votes except for Gisela Triana, who was less than 300 votes behind her, though her percentage was higher than all of them except Joe Biden and the three Court of Criminal Appeals candidates. She had fewer votes than three of the four appellate court candidates (she was exactly nine votes behind Jane Robinson), but had a higher percentage than three of the four. Among the district and county court candidates, Ogg had more votes and a higher percentage than seven, more votes but a lower percentage than two, and fewer votes and a lower percentage than six.

(Writing all that out makes me think it was Republicans who were skipping judicial races more than Democrats. In the race immediately above DA, Democrat Julia Maldonado got 3,354 more votes than Ogg, but Republican Alyssa Lemkuil got 17,325 fewer votes than Mary Nan Huffman. In the race immediately after DA, Democrat Lesley Briones got 14,940 more votes than Ogg, but Republican Clyde Leuchtag got 30,357 fewer votes than Huffman. That sure looks like less Republican participation to me.)

The shifts within districts are perhaps more subtle than you might think. A few stand out – CD07 goes from a 6.4 point win for Devon Anderson in 2016 to a narrow Ogg win in 2020, powered in large part by a ten-point shift in Ogg’s favor in HD134. On the flip side, Ogg carried CC2 by a point and a half in 2016 but lost it by four points in 2020, as her lead in CD29 went from 43 points to 31 points. Overall, Ogg saw modest gains in Republican turf – CD02, HD126, HD133, HD150, CC3, CC4 – and some Democratic turf – CD18, HD146, HD147, HD148, CC1 – and some modest losses in each – CD10, CD29, HD128, HD140, HD143, HD144, HD145, CC2.

In a lot of places, the percentages went one way or the other, but the gap in total votes didn’t change. CD09 is a good example of this – Ogg won it by 80K votes in each year, but with about 24K more votes cast in 2020, split evenly between her and Huffman, that lowered her percentage by four points. Same thing in HD127, which Ogg lost by 20,559 in 2016 and 20,603 in 2020, but added three percentage points because 16K more votes were cast. In the three Latino State Rep districts cited above, Ogg had more votes in 2020 in HD140, HD143, and HD145 than she did in 2016 – she had 70 fewer votes in HD144 – but her improvements in the first two districts were in the hundreds, while Huffman outperformed Anderson by 2,300 in HD140, by 3,500 in HD143, and by 3,500 in HD144; Huffman improved by 4,300 in HD145 while Ogg added 3,500 votes. As we’ve discussed before, it will be interesting to see how these districts perform going forward, and in lower-turnout scenarios.

So we see some changes in where the vote was, with Ogg building a bit on 2016, in the same way that Joe Biden built a bit on what Hillary Clinton did in 2016. As I write this, I haven’t actually taken this close a look at the district changes in the other county races, so we’ll learn and discover together. I think we can expect that some of this behavior is mirrored elsewhere, but this is the only race with an incumbent running for re-election who did basically as well as they had done before, so the patterns may be a little harder to discern. But that’s what makes this exercise so interesting each cycle. Let me know what you think.

I had meant to get to this last week, but SeditionPalooza took up too much of my time, so here we are. The intent of this post is to compare vote totals in each of the State Rep districts from 2012 to 2016, from 2016 to 2020, and from 2012 to 2020. The vote totals compared are from the Presidential and Railroad Commissioner races for each of these years, and for the Senate races from 2012 and 2020, as there was no Senate race in 2016.

The columns represent the difference in vote total for the given period and party, so “12-16” means 2012 to 2016, “16-20” means 2016 to 2020, and “12-20” means 2012 to 2020. Each column has a D or an R in it, so “12-16R” means the difference between 2016 Donald Trump and 2012 Mitt Romney for the Presidential table, and so forth. In each case, I subtract the earlier year’s total from the later year’s total, so the “-3,207” for HD126 in the “12-16R” column for President means that Donald Trump got 3,207 fewer votes in HD126 than Mitt Romney got, and the “5,285” for HD126 in the “12-16D” column for President means that Hillary Clinton got 5,285 more votes than Barack Obama got. Clear? I hope so.

Note that there were 130K more votes cast in Harris County as a whole in 2016 than there were in 2012, and 320K more votes cast in the county in 2020 over 2016, which makes a grand total of 450K more votes in 2020 than 2012. Some districts grow faster than others, but as a general rule given the overall totals you should expect increases in each district to some extent.

I have left percentages and third party totals out of this discussion. As I have shown before, tracking changes in vote percentages can give a misleading view of whether the actual gap is growing or narrowing, and by how much. I also want to emphasize that in 2012, Harris County was very much a 50-50 proposition, and now it is very much not. Doing it this way help illustrate how and where that has happened, and by how much.

And yet, with all that said, I’m going to start with an observation about percentages. In 2012, Mitt Romney got 60% or more of the vote in eight State Rep districts – HDs 126, 127, 128, 129, 130, 133, 138, and 150. Ted Cruz, running for Senate against Paul Sadler, got 60% or more of the vote in ten State Rep districts, the same eight as Romney plus HDs 132 and 135 – yes, the same 132 and 135 that Dems won in 2018. I didn’t publish an analysis of the RRC race from that year, but a review of the spreadsheet that I created at the time confirmed that Christi Craddick, running against Dale Henry, got 60% or more of the vote in eleven State Rep districts, the same ten as Cruz plus HD134. In other words, every single Republican-held State Rep district in Harris County in 2012 was at least a 60% Republican district in the Railroad Commissioner race. Mitt Romney, it should be noted, just missed getting to 60% in HDs 132 and 135, and was over 57% in HD134, as was Cruz. (Let’s just say Cruz fell way short of that mark in 2018.)

You can see how much the vote totals shifted at the Presidential level from 2012 to 2016. Trump got nearly 40K fewer votes than Romney, a combination of crossovers, third-party and write-in voting, and just the gentle degradation of the Republican brand, as you can see by Wayne Christian’s reduced vote totals from Christie Craddick. Still, in 2016, Donald Trump scored 60% or more of the vote in three State Rep districts: HDs 127, 128, and 130. In 2016, Wayne Christian, running for RRC against Grady Yarbrough, scored 60% or more of the vote in four State Rep districts: the three that Trump got plus HD150. And finally, in 2016, Eva Guzman, running for State Supreme Court, scored 60% or more of the vote in six State Rep districts: the four Christian got plus HDs 129 and 133. HDs 132 and 135 were clearly competitive at the Presidential level – Trump won 132 by four points and 135 by two points; he also lost HD138 by a hair. He lost votes compared to Romney in 18 of 24 districts.

It is certainly true that Republicans in general and Donald Trump in particular did better in 2020 than most people expected them to do – surely, they did better than I expected them to do. Trump gained 155K votes over his 2016 total, which put 2020 Trump more than 100K votes ahead of Mitt Romney. Even though Joe Biden gained 211K votes over Hillary Clinton, for a net gain of 56K, Trump had net gains on Biden in seven districts – HDs 128, 130, 140, 143, 144, 145, and 149, with the latter five being Democratic districts and four of the five being Latino. Still, Dems had a net gain from 2012 to 2020 in every district except HD128, and some of those gains were truly huge – just look at 133 and 134, for starters. And Trump’s gains in the Dem districts largely melted away by the time you got to the RRC race, with Chrysta Castaneda coming close to matching Jim Wright’s increases in 140, 143, and 144, and far exceeding him in 145. It’s hard to say from this what if any staying power the Trump gains may have, though Dems should be paying close attention to what happened there regardless.

Anyway, back to the percentages: In 2020, Donald Trump, John Cornyn, and Jim Wright scored 60% or more of the vote in two State Rep districts: HDs 128 and 130. The only statewide Republicans to score 60% or more in a third State Rep district were the statewide judicial candidates who did not have a Libertarian opponent – Jane Bland, Bert Richardson, Kevin Patrick, and David Newell – who also reached that level in HD127. I haven’t published the statewide judicial race analysis yet so you’ll have to take my word for it for now, but in any event I trust you see the pattern. This is what I mean when I say that Republicans just don’t have any spare capacity in Harris County, and that will present problems for them in redistricting. Look at the numbers in districts like 126 and 129 and 133 and 150 in 2020, and compare them to the numbers in 132 and 135 and 138 in 2012. Where do you think things are going to be in another couple of cycles?

I’ve thrown a lot of words and numbers at you, so I’ll wrap it up here. I hope this helps illustrate what I’ve been saying, about how Dem gains have largely come from huge steps forward in formerly Republican turf, and how there’s still very much room for Dems to improve in their strongholds. We need to keep building on our gains from this past decade as we proceed into the 20s. I’ll have a look at the statewide judicial races next. Let me know what you think.

There’s a lot here, and I’m going to try to limit the analysis in this post to just what’s here, since I will have a separate post that looks back at previous elections. I’m going to pick a few broad themes here and will continue when I get to that subsequent post.

It’s clear that the big districts for Republicans crossing over to vote for Biden were HDs 133 and 134. Biden basically hit Beto’s number in 134, and he made 133 nearly as competitive as 126. The same effect is visible but smaller in 126, 129, 138, and 150, but it’s more noticeable in the lower downballot Democratic total than the Republican number. Some of those votes migrate to third party candidates, some may be people just voting at the Presidential level – it’s hard to say for sure. In 2016, there were bigger third party totals at the Presidential level, but this year those numbers were more like prior norms.

However you look at this, the fact remains that Republicans don’t have a lot of areas of strength. Only HDs 128 and 130 performed consistently at a 60% level for them; as we will see with the judicial races, some candidates reached that number in HD127 as well. Spoiler alert for my future post: That’s a big change from 2012. We’ll get into that later, but what that means for now is what I was saying in the Congressional post, which is that there’s little spare capacity for Republicans to distribute. There’s some red they can slosh into HDs 132, 135, and 138 if they want, but it’s going to be hard to make more than a few Republican incumbents feel safe.

I’m still not comfortable calling HD134 a Democratic district – which is a bit meaningless anyway as we head into redistricting – but the numbers are what they are. There’s still some volatility, mostly in judicial races as you’ll see, but this district just isn’t what it used to be. After the 2016 election, when Greg Abbott went hard at Sarah Davis and the Trump effect was already obvious, I wondered what Republicans would do with that district, since they didn’t seem to care about Davis. Abbott subsequently rediscovered his pragmatic side, but Davis is now history, and this district is at least as blue as Harris County is overall, so they have a whole different problem to contemplate. If anyone reading this is of a mind to mourn Davis’ demise, I say put 100% of the blame on Donald Trump and the degeneracy he has brought forward in the GOP. Sarah Davis never took my advice to leave the Republican Party, but a lot of her former voters did. The future is always in motion, but at this point I would not expect them to come back.

On the flip side, Trump and the Republicans saw some gains in Democratic areas. The two that stand out to me are HDs 144 and 149 – Dems were well above 60% in the latter in 2016. Note how Chrysta Castaneda was the best performer in this group among Dems – her numbers in HD144 were comparable to Rep. Mary Ann Perez’s totals. As for 149, it was the inverse of HD133, more or less, without anyone making it look competitive. Here, Biden did about as well as Rep. Hubert Vo. I think this is more likely to be a Trump-catalyzed fluke than the start of a trend, but we’ll just have to see what the next elections tell us.

Finally, I should probably do a separate post on third party voting by State Rep district this cycle, but for now let me state the obvious that there was a whole lot less of it than in 2016, for a variety of reasons. I didn’t bother naming the Libertarian and Green candidates in the column headers above because honestly, even with the kerfuffle over both Republicans and Democrats trying to force them off the ballot for filing fee non-payment, there just wasn’t any attention on them this year. HD148 was the high-water mark for the Libertarian candidate in 2016 at the Presidential level, and HD134 topped the chart for Railroad Commissioner levels, with 4.53% in the former and an eye-popping 12.18% in the latter; the Chron endorsement of Mark Miller for RRC in 2016 surely helped him there. HD148 was the “winner” this year for each, though at much tamer 1.44% and 2.68%, respectively. For the Greens in 2016, it was HD137 for President (1.30%) and HD145 for RRC (6.49%), and this year it was HD144 (0.46%) for President and HD137 (1.84%) for RRC. You can say what you want about which third party affects which major party – I will note that Chrysta Castaneda outperformed Grady Yarbrough in HD134 by fifteen points, while Wayne Christian was four points better than Jim Wright in the same district. HD134 shifted strongly Dem in 2020, but the quality of the Dem also mattered.

A first response to the Latino voting (and polling) question

It’s very much not my intent to pin blame on anyone. As I noted in my post about how voting went in these Latino counties, which includes a lot of RGV counties as well as Bexar and El Paso, I’m just showing what happened. I think Jolt has done a lot of good work, a lot of hard and necessary work, and I salute them for it.

I can’t address the specifics of the numbers cited in those tweets – I don’t have his data, and the public data is quite limited right now. I do have some limited Harris County canvass data, courtesy of Greg Wythe, so I thought I’d bring that in here to continue the discussion. Here’s what I can say about how voting went in the five predominantly Latino State Rep districts in Harris County:

The first table is 2016, the second is 2020. Please note that while the percentages for each candidate is their actual percentage for all voters in the district, the totals at the bottom are just the two-candidate values. I apologize for mixing apples and oranges. We should note that while these five districts are the five predominantly Latino districts in Houston, there is some variance. HDs 140 and 143 have the largest Latino population totals by percentage, while the others have a significant minority of Anglo residents. HD144 includes the Pasadena area, while HDs 145 and 148 include parts of the Heights and surrounding neighborhoods. HD148 is probably the least Latino of the five, and is currently represented by Anna Eastman, who won the special election to serve the remainder of Jessica Farrar’s term, though she was defeated in the primary by Penny Shaw.

As you can see, Trump improved on his 2016 performance in all five districts. Biden got more votes than Clinton in all five districts, but had a lower percentage in all but HD148. The reason both Trump and Biden could see an increase in percentage in HD148 is because the third-party share of the vote was so high in 2016 – it was over six percent that year, but looks to be less than three percent this year. Overall, Trump lost these five districts by about four thousand fewer votes than he did in 2016, with about 20K more votes cast.

This is not an eye-popping change like what we saw in some RGV counties was, but it’s still a decline. I don’t know how much of that is from Latinos voting for Trump, and how much is from Anglo voters in these districts turning out for Trump. Jolt’s mission is to turn out Latino voters, and in the aggregate that’s going to be good for Democrats even if there are some rough spots, and even if it’s not quite as good as we might have expected. My approach is not as granular as it could be, so we shouldn’t draw broad conclusions from it. There are plenty of Latino precincts elsewhere in Harris County – HDs 137 and 138 will have quite a few – so there’s much more to be said. This is the data I have right now. Make of it what you will.

A few observations from the final unofficial countywide data

This is still unofficial, and there will still be some overseas/military ballots to be counted as well as some provisional ballots to be cured, but the count of the votes cast by Election Day is over, and we have the current final totals, broken down by vote type for each race. So let’s have a stroll through the data and see what we come up with.

– While Republican voting strength increased on Election Day compared to mail and early in person voting, Democrats still won Election Day. As far as I can tell, every Democrat who was on the whole county’s ballot beat their Republican opponent on Election Day, except for one: Genesis Draper, the appointed and now elected Judge of County Criminal Court #12, who lost Election Day by about 6,000 votes. She still won her election by 78,000 votes, so no big deal. Te’iva Bell, now the elected Judge of the 339th Criminal District Court, won Election Day by fourteen (yes, 14) votes out of 183,492 ballots cast in that race. She won by just over 100K votes overall.

– Democrats did especially well in mail ballots – in the judicial races, the number was usually around 60% for the Democratic candidate. That staked them to an initial lead of 27-40K, with usually a bit more than 160K mail ballots being cast. It’s amazing to realize how much that has shifted from even the recent past – remember, Republicans generally won the mail ballots in 2018, though they lost them in 2016. I don’t know if they quietly walk back all the hysterical “MAIL BALLOT FRAUD” hyperbole and go back to using this tool as they had before, or if that’s it and they’re all about voting in person now.

– As far as I can tell, no one who was leading at 7 PM on November 3, when the early + mail ballot totals were posted, wound up losing when all the votes were in. No one got Ed Emmett’ed, in other words. Gina Calanni and Akilah Bacy led in mail ballots, but lost early in person votes by enough that they were trailing going into Election Day. Lizzie Fletcher, Ann Johnson, and Jon Rosenthal lost the Election Day vote, but had won both mail and early in person voting, and that lead was sufficient to see them through.

– As noted, a very small percentage of the vote was cast on Election Day – 12.28% of all ballots in Harris County were Election Day ballots. That varied by district, however:

Definitely some later voting by Latinos. Note that Sarah Davis won Election Day with 66% of the vote. There just weren’t enough of those votes to make a difference – she netted less than 3K votes from that, not nearly enough to overcome the 10K vote lead Ann Johnson had.

– There’s a conversation to be had about turnout in base Democratic districts. Countywide, turnout was 67.84% of registered voters. Of the strong-D districts, only HD148 (68.58%) exceeded that. Every strong-R or swing district was above the countywide mark, while multiple strong-D districts – HDs 137, 140, 141, 143, 144, and 145 – were below 60%. HD140 had 51.36% turnout, with HD144 at 51.81%. Harris County is strong blue now because Democrats have done an outstanding job of expanding out into formerly deep red turf – this is how districts like HDs 132, 135, and 138 became competitive, with HD126 a bit farther behind. As we discussed in 2018, deepest red districts are noticeably less red now, and with so many votes in those locations, that has greatly shifted the partisan weight in Harris County. But it’s clear we are leaving votes on the table – this was true in 2018 as well, and it was one reason why I thought we could gain so much more ground this year, to make the state more competitive. The focus now, for 2022 and 2024 and beyond, needs to be getting more votes out of these base Democratic districts and precincts. For one thing, at the most basic level, these are our most loyal voters, and we need to pay them a lot more attention. At a practical level, we need more out of these neighborhoods and communities to really put the state in play. We’ve figured out a big part of the equation, but we’re still missing some key pieces. That needs to change.

(Yes, I know, we have just talked about how perhaps some low-propensity Latino voters are much more Republican than their higher-propensity counterparts. We do need a strategy that has some thought and nuance to it, to make sure we’re not committing a self-own. But to put this in crass marketing terms, your strongest customers are the ones who have already bought your product in the past. We need to do better with them, and we start by doing better by them.)

– I’ll have more data going forward, when I get the full canvass. But in the meantime, there was one other group of people who had a propensity for voting on Election Day – people who voted Libertarian. Get a load of this:

You can peruse the other races, but the pattern holds everywhere. Seems to be the case for Green candidates as well, there are just far fewer of them. Not sure what that means, but it’s a fun fact. By the way, the Libertarian candidate in CD22 got 3.87% overall. Not sure why he was so much more popular in Harris County.

Interview with Rep. Christina Morales

I have focused mostly on Congressional candidates in my limited series of November interviews, but I did several State House races for the primary – Akilah Bacy in HD138, Ann Johnson in HD134, Sarah DeMerchant in HD26 – and I realized that one important person that I had not yet interviewed was my own State Rep, Christina Morales. She was elected in a special election in HD145 after now-Sen. Carol Alvarado got a promotion to the upper chamber (an opening made possible by Rep. Sylvia Garcia’s election to Congress), and is now running for her first full term. She grew up in the East End neighborhood she now represents, and is the President an CEO of the Morales Funeral Home, a small business founded by her grandparents in 1931. I confess that I had not thought about this going into the interview, but that’s a revealing window into the effect of COVID-19 on many people, especially in the Latino community. That comes up a few times in our conversation, which you can listen to here:

Fallon fallout

Of interest.

Sen. Pat Fallon

After Sen. Pat Fallon’s impressive though not unexpected victory this weekend in the insider’s race to be the GOP nominee for Congressional District 4 – being vacated by Director of National Intelligence John Ratcliffe – rumors are flying and announcements are expected quickly in the coming race to succeed him in the Texas Senate.

If the early buzz is any indication, it’ll perhaps be more of a rural versus suburban fight than a “conservative versus moderate” one.

But there are other fault lines developing and there’s some chatter about whether House members considering a promotion could put the GOP House majority at risk when it comes time to vote for a new speaker.

This is a Quorum Report story, so the rest is behind their paywall, but what I quoted is what you need to know. Fallon, who became the Republican nominee for CD04 over the weekend and is sure to win in November in this deep red district, has not yet said when he plans to resign from the Senate. There could be a special election in SD30 in November if he steps down in the next week or two, but after that it will be post-November. As you may recall from 2018, the SD06 special election was held on December 11th following now-Rep. Sylvia Garcia’s resignation from the Senate, which came after she was officially elected in CD29. That’s one path Fallon could follow, but the complications set in if the winner of the SD30 special election is a sitting member of the State House, because then there would have to be a special election for that seat. Again, going back to 2018, the special election in HD145 that was necessitated after now-Sen. Carol Alvarado won that race was held on January 29, with a runoff on March 5.

So what? Well, as the QR story suggests, we could have a very closely divided House this session. Indeed, it could wind up being 75-75, which would surely make for an entertaining Speaker’s race. But then remember the SD30 special election, in which an elected State House member moved up to that chamber. Now all of a sudden it’s 75-74 in favor of the Dems, and you have a whole new ballgame. And remember, it’s quite common for a newly-elected veteran member of the House to resign following the November election. That also happened in 2018, when Joe Pickett resigned, citing health concerns. It’s not out of the question that a 76-74 GOP majority turns into a 74-74 tie with the SD30 election and some unexpected retirement throwing a spanner into the works. Crazy things do happen.

Another potential chaos factor: Carol Alvarado won the SD06 special in 2018 in the first round, which allowed the HD145 special to take place when it did. If there had needed to be a runoff, it would have happened in late January instead of the HD145 special. But if that had been the case, Alvarado would have still been in her House seat. What that means is that if there’s a runoff in SD30, the Republicans might not actually be down a seat at the time that a Speaker is chosen, but would be later on, possibly stretching into April. They’d have a Speaker but they might not have a functional House majority, especially if the Speaker continues the tradition of not voting on most bills. (And of course, on any given day, some number of members will be absent.) Again, the potential for Weird Shit to happen is non-trivial.

This is ultimately why Rep. Eddie Rodriguez made the decision to withdraw from the SD14 special election runoff, to ensure that his seat was occupied in January. Would every State House member whose district overlaps with SD30 make the same selfless decision if the GOP doesn’t have a clear majority in the lower chamber? That’s the $64,000 question. Of course, there would need to be a non-legislative candidate to rally around. There are many variables, is what I’m saying.

Anyway. This is super inside baseball, but this is also the kind of year where these esoteric considerations need to be taken seriously. I will of course be keeping an eye on this.

After-deadline filing review: Houston area

There’s a lot to digest following Monday’s filing deadline, and as I’ve said I’m going to take some time and go over it in as much obsessive detail as you’ve probably come to expect from me. As a reminder, the filing info can be found here, with the caveat that it may not be fully complete. Only two Dem filers in CD03 are listed, for example, while the not-listed Tanner Do sure seems to have filed. This will all get fixed over the next couple of days, but let’s do keep that in mind.

Congress: Sima Ladjevardian’s entry into the CD02 primary was the main news here. She doesn’t have much online presence as a candidate yet, just a Twitter account with three tweets. I hope to have the chance to interview her, and if I do I’ll ask about this, but I get the sense this wasn’t just a late filing, but a late decision to run. That process is always fascinating to me. Anyone who runs against Dan Crenshaw is going to have to raise a lot of money, because he has a lot of money. She strikes me as the kind of candidate who is capable of that, which makes me wonder why not get started sooner? I understand, people have their own reasons for that, I’m just curious. She has three weeks till the next reporting deadline, we’ll see how she does.

Elsewhere, CD10 stayed at three candidates but CD22 now has five, as Chris Fernandez (mentioned in passing in this story and someone named Carmine Petricco whom neither Google nor Facebook can find entered. CD08 has two candidates, Laura Jones, who we knew about a month ago, and Elizabeth Hernandez, whom I cannot identify. If you know anything about any of these folks, please leave a comment.

As noted before, Rep. Al Green has an opponent in CD09, and Sheila Jackson Lee has six – count ’em, six – opponents in CD18. Three of them – Marc Flores, Bimal Patel, and Stevens Orozco – have been around campaigning for awhile, the other three are more recent entrants. And while it’s not a contested primary, I feel compelled to note that Rashad Lewis, who became the youngest person elected to Jasper City Council as a write-in candidate in 2017, then ran for Mayor earlier this year but fell short, is in for CD36. I’m going to want to interview him for November.

Legislative: SBOE6 has three candidates as before; I’ll be publishing interviews with them next week. In the Senate, as noted before Sen. Borris Miles has two opponents in SD13. Former Galveston judge Susan Criss and 2018 CD22 primary candidate Margarita Ruiz Johnson are competing in SD11. Carol Alvarado has SD06 to herself, while Jay Stittleburg (SD04) and Michael Antalan have clear paths to November.

The big news for the State House is that the HD148 primary is now a five candidate race: Anna Eastman, Penny Shaw, Emily Wolf, Adrian P. Garcia, and Cynthia Reyes-Revilla. Garcia was in the HD148 special election, and Reyes-Revilla finished out of the money in District H. I think it’s safe to say there will be a runoff in the primary, as there was in the special election. HD126 is a rerun from 2018, as Undrai Fizer and Natali Hurtado square off again. HD128, which was uncontested in 2018 (and is the reddest district in the county) has Josh Markle, who recently got a boost from Beto, and Mary E. Williams, whom I cannot find. HD134 has the three candidates you know, and HD138 has the two you know plus a repeat engagement from Jenifer Pool. HD129 (Kayla Alix), HD130 (Bryan Henry), HD133 (Sandra Moore, who ran in the 2018 primary), and HD150 (Michael Robert Walsh, whom I cannot conclusively identify) are all uncontested for March.

Among the Harris County incumbents, Reps. Alma Allen (HD131) and Harold Dutton (HD142) have four challengers, with CM Jerry Davis in HD142 being the biggest threat to either of them. Reps. Garnet Coleman (HD147) and Hubert Vo (HD149) each have two opponents, Reps. Jarvis Johnson, Senfronia Thompson, and Shawn Thierry have one, and Reps. Gina Calanni, Jon Rosenthal, Gene Wu, Armando Walle, Ana Hernandez, Mary Ann Perez, and Christina Morales are unopposed. Thierry’s opponent, as noted before, is Ashton Woods, who had run in At Large #5.

Elsewhere, Rep. Ron Reynolds (HD27) did pick up a primary opponent. I’ve been hard on Reynolds since his misdemeanor conviction, and I stand by everything I said. He’s now served his sentence, and I’m not aware of any further legal issues. I’m not quite ready yet, but assuming nothing else happens we are going to need to consider extending him the same grace we’re willing to give others who have served their sentences and deserve a clean slate, at least as far as voting and holding office is concerned. The infamously now-open HD26 has the four candidates we already knew of. Eliz Markowitz remains the candidate in HD28, and there are solo Dems running in HD03 (Martin Shupp), HD15 (Lorena McGill, the 2018 candidate), HD23 (Jeff Antonelli), HD24 (former Chron reporter Brian Rogers), HD25 (Patrick Henry), HD29 (Travis Boldt), and HD85 (Friend-of-Dos-Centavos Joey Cardenas).

Harris County: The main races – DA, County Attorney, Sheriff, Tax Assessor – you know about and nothing new has happened. There’s plenty of action in the two HCDE At Large races – Position 5 now has two candidates (Erica Davis, Paul Ovalle) and Position 7 has four (David Brown and Andrea Duhon, the two we knew about originally, and Bill Morris and Obes Nwabara). Also, too, I have not seen anything to indicate that Josh Flynn has resigned his spot as he runs for HD138 on the GOP side, so there’s that. Willie D is now listed in the primary for Commissioners Court Precinct 1, which doesn’t make sense but maybe something changed. If so, that’s a three-candidate race. There are six candidates for Precinct 3, the four you’ve heard of (Michael Moore, Diana Alexander, Kristi Thibaut, Morris Overstreet) and two you haven’t (Zaher Eisa and Erik Hassan, who is now calling himself Erik “Beto” Hassan, which, no). Alan Rosen did indeed file for Constable in Precinct 1.

Morales wins HD145

Here’s the election night report. The margin was basically 61-39 with 42 of 45 precincts reporting, and turnout in the 3,000 range. Morales’ election fills two of the seats that were vacated by resignations following the November election. Dems won twelve seats to give them 67 total, but in actuality they have had between 64 and 66 since everyone was sworn in. They’re now officially at 66, and if they can win in HD125 next week they’ll get to that 67 figure we’ve been bandying about. In the meantime, my congratulations to Rep.-elect Christina Morales. I wish you all the best as you take office. My thanks to my friend Melissa Noriega for running a good campaign and giving it her best. One way or the other we were going to be well-represented.

Today is Runoff Day in HD145

Tuesday, March 5, 2019, is Election Day for voters in Texas State Representative District 145. There will be 27 Voting Locations open from 7 am to 7 pm. Voters may visit the County Clerk’s election page, for more information.

“Only individuals who are registered to vote in SRD 145 may vote in this election,” said Harris County Clerk Diane Trautman, the Chief Election Official of the county.

At the end of the Early Voting period, only 1,417 votes had been cast in the election. This election will determine who will be the next Texas State Representative for District 145.

“While Harris County is seeking approval to implement a Countywide Polling Place Program, voters should remember that currently on Election Day, they must cast a ballot at the polling location where their precinct is assigned,” stated Dr. Trautman.

State Representative District 145 registered voters can find their sample ballot, as well as their Election Day location, by visiting or by calling the Harris County Clerk’s office at 713.755.6965.

The list of polling places is here. You can vote in the runoff whether or not you voted in the original special election, you just have to be registered in HD145. Not many people have voted so far, so your vote counts for a lot. I voted for Melissa Noriega, and I encourage you to vote for her as well.

Meanwhile, early voting in the HD125 runoff is underway.

After a special election with four Democratic candidates and one Republican, the runoff has turned into a classic face-off between one candidate from each party. Former District 6 City Councilman Ray Lopez, a Democrat, narrowly won a spot in the runoff election last month with 19.5 percent of the vote, while businessman and Republican Fred Rangel easily led the pack with 38 percent.

Lopez said he doesn’t consider the previous margin to be indicative of how the runoff will shake out because the district is made up of mostly Democratic voters.

“Crystallizing the message for all Democrats to get behind is important, and I believe we’re doing that,” he said. “All my co-candidates [from the previous election] have endorsed me and supported me. They all realize party unity is important. We don’t want to lose a predominantly Democratic area to a Republican.”

Both candidates have acknowledged school finance reform is paramount in their district, as it is in the Legislature, but differ on secondary priorities. Lopez has championed veteran services and job creation, while Rangel said he wants to see property tax relief and lists his anti-abortion stance as a priority on his campaign’s Facebook page. But most of Rangel’s efforts currently focus on telling people an election is happening, he said.


Early voting for the runoff is Monday through Friday. The lack of weekend early voting is typical for this type of election, Bexar County Elections Administrator Jacque Callanen said. There are seven early voting sites, and there will be 31 poll sites on election day, which is March 12. Callanen also reiterated that all of the 101,000 registered voters in the district are eligible to vote in this election.

“There’s always confusion when we have a runoff, where some people still think you must have voted in the first election to be able to vote in the runoff,” she said. “That’s not true. If you’re a registered voter in that area, you’re eligible to come to the polls.”

Voters can go to any poll site during early voting but must go to their precinct on election day. Check here for locations. If you’re unsure in which House district you live, you can search by address or ZIP code here. Bring a Texas driver’s license, a U.S. passport, or one of five other valid forms of ID.

Polls will be open from 8 a.m. to 6 p.m. Monday through Wednesday and 8 a.m. to 8 p.m. Thursday and Friday.

Get this one done, Bexar Dems. We don’t need any more accidents.

Final EV totals in HD145

A bit less than Round One so far.

Early voting in the House District 145 special election runoff ended Friday with a spike in turnout, though only a small fraction of registered voters have cast ballots so far in the election.

A total of 1,417 votes were cast in person and by mail through five days of early voting, not far from the 1,526 votes cast through the first round’s 11-day early voting period.

About 73,000 registered voters live in the district.


In the first round of the special election, 1,879 voters turned out on Election Day, Jan. 29. Overall, 3,499 people voted in the first round, amounting to about 4.8 percent of registered voters.

Here’s the final EV report. Friday was easily the busiest day, which is usually how this goes. If you look at the official report from January, you see that there were actually 1,609 early ballots cast. The difference between this figure and the 1,526 the Chron reported is the mail ballots that arrived between the final Friday of early in person voting and the Tuesday Election Day. There are still 188 mail ballots outstanding – there were 120 not yet returned in January – so there’s room for more growth. Tuesday’s turnout will need to be a little higher than it was in Round One in order for the runoff to exceed the first election. It will be close.

Today is the last day to vote early in HD145

Not many people have so far. I expect today will pick up as it usually does – better weather will help – but it’s been a quiet affair so far. Here’s where you need to go to vote, in case you’ve forgotten. I’ll be dropping by Moody Park later today, where there almost certainly won’t be a line. Get out there and vote, and if you want my advice vote for Melissa Noriega. Thanks very much.

HD145 runoff early voting: More mail ballots

We are now two days into the early voting period for the HD145 special election runoff. Here’s your Day 2 EV report. Four hundred and seventy-four votes have been cast so far, which is more than the first four days of EV in the first round. That’s not a surprise – as I’ve said, one big difference between Round One and the runoff is that there was more time for the candidates to prepare for the runoff. And one big way that manifests itself is in mail ballot. Two hundred and two of the early votes have come from mail ballots. In Round One, there were 166 total mail ballots cast. Here, 202 of 602 (so far) mail ballots have been returned. That’s a function of the campaigns having the time to cajole voters into requesting and returning ballots, and it will be a bit of a boost to overall turnout. It’s a quiet race – no animosity, no mud flinging, that sort of thing – so if you’re the kind of person that longs for civility in politics, this one is for you. Now show your support for that and be sure to vote.

Early voting begins tomorrow for the HD145 runoff

Here’s the Chron overview of the runoff. These are the same early voting locations as for the initial election, but by law there are just the five days for it. I do believe we will have higher turnout in the runoff than we did in January, but it will be close. There’s not a lot of money in this race, nor is there a GOP-versus-Dem dynamic, and at least as of today there’s been basically no mud thrown. As is always the case, your vote counts for a lot in these low-turnout elections. I am voting for Melissa Noriega in this runoff, so get out there and either amplify or cancel out my vote as you see fit.

Meanwhile, we have a date in HD125.

Gov. Greg Abbott on Friday selected March 12 as the date of the special election runoff to replace former state Rep. Justin Rodriguez, D-San Antonio.

The race for traditionally blue House District 125 has come down to Republican Fred Rangel and Democrat Ray Lopez. They were the top two finishers in the initial five-way contest earlier this month.

You know what I think about this one. Barring anything unexpected, this will be the end of the legislative special election season.

HD145 runoff set for March 5

We have a date.

The special election runoff for House District 145 will take place March 5, Gov. Greg Abbott announced Tuesday.

The contest will determine the successor to former state Rep. Carol Alvarado, who won a state Senate special election in December.

Last month, Democrats Christina Morales and Melissa Noriega came out on top in an eight-person field for HD-145, getting 36 percent and 31 percent of the vote, respectively. Morales is the president and CEO of her family’s funeral home in Houston’s East End, while Noriega is a former city council member. She temporarily represented HD-145 in 2005 while Rick Noriega, the incumbent and her husband at the time, served overseas in the military.

Here’s the proclamation. I had guessed that the runoff would be on Saturday the 2nd – close, but no cigar. Unfortunately, what that means is that early voting will only be on weekdays, running from Monday the 25th through Friday, March 1. EV info is not up yet on the County Clerk website, but I imagine it will be the same locations as for the first election, and the hours will be 7 to 7 each day. I also expect it will be busier this time around. Make a plan to vote, you won’t have that much time to do it.

Early voting ends in HD125

I have to admit, I’d totally forgotten about this special election.

The special election for Texas House District 125 has been on a characteristically slow roll as early voting closed Friday in the contest to fill former State Rep. Justin Rodriguez’s seat.

Out of the 103,494 voters registered in the district, 3,354 cast ballots during early voting, putting turnout just above 3 percent. Election day is Tuesday, Feb. 12, with polls open from 7 a.m. to 7 p.m. in the Northwest San Antonio district.

Bexar County Elections Administrator Jacque Callanen said she expected a low turnout during a special election.

People usually prefer to vote early rather than wait for election day, Callanen said, estimating that about 50 to 60 percent of voter turnout comes from early voting during an election. Based on that number, election day should draw another 2 percent of total registered voters in the district, she said. She predicted total turnout would be between 4 percent and 4.8 percent.

“If we can get 5 percent on this [election], that would be good,” she said.

Five candidates are up for Rodriguez’s House seat that became vacant in January when he was sworn in as Bexar County Commissioner for Precinct 2. Former HD 125 Rep. Art Reyna, former District 6 City Councilman Ray Lopez, policy advocate Coda Rayo-Garza, and activist Steve Huerta are the four Democratic candidates, while businessman Fred Rangel is the only Republican in the race.

Just as a reminder, that’s right in line with the turnout for HD145, though in this case the majority of the vote would be cast early. If Tuesday in HD125 is like Election Day was in HD145, then they will exceed seven percent turnout. We’ll know soon enough. Unlike HD79, where Democrat Art Fierro was elected in one round, or HD145, where Dems Christina Morales and Melissa Noriega will face each other in the runoff, there’s a decent chance of a D-versus-R runoff here. This district just isn’t quite as blue as the other two, and the Republican here has Greg Abbott’s endorsement; the establishment largely ignored the other two races. This one could be a lot noisier in the runoff.

Speaking of runoffs, I have not yet seen a date set for HD145. However, based on my reading of the election code, I believe the deadline for the result of the January 29 election to be canvassed is Tuesday the 12th (same day as the HD125 election), and it has to occur between 12 and 25 days after that, on a Tuesday or a Saturday. Based on that, my money is on the runoff occurring on Saturday, March 2, which would mean early voting would run from Wednesday the 20th through Tuesday the 26th. I Am Not A Lawyer, but I do know these things are prescribed by law, and the options are limited. Again, we’ll know soon enough.

Morales and Noriega in runoff for HD145

No surprises here.

Democrats Christina Morales and Melissa Noriega appeared headed for a runoff in the special election Tuesday to fill state Sen. Carol Alvarado’s seat in the Texas House.

Early voting and absentee ballot totals showed Morales, a city planning commissioner and the CEO of an East End funeral home, leading Noriega by a few percentage points, though neither candidate was within striking distance of the 50 percent needed to avoid a runoff.

Republican Martha Fierro was a distant third among the eight candidates vying for the seat in Texas House District 145.


The district runs from the Heights through downtown, along Interstate 45, to parts of Pasadena and South Houston.

If Morales or Noriega do not break 50 percent Tuesday, it will be up to Gov. Greg Abbott to schedule a date for the runoff.

That was the early report from the Chron. The final tally had Morales with 35.78%, Noriega with 31.13%, Fierro at 25.20%, and no one else above three percent. Turnout, by the way, was 3,481 votes, or 4.77% of registered voters. Remember how I said that turnout in the SD06 special election had been 4.69%, which would be 3,430 votes in HD145? And when I said that turnout on Tuesday (which was 1,888) could very well exceed early turnout (which was 1,593)? Yeah.

The runoff, which I’m guessing will be in the first week of March, should be a more spirited affair, now that there’s more time to campaign. You heard it here first: Turnout in the runoff will exceed turnout in this election. It looks like this will be the only runoff as well, as Art Fierro looks headed for a clear win in HD79. Next up, the special election in HD125, for which early voting starts Monday. We’re getting closer to full strength in the Lege. Congratulations to Christina Morales and Melissa Noriega, and best of luck in overtime.

Today is Election Day in HD145

Today is Election Day for approximately 71,000 registered voters in Texas State Representative District 145. All polling locations for the Special Election to Fill a Vacancy will be open from 7:00 a.m. to 7:00 p.m.

District 145 includes parts of Pasadena, Houston, and South Houston which runs from Beltway 8 South along I45 all the way North of downtown.

“I encourage voters to visit to find out if they are eligible to participate in this election,” stated Harris County Clerk Dr. Diane Trautman.

At the end of the Early Voting period, only 1,526 votes had been cast in the election. With eight candidates on the ballot, one of them must receive 50 percent plus one vote in order to prevent a runoff election.

State Representative District 145 registered voters can find their sample ballot, as well as their Election Day location, by visiting or by calling the Harris County Clerk’s office at 713.755.6965.

You can see the full list of polling places here. It’s plausible to me that today’s turnout could exceed the early vote total, in part just because there’s been more time to alert people about the need to vote. I’ll say again, whatever turnout we get here, we’ll exceed it in the runoff. Today is also Election Day for HD79, and just when you think it’s safe early voting starts Monday for HD125. Do your duty, y’all.

Early voting ends in HD145

Turnout ticked up considerably on Friday, which is an alternate headline for the one given to the Chron story.

Early voting to fill state Sen. Carol Alvarado’s former seat in the Texas House ended Friday with just 1,528 ballots recorded, setting up what could be one of Texas’ lowest-attended special elections of the last few decades.

Registered voters in House District 145 now have one more chance to weigh in on their next representative in the Legislature’s lower chamber: Election Day is Tuesday, with polls open from 7 a.m. to 7 p.m.

The early voting tally is about 2 percent of the registered voters in the district, which runs from the Heights through downtown, along Interstate 45, to parts of Pasadena and South Houston.


The lowest turnout in a Texas legislative special election since at least 1992 occurred in May 2016, when state Rep. Jarvis Johnson won the House seat vacated by Mayor Sylvester Turner, according to Texas Election Source publisher Jeff Blaylock. That election drew 1,841 voters.

See here for my previous update on HD145, as well as my explanation for why voting has been so slow. The comparison to the 2016 special election for HD139 isn’t really a good one, because that election was completely without consequence. It was for the last few months of now-Mayor Sylvester Turner’s unexpired term, during which the Lege was not in session and was not about to do anything. The real election in HD139 was the Democratic primary, which had already been won by Rep. Johnson. All the special did was give him a leg up in seniority over his fellow members of the legislative class of 2016. There was no campaign for this, and he had one token opponent.

A better comparison would be to the March 31, 2015 special election in HD124. Like this one, that was to fill a legislative vacancy following a special election to fill a vacancy in the State Senate. Those voters had an even better claim to fatigue, as the SD26 special election had gone to a runoff, so this was their third post-November campaign. A mere 1,961 people voted in that election, which was 2.25% turnout of the 88,006 registered voters.

The 1,528 voters so far in HD145 represent 2.15% turnout of the 71,229 registered voters (that figure is as of last November). HD145 will easily surpass HD124 in turnout as a percentage of registered voters, as it has already surpassed it in total voters. As I suggested in my earlier post, the turnout in the SD06 special election was 4.69%, and 4.69% turnout in HD145 would be 3,340 voters. We’re a bit short of halfway there now, but it’s certainly doable on Tuesday.

Oh, and I mentioned that the 2015 HD124 election also had a runoff. Turnout in the HD124 runoff was 2,439 voters, or 2.77% of registrations, in an election that was exactly three weeks later. We saw the same pattern in the runoff for SD06 in 2013 and the runoff for City Council District H in 2009, both of which had higher turnout than the original elections. The runoff in HD145, I boldly predict right now, will have higher turnout than this election has.

Slow going so far in HD145 special election

Still a week of early voting to go, but so far just a handful of ballots have been cast.

Voters in Texas’ 145th House District are trickling to the polls for the first week of early voting in a sluggish special election to replace state Sen. Carol Alvarado in the lower chamber.

Four days in, a mere 359 voters have cast ballots in person or by mail, amounting to less than one percent of the district’s registered voters. Polls will remain open each day through Sunday, close Monday for Martin Luther King Jr. Day, and reopen Tuesday through Jan. 25.


The low turnout is typical for special elections, such as last month’s Senate District 6 special election won by Alvarado, D-Houston. Less than 5 percent of registered voters turned out, some of whom are being asked to return to the polls once again.

In that race, Fierro received 23 percent of the vote, bringing her close to a second-place finish but far behind Alvarado’s 50 percent showing.

Even on uniform election dates, turnout tends to run low in District 145, which runs from the Heights through downtown to parts of Pasadena and South Houston. During the 2016 midterms, about 33,500 of the district’s 71,000 registered voters cast ballots, the sixth-lowest vote total of Harris County’s 24 state House districts.

Only Morales and Noriega appear to be raising and spending significant funds on the race, according to campaign finance reports filed this week.

Through Dec. 31, Morales had raised about $20,000, lent herself $5,000 and spent $4,000. She headed into the final month of the race with about $23,000 cash on hand, her finance report showed.

Noriega maintained a similar campaign balance — $22,600 — on Dec. 31, much of which came from $21,750 in personal loans. She reported raising about $5,200 and spent $2,100.

The recent special election in SD06 had 4.69% turnout. If you project that for HD145, you would end up with 3,341 voters in HD145. We’re not exactly on track for that now, but there’s still time.

And time is the single biggest factor in play here. We knew for months there was going to be a special election in SD06 – we knew it since March, when now-Rep. Sylvia Garcia won the Democratic primary for CD29. Now-Sen. Carol Alvarado and Rep. Ana Hernandez announced their candidacies shortly after, and were campaigning all along. We only knew for sure there would be an election in HD145 after Alvarado won that race in December, and only Christina Morales announced her interest in the race in advance of the filing period. Filing ended just eleven days before early voting started. People just haven’t had much time to realize that there’s another election happening, and the candidates have had even less time to tell them.

Another factor is the lack of mail ballots. Of those 359 total votes through Thursday, only two – yes, two – were mail ballots. Only 169 ballots had been mailed out to voters as of Thursday. There were 6,706 votes cast by mail in the SD06 election, nearly 44% of the total turnout. There were 2,405 mail ballots cast in HD145 in the November election, which is only seven percent of the total votes from that election. That’s actually almost the same percentage of mail ballots as there were in SD06 in 2016, so the difference is not how many mail voters there are, it’s how many of them requested and returned ballots for the special election. I have to assume that’s a function of campaigns, and that’s a tall order when your campaigns have so little time. It’s also a factor of money, which most of these campaigns don’t have, but Alvarado and Hernandez did going into their race.

So yes, the turnout is going to be tiny, and that makes the outcome more random than it would be in a different context. The runoff will involve more time – they’re about five weeks after the first round special election – and more money as the donor class has a clearer idea of who they might want to support. That leads to higher turnout in those races. For now, we’re up to 492 total votes cast as of Friday, five of which came via mail. We’ll see where we are in a week.

Endorsement watch: Noriega for HD145

The Chron makes their choice for the special election in HD145.

While the legislative session started in Austin last week, early voting begins today to select a representative for House District 145. That’s not the usual order of things.

This special election has been delayed because Republican Gov. Greg Abbott dragged his feet in scheduling the Senate District 6 special election to replace now-Congresswoman Sylvia Garcia. The winner was then-state Rep. Carol Alvarado, who now has to be replaced as well.

On the losing end of these political shenanigans are the voters in this largely Hispanic, Democratic-leaning district, which straddles Interstate 45 from downtown to Pasadena. They may see their political power diluted this year as the Legislature starts without their new representative in place. The victor in this eight-way race will need the skill and experience to effectively advocate for constituents despite a truncated timeline. Luckily, voters have that candidate in Melissa Noriega.

The former city councilwoman actually held this seat in 2005 while her then-husband, Rick Noriega, was on active military duty in Afghanistan. She then ran for the at-large position 3 seat on City Council, which she held until term-limited out in 2013. During that time she developed a reputation as a well-informed consensus-builder and routinely earned our endorsement. Since then she has worked as a vice president at Baker-Ripley, focusing on disaster response after Hurricane Harvey.

Appearing alongside four opponents at the editorial board’s endorsement meeting, Noriega, 64, spoke with specificity about the challenges facing this district, including overburdened schools, disaster recovery, flooding and the planned redesign of I-45 and Interstate 69.

I am as noted in the tank for Melissa, so I’m happy to see the Chron endorse her. This race is all about whoever gets enough people to the polls to vote for them to make the runoff. Several campaigns are out there working – I’ve been contacted one way or another by three or four of them – but the runway for this is extremely short. If you’re in HD145, make a plan to vote and get out there and do it.

HD125 special election set

It will overlap the ones going on now.

Rep. Justin Rodriguez

Gov. Greg Abbott has picked Feb. 12 as the date for a special election to replace former state Rep. Justin Rodriguez, D-San Antonio, who stepped down last week to become a Bexar County commissioner.

The candidate filing deadline is Jan. 14, and early voting begins Jan. 28, according to a proclamation Abbott issued Monday.

Rodriguez vacated the seat in House District 125 after he was appointed Friday to succeed Paul Elizondo, the longtime Bexar County commissioner who died last month.

The Feb. 12 special election will determine who completes Rodriguez’s term, which ends in January 2021. It also will be the fourth such contest since the November elections, with two more special elections — to replace former state Reps. Carol Alvarado and Joe Pickett — coming up Jan. 29.

Early voting for HD125 begins the day before the HD79 and HD145 elections, so assuming at least one runoff in those races we’ll have continuous campaigning through the end of February or so, likely later as this one ought to go into overtime as well. So much for the usually-quiet part of the beginning of the session. The Rivard Report and the Current have more.

Eight file for HD145

It’s a big field.

Eight candidates filed by Thursday’s 5 p.m. deadline for the Jan. 29 special election to fill the Texas House seat vacated by Sen. Carol Alvarado, D-Houston. Early voting begins Jan. 14, a little more than a month after Alvarado won an open spot in the upper chamber.

The field consists of six Democrats — Elias De La Garza, Oscar Del Toro, Ruben Gonsalez, Christina Morales, Alfred Moreno and Melissa Noriega — Libertarian Clayton Hunt and Republican Martha Fierro, the third-place finisher in last month’s race for Senate District 6, which overlaps with part of Alvarado’s old House district.


Morales, the president and CEO of an East End funeral home, announced her candidacy the day after Alvarado’s win.

“I definitely feel like I’m well connected to the constituents of District 145. I know them intimately, especially through my business,” she said. “We hear their stories daily. We help them through their darkest hour.”

Morales has assembled a campaign team made up of Alvarado’s staffers, including consultant Jaime Mercado, lead strategist Marc Campos and campaign manager Linh Nguyen.

“I wanted a team that knew the district the way I know the district and would be capable of delivering my messages,” she said.

Noriega previously held the House District 145 seat when her then-husband, Rick Noriega, was deployed to Afghanistan during the 2005 legislative session. The thought of running entered her mind in 2017, when former U.S. Rep. Gene Green announced he would retire, setting off a chain reaction that ultimately left the seat open.

Part of Noriega’s pitch, she said, is that the special election winner will be sworn in amid a session that spans just 140 days — and she would be able to assimilate quickly because of her experience, she said.

“There are still people there that I know from before,” she said, mentioning presumptive House Speaker Dennis Bonnen, an Angleton Republican.

Noriega has also served as an at-large member of Houston City Council and worked for Houston ISD, while keeping an eye on the Legislature from afar.

“Last session, there was a lot of time spent on things that probably don’t benefit Texas,” she said. “There’s an opportunity to work with people and be collegial in a way that’s productive. That I think is still there.”

I’m going to say two things up front. One is that I’m not going to have time to do interviews before early voting starts. In the likely event of a runoff, I will see about doing interviews with the two finalists. And two, as someone who lives in HD145, I’m voting for Melissa Noriega. She’s a dear friend, she’s been there before, she was an excellent member of City Council, I trust her completely. I see no point in being coy about that.

I fully expect this race to be very low turnout – candidates may have been thinking about running for weeks, but no one has been campaigning before now, and early voting starts in just over a week. Turnout will be higher in the runoff, as there will be more time for the campaigns to develop and focus voters’ attention. It’ll still be low, but it will be higher than the January election. This is one of those times where endorsements will make a difference, as they will serve as one of the few things people will be able to hear about the candidates before they have to vote. For those of you in HD145, which needless to say includes a lot of people who just went through the SD06 special election, it’s time to get ready to vote again. The Trib, which also has the lineup for the HD79 special election, has more.

Gov. Greg Abbott on Friday set a Jan. 29 special election to fill state Sen. Carol Alvarado’s seat in the Texas House, hours after she was sworn in to the upper chamber.

Alvarado, D-Houston, won a special election Dec. 11 to fill the Texas Senate seat vacated by U.S. Rep.-elect Sylvia Garcia, who was elected in November to replace U.S. Rep. Gene Green, D-Houston. Green, who first was elected to the House from the newly-created District 29 in 1992, announced he would not run for reelection last November.

Candidates have until 5 p.m. Jan. 3 to file for the election, while early voting starts Jan. 14.


Christina Morales, the president and CEO of Morales Funeral Home in Houston’s East End, announced on Facebook earlier this month that she would seek the seat. Martha Fierro, a Republican who finished third in the race for Garcia’s Senate seat, announced on Twitter the next day that she intended to run for the seat.

Alvarado had held the seat since 2009, winning an open race after incumbent state Rep. Rick Noriega ran unsuccessfully for U.S. Senate.

The district voted 67 percent to 29 percent in favor of Hillary Clinton over Donald Trump in 2016.

Melissa Noriega, Rick Noriega’s wife, has said she is considering a run for the seat. She previously served on Houston City Council and held the District 145 seat in 2005 while her husband served in Afghanistan.

See here for the background. Alvarado was sworn in yesterday, making her resignation official. I’m glad to see this get on the calendar. If there is a runoff, HD145 (which is my district) should have representation again by mid-to-late March or so.

As I expected, the special election for HD79 to succeed Rep. Joe Pickett was set for the same day. There are candidates lining up for that seat as well.

Two candidates have emerged in the race to replace state Rep. Joe Pickett, who will step down from his post on Jan. 4: Art Fierro, chairman of the El Paso Community College board, and Dr. Michiel Noe, who is finishing his last term as a city representative.

Pickett, who is the longest serving El Paso lawmaker at the statehouse, surprised many of his colleagues over the weekend when he announced that he will step down from his position on Jan. 4 to deal with health issues stemming from a 2016 cancer diagnosis.

Gov. Greg Abbott has 20 days from Pickett’s announcement to call for a special election.

“I am going to throw my hat in the ring,” Fierro said in an interview Tuesday morning. “I will be a great representative and a partner to our delegation in their efforts to continue to improve our community and let the rest of Texas see how wonderful El Paso is.”

Noe, who works as an OB-GYN, announced his intentions to run for the seat on Tuesday night.

“Joe Pickett is a friend of mine and I’ve always been an admirer of his,” he said in an interview. “When he broke the news that he would have to resign, it was kind of heartbreaking, but it left a spot open that would be empty. and with the background that I have, I will hopefully just transition into representing the district.”

Noe has served as a city representative for eight years, with his final term set to end in January, when incoming representative Isabel Salcido is sworn-in.

I figure it’s more likely than not that both races will wind up with more candidates than the ones named in these stories. They’re not wasting any time in HD79. I expect things to move quickly as well here in Houston. Ready or not, it’s soon going to be time for some of us to vote again.

Rep. Joe Pickett to resign

We will now need two special House elections to get to full membership.

State Rep. Joe Pickett of El Paso will leave his post effective Jan. 4.

Pickett, a Democrat, made the announcement Saturday morning that he will step down after having served in the Texas House since 1995. He said in a statement that he learned he had cancer just before the start of the 2017 legislative session and has since sought treatment for it.

“In the last few weeks, I have learned of additional issues I must address,” Pickett said in a statement. “I could probably continue at a reduced work level while undergoing treatment, but I have been there and done that. I need to completely heal this time. I am told I am physically strong enough to hopefully make my recovery quicker than most. My body and mind need a break.”

Pickett didn’t face any general election opponents this year, winning re-election in November with 100 percent of the vote. He noted in his statement that he would return recent campaign contributions in light of his upcoming departure from the Legislature.

During the 2017 legislative session, Pickett held the 11th highest seniority in the Texas House and served as chair of the Environmental Regulation Committee. He previously chaired other House committees during his tenure including the Transportation, Defense and Veterans Affairs, and Homeland Security and Public Safety Committees.

Rep. Pickett was definitely one of the more powerful members of the House thanks to his seniority. He will be missed as Democrats try to exert more influence with their largest caucus since 2009. I wish him all the best with his treatment and recovery.

We should expect Sen.-elect Carol Alvarado to submit her resignation this week, once the election results in SD06 are certified. My guess is that Greg Abbott will schedule both elections for the same day, probably in mid to late January. Assuming the need for runoffs, the new members in HDs 79 and 145 will be seated by early March or so. For the record, since I know you’re wondering, Hillary Clinton won HD79 68.0% to 26.5%, and won by 66.8% to 28.7% in HD145. Wendy Davis carried HD79 by 58.5% to 39.3%, and HD145 by 57.2% to 40.8%. I can imagine a Republican making it to a runoff in those districts, but winning would be very unlikely. And before anyone mentions SD19, Hillary Clinton carried it 53.4% to 41.9%, while Wendy Davis actually lost it, 49.1% to 49.0%. These districts are much bluer than SD19. (Beto won HD145 by a 70.9% to 28.3% clip; I don’t have the data for El Paso.)

Alvarado wins SD06 special election

No runoff! Hurray!

State Rep. Carol Alvarado, D-Houston, won the Senate District 6 special election Tuesday, finishing far ahead of a four-candidate field and grabbing a narrow majority of the votes needed to avoid a runoff.

She received 50.4 percent of the vote in unofficial returns.

It was unclear until the final precincts reported whether Alvarado, who hovered around 50 percent the entire night, would reach enough votes to avoid a runoff.

Trailing far behind was state Rep. Ana Hernandez, D-Houston, and Republican Martha Fierro, a precinct chair for the Harris County GOP. They each received less than half Alvarado’s share of the vote in the low-turnout election.

Alvarado will face re-election in November 2020 and hold the seat through January 2021, finishing out the term of U.S. Rep.-elect Sylvia Garcia, D-Houston. She resigned Nov. 9, three days after winning the race for Texas’ 29th Congressional District. U.S. Rep. Gene Green, D-Houston, did not seek re-election.

The tally is here. Alvarado had a majority of the mail ballots, and it was enough to keep her over fifty percent even as the in person votes were slightly under. Had she dipped below 50%, she would have been in a runoff with Rep. Ana Hernandez, but she avoided it. Now we just need to have the special election to fill her to-be-vacated seat in HD145. Congratulations and best of luck to Sen.-elect Carol Alvarado.

Precinct analysis: Undervoting in judicial races

Last time, we looked at undervoting by State Rep district in the two city propositions, which were at the very end of the 2018 ballot. That showed a somewhat greater likelihood of people in Democratic districts to skip those races, which was the first real evidence to support the assertion that Dems might suffer more in the post-straight ticket world. I said this was suggestive but far from conclusive, since we were looking at non-partisan referenda, with no candidates involved.

So with that in mind, let’s look at undervoting in a few of the judicial races that were on the ballot this year. These are also low profile and deep into the ballot, but they do provide the cue of party identification. What if any patterns do we see in the tendency to not vote in these races? To try to answer this, I looked at six judicial races, three of the first ones that appear and which have an overall low undervote rate, and three that appear near the end and which have an overall high undervote rate.

As before the undervote rate is calculated by subtracting out the straight ticket votes from the total turnout in each district, so the percentage is (undervotes) / (non-straight ticket votes). There are three things to note here.

1. Three strong Democratic districts, HDs 131, 141, and 142, are consistently among those with the lowest undervote rates. Two strong Republican districts, HDs 129 and 133, are consistently among those with the highest undervote rates. There are also Democratic districts (HDs 140, 143, 145, 148) with high undervote rates, and Republican districts (HDs 126, 127, 128, 130, 150) with low undervote rates. The message is mixed.

2. If we zoom in on the most even districts – HDs 132, 134, 135, and 138 – we see that as we move from the races with overall low undervote rates to the races with the overall high undervote rates, the Democratic percentages in these districts increased in two of the three races. This is also the case for Democratic majority districts – look at HDs 144, 145, 146, and 147, for example. In other words, the voters that are dropping off are for the most part not those that are voting for Democratic judicial candidates.

3. Pulling back out to the bigger picture, the total number of votes affected here is really small. Look at HD148, one of the highest-undervote districts. The total number of undervotes there ranges from 2,189 to 2,545, a difference of 356 votes. As I said weeks ago, the range of undervotes in these judicial races is something like 31K to 36K, so maybe about five thousand more people drop off at the bottom of the ballot than in the middle, where we start voting for judicial candidates. That’s not a lot of votes! The Democratic judicial candidates in 2018 all won by at least 100K votes. The closest judicial race in 2016 was decided by 23K votes. You’d need to have a really big dropoff rate and a really big partisan differential for there to be a chance this could have an effect. There is zero evidence for either of these.

Now look, I admit that I am not a Professional Political Scientist. If I were, I’d probably being doing linear regressions or other fancy mathematical analyses to try to rigorously tease out possible correlations. I’m just a lowlife blogger fooling around in Excel while I watch the Texans game. But again, that’s my whole point about these ridiculous claims about “voter fatigue” and “Republican voters are more committed”, which is SHOW ME THE FRICKING EVIDENCE FOR THESE CLAIMS. I’m doing my amateur-level best to try and find it, and I can’t. If anything, I’m finding evidence for the opposite. Prove me wrong! I double dog dare you!

Anyway. I still have one last post on this topic, then I will go back to looking at precinct data in the way you’re more used to me looking at it. I hope you have found this useful.

Four file for SD06

Are you ready for the next election? Well, ready or not, here it comes.

Sen. Sylvia Garcia

Four candidates have filed for the Dec. 11 special election to replace outgoing state Sen. Sylvia Garcia, D-Houston.

The deadline was 5 p.m. Friday.

The field includes two Democrats who announced their campaigns long ago — Houston state Reps. Carol Alvarado and Ana Hernandez — as well as two lesser-known contenders: Republican Martha Fierro and Democrat Mia Mundy.

Garcia is giving up her seat in Senate District 6 after winning the Nov. 6 election to succeed retiring U.S. Rep. Gene Green, D-Houston. Garcia resigned Friday from the Texas Senate, and Gov. Greg Abbott called the special election hours later.

See here for the background. Mostly what this means is that there will probably be a runoff. I will note that in the last special election for SD06, held in January of 2013 following the death of Sen. Mario Gallegos, the two Republicans in the seven-candidate field combined for nine percent of the vote. Assuming the other Dem gets a point or two, a similar performance here would mean that one of Carol Alvarado or Ana Hernandez would have to beat the other by at least ten points to get to fifty percent, and I don’t expect that to happen. You never know, and this is a very short turnaround – early voting begins November 26, the Monday after Thanksgiving – so look for things to proceed at a breakneck pace. I don’t think I’ll have time for interviews, but if it does go to a runoff I’ll aim for that. And once we have a winner, we will almost certainly need to have a special election in either HD143 or HD145 to succeed her. It’s the circle of life. Good luck to the candidates. The Chron has more.

Garcia officially resigns from the Senate

We will finally get that special election to succeed her in SD06.

State Sen. Sylvia Garcia, a Democrat elected to Congress earlier this week, announced Friday she is resigning from the Texas Senate, setting in motion a process to fill the seat that may be resolved after the Legislature convenes in January.

Garcia’s departure ramps up what had been a low-key race for her seat, which covers Houston’s north and southeast sides. Two Houston Democrats — state Reps. Carol Alvarado and Ana Hernandez — launched their candidacies after Garcia won her March primary.

Elected Tuesday in Texas’ 29th Congressional District, Garcia resigned Friday to coincide with the start of the “expedited election” period, a provision of Texas’ Election Code intended to speed up special elections for vacancies that occur during or close to a legislative session.

The “expedited” period kicks in the 60th day before the Legislature convenes, which in this case is Friday. The session begins at noon Jan. 8, so Garcia is making her resignation effective at 12:01 p.m.

Once Gov. Greg Abbott accepts Garcia’s resignation, the Texas Constitution gives him 20 days to order an election, though it could take up to eight days for the resignation to become official.

The election must then fall on a Tuesday or Saturday, 21 to 45 days after Abbott orders it, according to the election code. That means if Abbott accepts Garcia’s letter Friday and immediately orders the election, he could schedule it as early as Dec. 1.

Otherwise, the election could fall as late as Jan. 19, if Abbott orders the election a full 28 days after Friday and schedules it on the last possible day within the “expedited” window.

See here for the previous update. Abbott’s gonna do what Abbott’s gonna do. Maybe he’ll schedule it on the early side, but my expectation is we won’t have an election till January. Reps. Carol Alvarado and Ana Hernandez are in, and if it’s just them or maybe just them plus a no-name or two, we can get this resolved in one round. If there has to be a runoff, and the election is when I think it will be, we’re looking at early March before it’s all said and done. And then we get to elect a new State Rep, which may mean I’ll be in a district with a vacancy for that duration. Election season is never truly over, we just constantly rotate the cast of characters.

UPDATE: I missed a later version of this story, in which the special election date was set for December 11. Here’s the proclamation. That’s very good news, because it means that even with a runoff, we’ll have a successor in place no later than mid-January or so.

Filing news: The “What’s up with Lupe Valdez?” edition

On Wednesday, we were told that Dallas County Sheriff Lupe Valdez had resigned her post in preparation for an announcement that she would be filing to run for Governor. Later that day, the story changed – she had not resigned, there was no news. As of yesterday, there’s still no news, though there are plans in place if there is news.

Candidates are lining up to replace Dallas County Sheriff Lupe Valdez if she resigns to file for governor.

Valdez, who has led the department since 2005, has said she is considering the next stage — and earlier this month said she was looking at the governor’s race. Her office said Wednesday night no decision has been made.

Valdez could not be reached for comment Wednesday night.

On Wednesday afternoon, media outlets, including The Dallas Morning News and WFAA (Ch. 8) reported that Valdez had resigned.

Lawyer Pete Schulte announced his candidacy Wednesday but later walked his intentions back after it became clear Valdez had not resigned.

He tweeted “Trying to find out how @dallasdemocrats Chair confirmed to some media today about @SheriffLupe retirement to run for Governor. Let me be clear: I have NO plans to run for DalCo Sheriff unless the Sheriff does retire early and will only run in 2020 IF Sheriff chooses to retire.”

At this point, I’m almost as interested in how the news got misreported as I am in actually seeing Valdez announce. Someone either said something that was true but premature, or not true for whatever the reason. I assume some level of fact-checking happened before the first story hit, so someone somewhere, perhaps several someones, has some explaining to do. I have to figure we’ll know for sure by Monday or so.

Anyway. In other news, from Glen Maxey on Facebook:

For the first time in decades, there are a full slate of candidates in the Third Court of Appeals (Austin), the Fifth Court (Dallas area) and the First and Fourteenth (Houston area). We can win control of those courts this election. This is where we start to see justice when we win back these courts! (We may have full slates in the El Paso, Corpus, San Antonio, etc courts, too. Just haven’t looked).

That’s a big deal, and it offers the potential for a lot of gains. But even just one or two pickups would be a step forward, and as these judges serve six-year terms with no resign-to-run requirements, they’re the natural farm team for the statewide benches.

News from the frozen tundra (of Democratic politics, at least):
– Jay Stittleburg has filed to run for County Judge. This is the Montgomery County Democratic Party’s first candidate for County Judge since 1990.
– Steven David (Harris County) is running for CD08 against Kevin Brady. He has not filed for a spot on the ballot, yet, but has filed with the FEC.
– All three state house districts in the county will be contested by Democrats, but I’m not able to release names at this time.
– We have a candidate for District Clerk as well – he has filed a CTA, but is trying to get signed petitions to get on the ballot.
– We are still working on more down-ballot races, so hopefully there will be more news, soon.

It’s one thing to get Democrats to sign up in places like Harris and Fort Bend that have gone or may go blue. It’s another to get people to sign up in a dark crimson county like Montgomery. Kudos to Chair Meyer and his slate of candidates.

Speaking of Harris County, the big news is in County Commissioners Court Precinct 2, where Pasadena City Council member Sammy Casados has entered the primary. As you know, I’ve been pining for Adrian Garcia to get into this race. There’s no word on what if anything he’ll be doing next year, but that’s all right. CM Casados will be a great candidate. Go give his Facebook page a like and follow his campaign. He’ll have to win in March first, so I assume he’ll be hitting the ground running.

Adrian Garcia was known to have at least some interest in CD29 after Rep. Gene Green announced his retirement. I don’t know if that is still the case, but at this point he’s basically the last potential obstacle to Sen. Sylvia Garcia’s election. Rep. Carol Alvarado, who lost in SD06 to Sylvia Garcia following Mario Gallegos’ death, announced that she was filing for re-election in HD145; earlier in the day, Sylvia Garcia announced that Rep. Green had endorsed her to succeed him. I have to assume that Rep. Alvarado, like her fellow might-have-been contender in CD29 Rep. Armando Walle, is looking ahead to the future special election for Sen. Garcia’s seat. By the way, I keep specifying my Garcias in this post because two of Sylvia’s opponents in the primary are also named Garcia. If Adrian does jump in, there would be four of them. That has to be some kind of record.

Finally, in something other than filing news, HD138 candidate Adam Milasincic informs me that Greg Abbott has endorsed HD138 incumbent Rep. Dwayne Bohac. Abbott has pledged to be more active this cycle, as we’ve seen in HD134 and a few other districts, but Bohac has no primary opponent at this time. Bohac does have good reason to be worried about his chances next year, so it’s probably not a coincidence that Abbott stepped in this early to lend him a hand. Milasincic’s response is here, which you should at least watch to learn how to pronounce “Milasincic”.

UPDATE: I didn’t read all the way to the end of the statement I received from Rep. Alvarado concerning her decision to file for re-election. Here’s what it says at the very end:

Time once again to discuss Latino political participation

Let’s jump right in.

The long wait continues for Houston and Harris County residents eager for a steep uptick in elected Latino representation.

Hispanic residents last year were 42 percent of the county population, up from 23 percent in 1990, yet Houston has yet to elect a Latino mayor, and no at-large City Council members are Hispanic.

At the county, low-profile Treasurer Orlando Sanchez is the lone countywide Latino elected official, judges aside. Even Harris County’s congressional delegation lacks a Hispanic member.

By January, however, that will change. Four of the area’s most prominent public officials are going to be Latino, thanks to three recent Houston appointments – Police Chief Art Acevedo, Fire Chief Samuel Peña and school Superintendent Richard Carranza – paired with the election of Ed Gonzalez as county sheriff.

University of Houston political scientist Jeronimo Cortina framed the rise of these leaders as providing an opportunity to boost Hispanic civic engagement.

“It’s going to send an empowering message to Latino kids that they can do it. It doesn’t matter how you look or where you come from,” said Cortina, who specializes in American and Latino politics. “People are going to get motivated, especially the young generation.”

Hispanics punch below their weight at the ballot box nationally and locally, where voters with a Spanish surname represent just 21 percent of registered voters despite being a plurality of Harris County residents, according to Hector de Leon, who directs voter outreach for the county clerk’s office.

That relatively low percentage has grown, however, as the region’s young Latino population has come of age.

Spanish-surnamed voters now make up 31 percent of Harris County registered voters between the ages of 18 and 24, according to de Leon, and a quarter of registered voters between ages 25 and 29. The share of Spanish-surnamed registered voters drops below 21 percent only among voters ages 50 and above.

Even so, voters with a Spanish surname made up just 17 percent of Harris County’s early vote this year, de Leon said. Election Day data was not available.

“If you engage Latino voters at this early age and excite them to participate politically, civically, then you’re going to be creating a very robust voting bloc that is going to be the future of the state,” Cortina said.

I don’t have sufficient data to make any firm statements about how Latino voting this year compared to 2012. That really has to be done at the individual precinct level and with the full roster of all voters. What I can do is note that in the most heavily Latino districts, participation was up this year over 2012:

CD29 – 117,291 votes from 239,552 voters in 2012; 136,801 votes from 264,213 voters in 2016

SD06 – 137,993 votes from 284,248 voters in 2012; 158,365 votes from 311,045 voters in 2016

HD140 – 24,213 votes from 53,338 voters in 2012; 28,652 votes from 59,339 voters in 2016
HD143 – 31,334 votes from 62,715 voters in 2012; 34,279 votes from 65,713 voters in 2016
HD144 – 24,673 votes from 54,579 voters in 2012; 28,120 votes from 57,173 voters in 2016
HD145 – 30,346 votes from 60,056 voters in 2012; 35,918 votes from 66,975 voters in 2016
HD148 – 40,230 votes from 71,705 voters in 2012; 49,819 votes from 79,995 voters in 2016

This is a crude measurement in several ways. For one thing, there’s a lot of overlap between CD29, SD06, and the five State Rep districts. For another, just because there were more voters doesn’t mean there were more Latino voters. Voting was up overall in Harris County thanks in large part to a significant increase in voter registrations. I haven’t compared the increases in these districts to the others to see where they fall proportionally. The point I’m making is simply that there were more votes and more voters in each of these districts, with the turnout rate being a bit higher in each place as well. It’s a start, and a step in the right direction.

As for the issue of Latinos in city government, I’ve said this before and i’ll say it again: Part of the issue is that there aren’t many Latinos who run for Council outside of Districts H and I. Roy Morales has made it to the runoff of two At Large races, in #3 in 2013 and in #4 in 2015, but that was because he nudged into second place ahead of a large field of other candidates and behind a clear frontrunner who then easily defeated him in the second round. Moe Rivera ran for At Large #2 in 2013 and 2015, finishing third out of four in 2013 and last out of five in 2015. Roland Chavez was one of the candidates Roy Morales nosed out in 2013. And of course there was Adrian Garcia running for Mayor last year, and I think we all understand by now why he didn’t do as well in that race as he might have hoped.

That’s pretty much it for Latino citywide candidates in the last two elections. Way back in 2009, when we were first talking about expanding Council from nine districts to 11, I asked Vidal Martinez why people like him didn’t do more to support Latino candidates who ran for At Large seats. I still don’t know what the answer to that question is.
