More data about mail ballot rejections

Keep it coming.

Thousands of Texans who attempted to vote by mail in the March primary were disenfranchised in the state’s first election conducted under a new Republican voting law. The state’s largest counties saw a significant spike in the rates of rejected mail-in ballots, most because they did not meet the new, stricter ID requirements.

Local ballot review boards met this week to finalize mail-in ballot rejections, throwing out 11,823 mail-in ballots in just 15 of the state’s 20 counties with the most registered voters. That doesn’t include Harris County, where thousands more votes had been flagged for rejection if voters couldn’t correct them in time. The final statewide count for rejected ballots is still unknown; counties are still reporting numbers to the Texas secretary of state’s office.

The rates of rejections range from 6% to nearly 22% in Bexar County, where almost 4,000 of the more than 18,000 people who returned mail-in ballots saw their votes discarded. In most cases, ballots were rejected for failing to comply with tighter voting rules enacted by Republicans last year that require voters to provide their driver’s license number or a partial Social Security number to vote by mail, according to rejection data collected by The Texas Tribune. A few counties’ rejection rates also included ballots that arrived past the voting deadline, but problems with the new ID requirements were the overwhelming cause for not accepting votes.

The impact of the ID requirements was particularly pronounced in several larger counties, including Bexar. In Dallas County, ID issues were to blame for nearly all of the lost votes reported, accounting for 682 of the 694 ballots that were rejected. Most ballots that were rejected because of the ID requirements were missing an ID number altogether. The county had an overall rejection rate of 6.5%

In Hays County, a suburban county south of Austin, all but one of the 208 rejected ballots were lost to ID issues. The county’s total rejection rate was 8.2%.

In Hidalgo County, just five of the 526 mail-in ballots that were rejected were scrapped because they arrived late. Most were rejected because of the ID requirements, officials said. The county had an overall rejection rate of 19.4%.

In Williamson County, roughly 73% of the 521 rejected ballots were lost to ID issues. The second main reason for rejection was late returns. Overall, 11.6% of ballots were rejected in the county.

Early rejection rates hovered between 30% to 40% but dropped as thousands of voters worked to safeguard their votes, often by visiting county elections offices after their ballots were flagged for rejection. Hundreds of other voters canceled their mail-in ballots and opted to vote in person instead, according to county data.

That included more than 300 voters in El Paso County who had initially requested absentee ballots but voted in person, with several voters surrendering their ballots at polling places. The county ended the election with a 16% rejection rate, throwing out 725 votes — 94% of them because of the ID rules.

“In the 2020 primary, we rejected 39 ballots,” Lisa Wise, the elections administrator in El Paso, said ahead of election day when the county had flagged more than a thousand ballots for review. “You don’t have to be a math wizard to see it.”

But the opportunity to resolve rejections — or to alternatively head to a polling place — was out of reach for some voters. County officials have said mail-in voters often include people for whom voting in person can be a challenge or who are unable to travel to the county elections office, which for voters in some counties can be a long distance away.

Voters facing a rejected ballot because of ID issues were also directed to the state’s new online tracker to try to validate their information, but technical issues with the tracker’s setup shut out nearly a million registered voters from even accessing it.

Under state law, a voter must provide both a driver’s license number and the last four digits of their Social Security number to log in to the tracker; both numbers must be on file in their voter record even though voters are required to provide only one number when they first register to vote.

Despite the secretary of state’s office’s efforts to backfill ID numbers in the state’s voter rolls, more than 700,000 voters lacked one of those ID numbers on their voter records as of Dec. 20. Another 106,911 voters didn’t have either number.

It’s likely not all of those voters are eligible to vote by mail, but the barrier risked hindering enough of Kara Sands’ voters that she pulled references to the online ballot tracker from the guidance she was providing Nueces County voters. Sands, the Republican elected county clerk, said most of the older voters in her county first registered to vote with a Social Security number and that remained the only ID on file for them.

“Why am I going to send them [materials saying] ‘Go here to fix it’ knowing they can’t fix it?” Sands said in an interview ahead of election day.

We still need to know how this broke down by party – given that fewer Republicans chose to vote by mail, it’s extremely likely that more Democratic ballots were rejected, but it may be that on a percentage basis they were equivalent – and we still need to distinguish between rejected applications and rejected ballots, as well as who did and didn’t vote in person afterwards. I don’t recall seeing a figure about how many registrations lacked one or both of SSNs and drivers license numbers before now, so it would be good to know as well how many people who did fill out the ballot correctly, with the proper voter ID information, were still rejected because the state database was incomplete. I could see that as a basis for another lawsuit, with the goal of halting all further rejections until the state can prove that its database is fully up to date, but that might be moot by November, and I don’t know what other relief a voter could ask for.

The Associated Press takes a crack at this, and offers a bit of partisan data.

Although the final number of discounted ballots will be lower, the early numbers suggest Texas’ rejection rate will far exceed the 2020 general election, when federal data showed that less than 1% of mail ballots statewide were rejected.

“It took me three tries and 28 days but I got my ballot and I voted,” said Pamiel Gaskin, 75, of Houston. Like many rejected mail voters, she did not list a matching identification number that Texas’ new law requires.

For now, the numbers do not represent how many Texas ballots were effectively thrown out. Voters had until Monday to “fix” rejected mail ballots, which in most cases meant providing identification that is now required under a sweeping law signed last fall by Republican Gov. Greg Abbott.

New requirements include listing an identification number — either a driver’s license or a Social Security number — on the ballot’s carrier envelope. That number must match the county’s records. If a ballot is rejected, voters could add an ID number via an online ballot tracking system, go to the county’s election offices and fix the problem in person, or vote with a provisional ballot on election day.

County election officers say they worked feverishly to contact those voters in time, in many cases successfully, and a full and final tally of rejected ballots in Texas is expected to come into focus in the coming days.

But already, scores of mail ballots have been disqualified for good.

The AP obtained reports from 120 counties — nearly half of the 254 in Texas — through county websites and contacting all counties that had not posted a report publicly.

In Texas’ largest county, around Houston, Harris County officials said more than 11,000 mail ballots had been flagged for rejection as of March 2. But in the county’s preliminary report that is dated a day later, the number of rejected mail ballots was listed at 3,277. On Tuesday, Harris County Elections Administrator Isabel Longoria said she was stepping down following a bungled vote count.

Houston Democrats have been among the most outspoken over Texas’ new voting laws, which they say are designed to weaken minority turnout. But Republican-leaning counties struggled with the new rules as well.

In Parker County, which former President Donald Trump carried by a 4-to-1 margin in 2020, the county reported 250 mail ballots as rejected or pending out of 1,100 mail votes — about 23%. Along the Texas coast in Nueces County, which Trump narrowly won, the rejection rate was 8%.

According to the county reports, in the five counties won by Trump that had the most mail-in voters, a combined 4,216 mailed ballots were rejected or still pending after the day of the election, a rate of 21% of the total. In the counties won by Biden with the most mail-in voters, which include most of Texas’ biggest cities, a combined 11,190 votes were similarly rejected or pending, which amounted to 13%.

Kara Sands, the election administrator in Nueces County, said her office pressed voters to include more than one identification number as a guardrail against having their ballot rejected. But she said her office wasn’t inundated with voter frustration.

“We really didn’t get a lot of folks complaining about that,” she said.

Texas holds primary runoffs in May, and elections officials say their goal now is to educate voters to avoid a repeat next time. Christopher Davis, the elections administrator in Williamson County, said the final rejection rate of 11.5% was “by far the highest we have ever seen” in the county of more than 600,000 people.

“The hope is we knock down that rejection rate,” he said.

Interesting that those five deep red counties had a higher rate of rejection than the blue counties, though there were fewer total votes there. Likely that’s a function of the blue counties being more populous, though that also suggests that a greater percentage of total votes were affected in the red counties. For comparison, the AP story notes that a total of about 8,300 mail ballots were rejected in the 2020 election, which was out of 11 million ballots cast. Every way you look at it, this was an exponential increase.

And Talking Points Memo was also on this.

The rejection rates are staggering. In booming Collin County, for example, nearly 14% of mail-in votes were ultimately rejected, the election administrator there told TPM.

In Harris County, Texas’ largest and home to Houston, a whopping 6,888 ballots were ultimately rejected “as a direct result of Senate Bill 1,” according to a statement from the county to TPM — nearly 19% of mail-in ballots. By comparison only, 135 of the 48,473 votes cast in the 2018 primary were rejected, the statement said — three tenths of a percent.

“That is apocalyptic. It calls into question whether this is even a free and fair election,” said James Slattery, senior staff attorney at the Texas Civil Rights Project’s voting rights program. “The sheer, catastrophically high rate of rejections has been very bad.”

Unlike many others, [Monica] Emery was able to fix her ballot, filling out multiple forms to “cure” the error in the days following Election Day, and consulting with attorneys and election officials to make sure her vote counted. Finally, she received word from the county on Monday, on the last possible day to fix ballot issues, that her vote had been tallied. (Texas’ new online “ballot tracker” website apparently didn’t get the memo: It continued to label her ballot “rejected.”)

But Emery, a retiree in the Dallas area, was one of the lucky ones. She’s “perfectly healthy.” She lives near her polling place. She knows her county officials and they had the bandwidth to help her. And she had additional help from multiple lawyers who she’d contacted for help. But what about her son, a pilot in the Air Force currently living in the United Kingdom? What about her elderly friend down the road, living with long COVID? Would they have been able to handle a tricky rejection letter? Would they have received word that their ballots had been rejected in time? She doubted it.

Lawmakers, Emery said, “are making it harder than it needs to be to do a real simple thing like voting by mail.”

In Travis County, home to Austin, 16% of the roughly 11,200 mail-in ballots were initially rejected, and only half of voters were able to cure those rejections in time to be counted, said Victoria Hinojosa of the Travis County clerk’s office.

Almost three of four rejected ballots were from Democrats, and most rejected ballots had “ID issues,” Hinojosa told TPM.

In Williamson County, north of Austin, 11.5% of ballots were rejected in the final tally — “absolutely higher than anything we’ve ever encountered before,” Elections Administrator Chris Davis told Austin’s NPR station KUT. In El Paso County, the final rejection rate was about 16%, or 725 mail-in ballots, the Associated Press reported.

In Collin County, which includes a chunk of the Dallas-Fort Worth metro area and is experiencing meteoric population growth, the ballot rejection rate right after the election hovered around 15%, down from a peak of 25% at the beginning of voting. After the curing period, that number ticked down slightly to a 13.7% rejection rate, or 828 ballots rejected.

“Unfortunately, the concerns that we expressed during the legislative session turned out to be true,” said Grace Chimene, president of the League of Women Voters of Texas, which is part of a coalition of groups that sued over the law in September. “It’s very frustrating.”

“I can tell you, almost the whole thing is SB1-related,” Collin County Election Administrator Bruce Sherbet told TPM of the rejections. “If we had rejections before SB1, it was usually in the single digits.”

Sherbet said that nearly all of the rejections stemmed from missing ID numbers on the original voter file, ballot application or ballot itself. In some cases, older voters who’d aged out of driving tried to vote with their new state ID number, which didn’t match the old driver’s license number on their registration.

He lacked data on the party split, but said that it’s likely more Republican voters were hurt by the law’s new provisions, since roughly 1,600 more of them voted by mail in his county.

The chaos unleashed by the new mail-in ballot requirements was “very predictable,” Josh Blank, research director of the Texas Politics Project at the University of Texas at Austin, told TPM.

“The legislators were warned multiple times throughout hearings on these bills for the better part of a year that requiring voters to supply drivers license numbers or partial Social Security numbers, whichever of two you used to register to vote, would likely to be a problem for many Texans — especially given that most of the Texans who automatically qualify for mail-in ballots are over 65 and likely registered decades ago,” he said.

Less predictable is who exactly the confusing new requirements will hurt. While much of Republicans’ antagonism towards voting by mail stems from former President Donald Trump’s efforts to toss ballots in 2020, it’s not clear that knotting up the system will hurt Democratic voters more than Republican ones.

That “scattershot” strategy, Blank said, is due to the virtual nonexistence of voter fraud. It’s legislating a problem that doesn’t exist.

“It’s one thing to make unsubstantiated allegations of widespread fraud,” he said. “It’s another to reject hundreds of thousands of ballots, which is what Texas is on the path to do in November if this primary is any indication.”

As this story notes, the “ballot curing” process, in which voters whose mail ballots lacked the correct ID number had until Monday to fix them, likely will reduce the eventual total, which started at about 27,000. But doing that isn’t easy for everyone – some voters don’t have reliable Internet access, some can’t drive to the election administrator’s office, and so on.

Finally, because it took me longer than it should have to find this on Twitter, here’s most of the Harris County data I’ve been wanting:

Again, more Dem mail ballots overall, but a higher rejection rate among Republicans – 17.6% of all Dem mail ballots, and 22.0% of all GOP mail ballots. Still more Dem votes rejected, but in a scenario where the mail votes are distributed more evenly, like in 2018, that’s going to bite the Republicans. The Chron story that these tweets are based on is here. In response to a question from me, Scherer also reported that “13 people with rejected ballots ended up voting in person”, which obviously ain’t much. Makes me think that will be the cases around the state as well.

Of course, as I said yesterday and as noted in the AP story, we can do a lot to improve things for November, and we have the May primary runoff and special election to practice. But man, that will be an expensive and labor-intensive process, and it’s so completely unnecessary. You will note that Abbott and Sen. Bryan Hughes have been studiously avoiding the press on this, because what can they actually say? Or more likely, why would anyone think they cared? At least we have the rhetorical turf to ourselves for now. Whatever else we do, we need to get folks mad and motivated over this. Because – say it with me now – nothing will change until people lose elections over this crap. That’s the one sure thing we can do. Daily Kos has more.

Precinct analysis: The new SBOE map

I probably care more about the SBOE than most normal people do. It’s not that powerful an entity, there are only 15 seats on it, and their elections go largely under the radar. But the potential for shenanigans is high, and Democrats had about as good a shot at achieving a majority on that board as they did in the State House in 2020. Didn’t work out, and the new map is typically inhospitable, but we must keep trying. And if this nerdy political blog doesn’t care about the SBOE, then what’s even the point?

You can see the new map here, so you can visualize where these districts are. The current and soon-to-be-obsolete map is here, and my analysis of the 2020 election under that map is here.

You might note that none of the new districts look all that crazy. For the most part, the districts encompass entire counties. It’s mostly a matter of which counties are joined together. A good example of that is SBOE12, which used to be Collin County plus a slice of Dallas. In the days when Collin was deep red, that was more than enough for it to be safe Republican, but now that Collin is trending heavily Democratic – SBOE12 was a four-point win for Joe Biden last year – that won’t do. Now SBOE12 is a sprawling district that still has all of Collin but now a smaller piece of Dallas, the top end of Denton, and a bunch of smaller North Texas counties that had previously been in districts 09 and 15. In return, the formerly all-rural district 9 picks up about a quarter of Dallas, in a mirror of the strategy we’ve seen in the other maps to put heavily Democratic urban areas in with deeply Republican rural ones, to neutralize the former. District 11, which had previously been pieces of Dallas and Tarrant plus all of Parker and is now all of that plus Hood and Somervell and part of Johnson counties, is another example.

The other strategy that we see echoes of here is the more careful placement of dark red suburban counties. SBOE6, which used to be entirely within Harris County, is now hiked up a bit north to include a generous piece of Montgomery County, much as was done with CD02 and SD07, to flip it from being a Biden district back to a Trump district. Ironically, this has the effect of making SBOE8, which used to have all of Montgomery plus a lot of the counties east of Harris, more Democratic as it now wears both the eastern and western ends of Harris like earflaps. (Mutton chops also come to mind as I look at the map.) SBOE8 also picks up a piece of bright blue Fort Bend County, which had previously been in district 7. Meanwhile, over in Central Texas, SBOE5 jettisoned Comal County after it could no longer keep that district red; Comal wound up in district 10, which excised all of its Travis County population in return.

As far as the numbers go, there’s not much to say. Whether Democrats can win five or six districts will depend in the short term on whether they can hold district 2, which is actually a bit more Democratic in this alignment. In the longer term, districts 6, 8, 11, and 12 could all become competitive. District 3 is no more Democratic than any of those are Republican, but as you can see it trended a bit more blue over the decade, and it’s anchored in Bexar County, which should keep it from falling. 2022 is the one year when every district is up for re-election, and that will tell us something about how the trends we saw in 2020 are going. Maybe we’ll need to re-evaluate the prospects for change in this map, or as we’ve said before, maybe we’ll end up cursing the evil genius of it all. I mean, even as SBOE6 moved strongly towards Dems, the deficit to make up is still 100K votes. Nothing is going to come easy, if it comes at all.

Initial Senate and SBOE maps approved by committee

Still a lot of changes likely to come.

A panel of lawmakers on Tuesday advanced draft maps of the Texas Senate and State Board of Education, sending both to the full upper chamber for further debate.

The maps, both authored by state Sen. Joan Huffman, a Houston Republican who leads the Senate Special Redistricting Committee, will likely see further changes before the Legislature sends them to Gov. Greg Abbott’s desk for the signature. The initial drafts of both maps have so far attempted to strengthen Republican majorities by protecting incumbents and creating more GOP-friendly districts.

Senate Bill 4, the draft of the Senate’s 31 district map, was tweaked by lawmakers before the chamber’s redistricting committee approved it along a 12-2 vote.

One of the more notable changes, offered in amendments by Huffman, involved Senate District 10, which is represented by state Sen. Beverly Powell, D-Burleson. In the latest draft, the district — which is currently contained in Tarrant County and voted for President Joe Biden during the 2020 general election — was redrawn to include parts of the more conservative Parker and Johnson counties as well as other GOP-leaning surrounding areas in the state. The Senate’s first draft would have included parts of Tarrant County along with Parker and Johnson counties.

After that first draft was released, Powell argued that the proposed map would be “a direct assault on the voting rights of minority citizens in Senate District 10 and, if adopted, it would be an act of intentional discrimination.” At the time, Powell said the latest census data showed that her district’s population was already “nearly ideal” — but on Tuesday, Huffman said that neighboring districts had to also be accounted for before emphasizing that her proposals had been “drafted blind to racial data.”

Another change before Tuesday’s vote involved Senate Districts 22 and 23, which are represented by state Sens. Brian Birdwell, R-Granbury, and Royce West, D-Dallas, respectively. The amendment, authored by West but laid out by state Sen. Judith Zaffirini, D-Laredo, would swap several precincts between the two districts, including some in Tarrant County from Senate District 22 to 23. Zaffirini said the move would keep both districts within the acceptable population deviation.

SD10, which as noted goes from having some of Tarrant plus all of Parker and Johnson to having some of Tarrant, some of Parker, all of Johnson and all of a few smaller counties west of there, is the main difference. As noted, the House still gets to have input – by tradition, each chamber gets first crack at its own map – so expect further changes.

In addition, there may be some complaints from unexpected places.

Montgomery County commissioners urged the Texas Legislature to reconsider the proposed redrawing of state congressional maps that would dilute the county’s conservative representation by adding a third senate district.

County Judge Mark Keough said he traveled to Austin last week to express the county’s “disapproval” of the redistricting plan.

Currently, Keough explained, Montgomery County has two senate districts. However, the proposed changes would add a third district that would divide Magnolia and extend Harris County districts into Montgomery County.

“We are deeply concerned about this as we move forward,” Keough said.

The story keeps talking about the Congressional map while these MoCo folks are whining about the Senate map; it’s annoying and confusing. The current Senate map has SDs 03 and 04 in Montgomery, while the new maps move SD03 out and move pieces of SDs 07 and 17 in, to bolster those incumbents from the ravages of a bluer Harris County. Their complaints had no effect on the committee, but there’s still time for them to make a case to the rest of the Lege.

Back to the Trib story:

The committee unanimously approved the draft of the State Board of Education map on Tuesday, without amendments. The board is a 15-member, majority Republican body that determines what millions of public school students in the state are taught in classrooms. Nine Republicans and six Democrats currently sit on the board.

The current version of that map did not make any changes to the racial breakdown of the board’s 15 districts — based on eligible voters, Hispanic residents make up a majority in three of those districts, 10 districts with white majorities and two have no majority.

Here’s your first proposed Senate map

Behold. This dropped on Saturday afternoon while normal people were running errands or watching college football, so commentary and coverage is limited at this time. Here’s one view:

Other data is here. I don’t see past election results, but it’s clear at a glance that SD10 would become Republican. As for the rest, and for other maps, we’ll have to see. Even with more sophisticated technology, the first map is never the final map, so expect to see some variations soon. Thanks to Reform Austin for the heads up.

UPDATE: Here’s coverage from the Trib. Sen. Powell, who is clearly targeted by this map, is not happy about it.

State Sen. Beverly Powell, D-Burleson, immediately called foul on the initial draft of the map, which was authored by Sen. Joan Huffman, R-Houston, who chairs the Senate Redistricting Committee.

“The proposed State Senate map is a direct assault on the voting rights of minority citizens in Senate District 10 and, if adopted, it would be an act of intentional discrimination,” she said in a statement. “The 2020 census revealed the population of Senate District 10 is nearly ideal. There is no need to make any changes to district lines. Moreover, since 2010, the minority population percentage within the district increased dramatically while the Anglo percentage has dropped. The changes now proposed are intended to silence and destroy the established and growing voting strength of minority voters in Tarrant County.”

Since the enactment of the Voting Rights Act in 1965, Texas has not made it through a single decade without a federal court admonishing it for violating federal protections for voters of color.

“The release of the proposed map is only the beginning of the fight. I’m proud to be the candidate of choice of minority citizens in Senate District 10 and will do everything within my power to stop this direct, discriminatory, and illegal attack on their voting rights,” Powell said.

She has a point, and then-Sen. Wendy Davis was able to negotiate a settlement last decade that took the Senate map out of the litigation. I just don’t expect her to get much reception from the courts.

San Antonio Mayor Ron Nirenberg easily wins a fourth term.

Mayor Ron Nirenberg vanquished the ghost of repeat challenger Greg Brockhouse in Saturday’s City election and secured his third term in office with a win of historic proportion.

Nirenberg is now on course to become the city’s first four-term mayor since his mentor, former Mayor Phil Hardberger, led a successful campaign in 2009 to relax term limits from two, two-year terms to four, two-year terms.

That longevity in office should give Nirenberg the time and space to forge the kind of legacy established by Hardberger and Julián Castro before him.

Hardberger can point to completion of the San Antonio River’s Museum Reach, acquisition of Hardberger Park, redevelopment of Main Plaza, and jump starting the transformation of Hemisfair Park after it lay idle for 50 years. He recruited Sheryl Sculley to become city manager. Her long tenure led to the modernization of the city’s financial practices, ambitious five-year bond cycles to address critical infrastructure needs, and a new level of professional standards for city staff.

Castro, then the youngest mayor of a Top 50 city, led efforts to bring early childhood education to the forefront, well in advance of national trends, with successful passage of Pre-K 4 SA. He launched SA2020 and with it, the Decade of Downtown. Castro joined forces with Sculley to take on the powerful police union and address runaway health care costs. His growing national profile earned him a cabinet seat as Housing and Urban Development Secretary in the Obama administration.

Nirenberg is poised to establish his own legacy. Voters chose him by a 31-point margin, 62% to 31%, over Brockhouse, with the remainder going to a dozen other names on the ballot, a definitive verdict on Nirenberg’s second-term record. A Bexar Facts poll conducted with the San Antonio Report and KSAT-TV in late March accurately predicted as much. The reason: Nirenberg’s strong leadership through the pandemic.

Nirenberg won by a much wider margin against Brockhouse this time. When I look around at current Mayors for future statewide potential, Nirenberg certainly belongs on the list, but for whatever the reason I haven’t heard his name bandied about. Maybe that will change now.

San Antonio had a high-profile ballot proposition, which would have stripped the city’s police union of it collective bargaining power. It was narrowly defeated, but its proponents are encouraged they did as well as they did, and expect to continue that fight.

Austin had its own slew of ballot propositions, with a particularly contentious one that would outlaw the public camps that homeless people are now using. That one passed, and we’ll see what happens next.

The folks behind Proposition B, the citizen initiative to re-criminalize public camping in Downtown Austin and near the UT Campus, got the victory they sought for the more than $1 million they spent. With all votes counted Saturday night, the measure backed by Save Austin Now prevailed by 14 points, 57.1%-42.9%.

That’s a slightly weaker showing than was predicted before polls closed by SAN co-founder Matt Mackowiak, also chair of the Travis County Republican Party, but a win’s a win:

Those who have been paying attention will note that Mayor Steve Adler and much of Council have already decided that the June 2019 vote that Prop B reverses was a failed experiment, and have moved on to other strategies to house Austin’s unsheltered poor. Perhaps SAN will catch up soon. Whatever its merits as policy, the campaign for Prop B did almost certainly boost turnout, which all told was 22.55% countywide (just under 90% of that was city voters). That’s the highest Austin’s seen in a May election since 1994.

Even CM Greg Casar, the politician most directly rebuked by tonight’s results, is looking ahead: “I do not believe Austin is as divided as this election makes it seem. The overwhelming majority of Austinites share a common goal, no matter how folks voted on Prop B. We all want to get people out of tents and into homes,” Casar said in a statement. “Our community must come together after this election & house 3,000 more people.”

I’ll leave it to the Austin folks to figure this out from here, but from my vantage point one obvious issue here is the ridiculously high housing prices in Austin, which is fueled in part by way more demand for housing than supply. I hope the city can find a way forward on that.

Fort Worth will have a new Mayor, after a June runoff.

Fort Worth voters will chose a new mayor for the first time in a decade in June with Mattie Parker and Deborah Peoples apparently headed to the runoff.

Mayor Betsy Price’s decision not to seek an unprecedented sixth term sparked 10 candidates to run, including two council members, the Tarrant County Democratic Party chairwoman and a slew of political newcomers.

According unofficial results in Tarrant County, Peoples, a former AT&T vice president, led with 33.60% of the vote Saturday night while Parker, a former Price chief of staff, had 30.82%, with all 176 vote centers reporting. Council member Brian Byrd was in third place with 14.75%.

Parker and Peoples maintained the upper hand with results for Denton County. There, Parker took 35.17% of the vote compared to 16% for Peoples. In Parker County, Parker had 42% of the vote followed by Byrd’s 23.3%. Peoples had 12.5%.

The runoff will be June 5.

Here are the Tarrant County results – scroll down to page 21 to see the Fort Worth Mayor’s race. There were 1,106 votes cast in total in this race in Denton County, and 176 total votes cast in Parker County, so Tarrant is really all you need to know. In 2019, Peoples lost to Mayor Betsy Price by a 56-42 margin. Adding up the votes this time, counting Ann Zadeh as progressive and Brian Byrn and Steve Penate as conservative, the vote was roughly a 55-42 margin for the Republican-aligned candidates. We’ll see how it goes in the runoff.

And then there was Lubbock.

Lubbock voters on Saturday backed a “sanctuary city for the unborn” ordinance that tries to outlaw abortions in the city’s limits, likely prompting a lawsuit over what opponents say is an unconstitutional ban on the procedure.

The unofficial vote, 62% for and 38% against the measure, comes less than a year after Planned Parenthood opened a clinic in Lubbock and months after the City Council rejected the ordinance on legal grounds and warned it could tee up a costly court fight.

The passage of the ordinance makes Lubbock one of some two dozen cities that have declared themselves a “sanctuary … for the unborn” and tried to prohibit abortions from being performed locally. But none of the cities in the movement — which started in the East Texas town of Waskom in 2019 — has been as big as Lubbock and none of them have been home to an abortion provider.

It’s unclear when the ordinance will go into effect, and if it will be challenged in court.

The push to declare Lubbock a “sanctuary city for the unborn” began in the last two years and was galvanized by the arrival of a Planned Parenthood clinic in 2020. Anti-abortion activists gathered enough signatures to bring the ordinance to the City Council — where it was voted down for conflicting with state law and Supreme Court rulings — and to then put it to a citywide vote.

Ardent supporters of the measure, who liken abortion to murder, say it reflects the views held by many in conservative Lubbock. They believe the ordinance would stand up in court and say they have an attorney who will defend the city free of charge if it is challenged.

But the strategy of bringing the abortion fight to the local level has divided even staunch anti-abortion activists, and Texas towns like Omaha and Mineral Wells have voted down similar ordinances or walked them back under advice from city attorneys.

The American Civil Liberties Union of Texas, which previously sued seven East Texas towns that passed similar ordinances, has said they were watching the vote closely and hinted at a lawsuit in a statement Saturday.

Drucilla Tigner, a policy and advocacy strategist with the organization, said the “ACLU has a long history of challenging unconstitutional abortion bans and will continue to fight to protect the fundamental rights of the people of Lubbock.”

The Lubbock ordinance outlaws abortions within the city, and allows family members of a person who has an abortion to sue the provider and anyone who assists someone getting an abortion, like by driving them to a clinic.

There isn’t an exception for women pregnant as a result of rape or incest.

The ordinance would not be enforced by the government unless the Supreme Court overturned the landmark Roe v. Wade decision, or made other changes to abortion laws.

It instead relies on private citizens filing lawsuits.

Richard D. Rosen, a constitutional law professor at Texas Tech University, expects someone would sue Planned Parenthood and the legal fight would go from there.

“As long as Roe is good law I think these suits will ultimately fail, but it [could make] abortion providers … expend money for attorneys fees and it takes time,” he said.

The lawsuit that was filed against those seven towns was later dropped after the ordinances to remove language that declared the Lilith Fund and the Texas Equal Access Fund “criminal entities”. The language banning abortions in those towns remains, however. Lubbock is in a much different position than those tiny little towns, and I have no idea what happens from here. It can’t be long before someone files a lawsuit for something.

Beware color-coded county maps

I spotted this on Twitter the other day and it got me thinking:

A larger view of the embedded image is here. It was just barely large enough that I was able to compare it to my now-favorite map of Texas counties and figure out what most of those blue places are. (I didn’t work my way through all of them, for various reasons that included my eyesight and my sanity.) I snagged the Texas portion of that image, pasted it into Paint, doubled it in size, and then labeled some of the counties of interest. My handiwork, such as it is, is here. Take a look at that for a minute, then let’s come back and discuss the two main problems with imagery of this kind.

Ready? Problem number one is that you don’t get any sense of the absolute size of the shift, in either direction, from this image. Harris County, which I feel confident you can find even though I have unkindly drawn lines through it to point to other counties of interest, is rendered in medium blue, to show a 10-20 point shift in preference. But that shift represents over 200,000 total votes in favor of Democrats. That didn’t just help to carve into the overall vote lead that Republicans have had in the state, it has enabled Democrats to entirely flip county government, including the judiciary and numerous appellate benches, while also netting a Congressional seat and two State Rep seats. Contrast that to Starr County, which has gotten so much attention and which is among the dark red counties along the southern border, which moved about eight thousand votes towards Republicans. That shift was more significant at the Presidential level, by the way – it’s a bit less than a five thousand vote shift in the Senate and Railroad Commissioner races. Not nothing, and definitely a cause for concern for Democrats, but nowhere close to as substantial as the shift in Harris County. But you would never know that, and the color coding makes it even more misleading.

Problem two is related to problem one but manifests itself in a slightly different way. That problem is that this shift is about the percentage difference between 2012 and 2020. Before I get to the specifics, let me try to explain why this gives a distorted description of the problem with a sports example. Suppose the Texans are playing the Ravens. At the end of the first quarter, the Ravens lead 14-7, which is to say that the Ravens have scored 66.7% of the points in the game. In the second quarter, the Ravens score another touchdown and also add a field goal, while the Texans score a touchdown. That makes the score 24-14 at halftime, and it means that the Ravens scored only 58.9% of the points in the second quarter. Which, if you go by the math used in Nate Cohn’s map, a fifteen-point shift in the Texans’ favor – they went from being down 33 points in the first quarter to being down only eighteen points in the second quarter. Look at them mounting a comeback!

Except of course that on the actual scoreboard, the Ravens have extended their lead from seven points to ten points. The rate by which they are increasing their lead has slowed, but their lead is still growing. The Texans now have a larger deficit to overcome. Perhaps the trends are now in their favor, but the bottom line is that they’re still farther behind than they were before.

All that is why you should look at the light blue shift in Montgomery County, for example, with a cocked eyebrow. It is true, in 2012 Mitt Romney took 79.7% of the vote in Montgomery County to Barack Obama’s 19.0%, for a sixty point lead, while Donald Trump carried Montgomery by a mere 44 points, 71.2 to 27.4. But as we have discussed before, that translated into another 14K net votes for Republicans at the top of the ticket. The Democrats’ deficit continues to grow even as the Republicans’ rate of acceleration has declined. It’s comfort of the coldest kind. The same is very much true for Parker and Johnson counties, and for counties we have not yet discussed, like Comal and Medina and Ector and Midland.

It’s not all gloom and doom. In some places where the deficit increased, the rate of that increase dropped a lot, to the point where you could imagine it turning around in the next election. Lubbock County is an example of that – again, I’ll be going into that in more detail in a later post. In some counties, like Caldwell and Bastrop, there was actually a small gain between 2016 and 2020 after a bigger drop from 2012 to 2016, so while the overall gap is still significant, the direction is what you want. Imagine the Texans winning the second quarter of our game 7-6, so that they now trail 20-14. Denton and Collin counties, which are dark blue in the Cohn map, are the canonical examples here, though Brazos County makes a nice showing as well. We’re still trailing, but you can see how we get to the lead from here.

I don’t want you to look too skeptically at every blue spot that isn’t immediately identifiable as a Dem beacon. Dems really don’t need to win too many counties to carry Texas some fine day, because of their massive advantage in the biggest counties. We don’t need Montgomery County to turn blue to win the state. We don’t even need it to be on a path to turning blue. We just need the gap between Republicans and Democrats to quit growing, and maybe shrink a little. One way we were able to turn Harris County blue was that we could rally Democrats in heavily Republican areas because they knew their votes were important to flipping (and now maintaining) the county as a Democratic bastion. In Montgomery, that task is abstracted out one level further – there aren’t any local candidates who are likely to win, at a district or county level, so the motivation has to come from your votes mattering at the state level. It’s a heavier lift, since those statewide candidates won’t be as well known locally and will likely not spend much if any time there campaigning, and I have tons of respect for the effort made in spite of those conditions. We need that in more places around the state.

Again, we have discussed some of this before, and will discuss it again soon. I’m now thinking I need to adapt my Presidential-level vote series on “surrounding counties” to the Senate and other statewide races. That ought to keep me busy for the next few weeks.

Before we go, one more example that highlights both of the issues I have identified in this post. Take a look at King County, east of Lubbock and north of Abilene (Taylor County). Who would have expected a blue shift in a place like that? Well, here are the numbers for King County in 2012 and 2020:

There was one vote in 2012 for Libertarian Gary Johnson, and no third-party or write-in votes in 2020. This is what a “blue shift” in King County looks like. I’m sure I’m as impressed as you are.

A high level look at the changing suburbs

The Trib takes a broad and high-level look at what I’m digging into now.

Although they didn’t get the blue wave they expected, Democrats narrowed the gap with Republicans in five of the most competitive and populous suburban counties in Texas.

An analysis of the presidential vote in solidly suburban Collin, Denton, Fort Bend, Hays and Williamson counties, plus partly suburban Tarrant County, showed that Republicans went from an advantage of more than 180,000 total votes in those counties in 2016 to less than a thousand votes in 2020, according to the latest data.

“This was not, on a whole, a good night for Democrats, it’s not what they hoped,” said Sherri Greenberg, a professor at the University of Texas at Austin’s LBJ School of Public Affairs. “But Democrats did see some gains and some success flipping areas in the suburbs.”

Some of Democrats’ biggest gains happened in Central Texas. Williamson County, where Trump won by 9.7% four years ago, flipped in 2020 and went to Biden by just over 1%. Hays County, which Trump won by less than 1% in 2016, gave Biden a nearly 11% victory this year. Both counties also supported Democratic U.S. Senate candidate Beto O’Rourke in the 2018 midterm elections.

Greenberg said those two counties are a perfect example of the trend that is helping Democrats in the suburbs: a growing population, particularly in demographic groups that tend to be more left-leaning. Since 2010, Williamson County alone has added more than 160,000 people, according to the U.S. Census Bureau.

“You see a growing population, a younger population, highly educated. Those kinds of voters are moving towards the Democrats,” Greenberg said.

In the Greater Houston area, Fort Bend County, which supported Hillary Clinton in 2016, was even more favorable for Biden, who won by 37,000 votes, compared with Clinton’s roughly 17,000-vote margin in 2016.

Fort Bend’s population is 811,688, and 20% of the population is Asian, according to the U.S. census.

“That county has become pretty solidly Democratic, and that happened quickly,” Cross said. “And it’s because of these younger, more educated and more diverse voters. It’s an example of what the Asian American vote can change.”

In North Texas, in Denton and Collin counties, Republicans expanded their margins from the 2018 midterms, but compared with the 2016 presidential election, Democrats narrowed the gap: In Denton County, Trump’s 20% victory in 2016 shrunk to 8.1% this year, while his margin in Collin County fell from 16% to 4.6%.

Meanwhile in Tarrant County, where Fort Worth is surrounded by a tapestry of suburbs, counting is still ongoing, but the latest results show that Democrats might be able to flip the county.

Not all suburban counties became as competitive as Tarrant. In Montgomery County, north of Houston, where more than 270,000 people voted, Republicans still had a comfortable 44% margin in 2020, 7% less than in the 2016 presidential election.

All of this is true, and there are some nice charts in the story to look at, but it obscures a couple of points. One, with regard to Montgomery County, it’s not the percentage margin that matters, it’s the raw vote differential. Trump won Montgomery county by 104,479 votes in 2016. He won it by 118,969 votes in 2020. It’s nice that the second derivative of their growth curve is now negative, but we need to start shrinking that gap, not just slowing its acceleration. Joe Biden will end up about 650K votes behind Donald Trump. That’s about 160K votes closer than Hillary Clinton got. If we want to make it easier for Biden, or Kamala Harris, or someone else, in 2024, that’s the target. It’s preferable if Montgomery County is not making that job more difficult.

The other point is that this discussion leaves out too much. The reason I wanted to look at all the counties that surround the big urban areas is so we can be aware of the places that are growing into becoming like Montgomery – think Parker and Johnson Counties up north – as well as the small counties that punch well above their weight, like Chambers and Liberty. Maybe we don’t have a clear answer for those places yet, but we need to be thinking about them, and we need to make having a plan for them a priority. We’re just conceding too much ground otherwise.

Counties of interest, part two: Around the Metroplex

Part 1 – Counties around Harris

Dallas and Tarrant Counties are two big squares right next to each other, so I’m combining them into one post.

Most of the attention goes to Collin and Denton counties, for good reason. Even as they stayed red this year, they have shifted tremendously in a blue direction. Basically, a whole lot of Dallas has spilled over the county lines, and the result is what you’d expect. There’s not a whole lot to say here – demography, time, and continued organizing should do the trick.

But once you get past those two counties, it’s a whole lot of red. The Republicans have netted more total votes since 2012 from the other six counties than the Dems have from Denton. Parker County, west of Tarrant, home of Weatherford, ninety percent white and over eighty percent Republican, more than twice as populous now as it was in 1990, is A Problem. Johnson County, south of Tarrant and with nearly identical demographics as Parker while also growing rapidly, is right behind it.

I don’t know that there’s much to be done about those two. There does appear to be more promise in Ellis (south of Dallas, home of Waxahachie), Kaufman (southeast of Dallas), and Rockwall counties. The first two are slightly less white than Parker and Johnson, and all three saw enough growth in Democratic voters in 2020 (at least at the Presidential level; we’ll need to check back on other races) to mostly offset the growth in Republican voting. It’s almost certainly the case that proximity to Dallas County is better for Democratic prospects than proximity to Tarrant. Again, that doesn’t address a big part of the problem, but it at least provides a place to start.

I don’t have a whole lot more to offer, so I’m interested in hearing what my readers from this part of the state have to say. I’ll be honest, I had not given any thought to the geography of this before I started writing these posts. Hell, in most cases I had to do some research to know which counties to look up. I hope that by doing so I’ve helped you think about this.

So how did my simple projection work out?

Remember this? I divided the counties up by how much their voter rolls had grown or shrunk since 2012, then used the 2016 turnout levels and 2018 results to project final numbers for the Presidential election in 2020. Now that we have those numbers, how did my little toy do? Let’s take a look.

A couple of things to acknowledge first. The most up to date voter registration numbers show that the group of counties that looked to have lost voters since 2012 have actually gained them, at least in the aggregate. Second, the actual turnout we got so far exceeded past numbers that we literally couldn’t have nailed this, at least not at a quantitative level. So with that in mind, let’s move forward.

We start with the counties that had seen growth of at least 10K voters on their rolls since 2012. There were 33 of these. Here are the numbers I had in my initial review, updated to include what happened this year.

When I did the original post, there were 12,930,451 registered voters in these 33 counties. As you can see, and will see for the other groups, that increased between August and November, by quite a bit. As you can see, Trump did considerably worse than he had in 2016 with these counties, but better than Ted Cruz did in 2018. That says it all about why this race wasn’t as close as the Beto-Cruz race in 2018. My projection had assumed 2016-level turnout, but we obviously got more than that. Here’s what I had projected originally, and what we would have gotten if the 2020 results had been like the 2018 results from a partisan perspective:

Fair to say we missed the mark. We’ll see how much of a difference that would have made later. Now let’s look at the biggest group of counties, the 148 counties that gained some number of voters, from one to 9,999. Again, here are my projections, with the updated voter registration number:

As discussed, there’s a whole lot of strong red counties in here – of the 148 counties in this group, Beto carried ten of them. They had 2,929,965 voters as of August. What had been my projection, and how’d it go here?

The margin is wider due to the higher turnout, but Biden actually did a little better by percentage than Clinton did, and was right in line with Beto. This is obviously an area of great need for improvement going forward, but the projection was more or less right on target, at least from a partisan performance perspective. But as you can see, even with the more optimistic projection for Biden, he’s already in the hole. Like I said, this is an area of urgent need for improvement going forward.

Now on to the last group, the 73 counties that had lost voters from 2012, at least going by the August numbers. As you can see, that turned out not to be fully true:

As you can see, that decline in registrations has reversed, quite dramatically. I didn’t check each individual county – it seems likely that some of them are still at a net negative – but overall they are no longer in decline. Good for them. As you can also see, Biden performed a little worse than Clinton and Beto, but close enough for these purposes. Let’s compare the projection to the reality:

Which is pretty close to what I had projected originally, just with a lot more voters now. The actual final result is 52.18% to 46.39%, so I’d say my method came closer to the real result than most of the polls did. Clearly, I missed my calling.

All this was done as an exercise in frivolity – as I said at the time, I made all kinds of assumptions in making this projection, and the main one about turnout level was way wrong. The point of this, I think, is to show that while Dems have indeed improved greatly in performance in the biggest counties, they haven’t done as well everywhere else, and while the marginal difference from Obama 2012 to Clinton 2016 and Biden 2020 isn’t much, the overall direction is wrong (even as Biden improved somewhat on the middle group over Clinton), and we’re going to have a real problem making further progress if we can’t figure out a way to improve our performance in these smaller counties. There is room to grow in the big and growing counties – these include some fast-growing and very red places like Montgomery and Comal, for instance – but we’re going to reach diminishing marginal growth soon, if we’re not already there. We need to step it up everywhere else. I’ll be returning to this theme as we go forward. Let me know what you think.

A very simple projection of the November vote

In my earlier post about the current state of voter registrations, I noted that you could see the county-by-county totals in the contest details for the Senate runoff. What that also means is that if you have current (till now, anyway) voter registration totals, you can do a comparison across the counties of where voter registration totals have gone up the most, and how the vote has shifted in recent elections. In doing so, you can come up with a simple way to project what the 2020 vote might look like.

So, naturally, I did that. Let me walk you through the steps.

First, I used the 2020 runoff results data to get current registration totals per county. I put that into a spreadsheet with county-by-county results from the 2012 and 2016 Presidential elections and the 2018 Senate election to calculate total voter registration changes from each year to 2020. I then sorted by net change since 2012, and grouped the 254 counties into three buckets: Counties that had a net increase of at least 10,000 voters since 2012, counties that had a net increase of less than 10,000 voters since 2012, and counties that have lost voters since 2012. From there, I looked at the top race for each year.

First, here are the 2012 big gain counties. There were 33 of these counties, with a net gain of +2,488,260 registered voters as of July 2020.

The shift in voting behavior here is obvious. Hillary Clinton did much better in the larger, growing counties in 2016 than Barack Obama had done in 2012, and Beto O’Rourke turbo-charged that pattern. I have made this point before, but it really bears repeating: In these growing counties, Ted Cruz did literally a million votes worse than Mitt Romney did. And please note, these aren’t just the big urban counties – there are only seven such counties, after all – nor are they all Democratic. This list contains such heavily Republican places as Montgomery, Comal, Parker, Smith, Lubbock, Ector, Midland, Randall, Ellis, Rockwall, and Kaufman. The thing to keep in mind is that while Beto still lost by a lot in those counties, he lost by less in them than Hillary Clinton did, and a lot less than Obama did. Beto uniformly received more votes in those counties than Clinton did, and Cruz received fewer than Trump and Romney.

Here’s where we do the projection part. Let’s assume that in 2020 these counties have 59.8% turnout at 2018 partisan percentages, which is to say Biden wins the two-party vote 54.3% to 45.7% for Trump. At 59.8% turnout there would be 7,732,410 voters, which gives us this result:

In other words, Biden gains 100K votes over what Beto did in 2018. If you’re now thinking “but Beto lost by 200K”, hold that thought.

Now let’s look at the 2012 small gain counties, the ones that gained anywhere from eight voters to 9,635 voters from 2012. There are a lot of these, 148 counties in all, but because their gains were modest the total change is +243,093 RVs in 2020. Here’s how those election results looked:

Obviously, very red. Beto carried a grand total of ten of these 148 counties: Starr, Willacy, Reeves, Jim Wells, Zapata, Val Verde, Kleberg, La Salle, Dimmit, and Jim Hogg. This is a lot of rural turf, and as we can see Trump did better here than Romney did, both in terms of percentage and net margin. Ted Cruz was a tiny bit behind Romney on margin, but did slightly better in percentage. The overall decline in turnout held Cruz back.

Once again, we project. Assume 58.5% turnout at 2018 partisan percentages. That gives us 1,714,030 voters for the following result:

Trump winds up with the same margin as he did in 2016, as the 2018 partisan mix helps Biden not fall farther behind. Trump is now in the lead by about 150K votes.

Finally, the counties that have had a net loss of registered voters since 2012. There were 73 such counties, and a net -17,793 RVs in 2020.

Again, mostly rural and again pretty red. The counties that Beto won were Culberson, Presidio, Jefferson (easily the biggest county in this group; Beto was just over 50% here, as Clinton had been, while Obama was just under 50%), Zavala, Duval, Brooks, and Frio.

Assume 55.9% turnout at 2018 partisan percentages, and for 277,148 voters we get:

Again, basically what Trump did in 2016. Add it all up, and the result is:

That’s actually quite close to the Economist projection for Texas. If you’re now thinking “wait, you walked me through all these numbers to tell me that Trump’s gonna win Texas, why did we bother?”, let me remind you of the assumptions we made in making this projection:

1. Turnout levels would be equal to the 2016 election, while the partisan splits would be the same as 2018. There’s no reason why turnout can’t be higher in 2020 than it was in 2016, and there’s also no reason why the Democratic growth in those top 33 counties can’t continue apace.

2. Implicit in all this is that turnout in each individual county within their given bucket is the same. That’s obviously not how it works in real life, and it’s why GOTV efforts are so critical. If you recall my post about Harris County’s plans to make voting easier this November, County Clerk Chris Hollins suggests we could see up to 1.7 million votes cast here. That’s 360K more voters than there were in 2016, and 500K more than in 2018. It’s over 70% turnout in Harris County at current registration numbers. Had Beto had that level of turnout, at the same partisan percentages, he’d have netted an additional 85K votes in Harris. Obviously, other counties can and will try to boost turnout as well, and Republicans are going to vote in higher numbers, too. My point is, the potential is there for a lot more votes, in particular a lot more Democratic votes, to be cast.

Remember, this is all intended as a very simple projection of the vote. Lots of things that I haven’t taken into account can affect what happens. All this should give you some confidence in the polling results for Texas, and it should remind you of where the work needs to be done, and what the path to victory is.

Early voting in the “next” 15 counties

As you know, there’s been a lot written about primary turnout in the top 15 counties by voter registration in Texas. Much has been said about the large increase in Democratic turnout, accompanied by the much milder increase – and in some counties, decrease – in Republican turnout when compared to 2014 and 2010. This is great, but Texas has 254 counties, and there are a lot of decent-sized metro areas that are not represented in the coverage we’ve seen, Moreover, while the top 15 counties include many blue and purplish counties, the next 15 are much more tilted to the red side. Here, by my reckoning, are those counties:

Webb is strong Democratic; Hays and Jefferson are quasi-Democratic; the rest are varying shades of red. I wanted to know how voting was going in these counties, so off to Google I went. The best story I found in my searches came from Smith County:

Early voting ticked up among Smith County voters for the March primary, and about half of the increase came from people casting ballots for Democrats.

A total of 12,926 early ballots were cast in Smith County, according to the county’s elections division. By party, there were 10,994 ballots cast for Republicans and 1,932 cast for Democrats.

Overall, the numbers represent a 9.5 percent increase in early voting overall as compared with 2014, the last time there was a primary election for local and statewide offices but no candidate for president.

By party, the 2018 early voting numbers represent a 5.6 percent increase for Republicans, who cast 10,409 early ballots in 2014, and a 38.5 percent increase for Democrats, who cast 1,395 early ballots in 2014.

Early voting lasted approximately two weeks, from Feb. 20 through Friday. Polling places were open in five locations in Tyler, Lindale, Whitehouse and Noonday. The primary election is Tuesday.

Mark Owens, a political science professor at the University of Texas at Tyler, said much of the increase in early voters in 2018 could be attributed to an increasing population in Smith County.

The number of registered voters in Smith County is 131,007 in the 2018 primary, a 5.8 percent increase over the 123,867 registered voters at the time of the 2014 primary, according to Owens.

Owens called the early voting turnout “just on par for a growing area.” However, he credited Democrats for having an impact on the increase in early voters in conservative Smith County.

In raw numbers, 1,122 more Smith County residents voted in 2018 over 2014. Republicans accounted for 585 of those ballots, and Democrats accounted for 537 of them.

“To the Democrats’ credit, the voter mobilization efforts are stronger in the fact that this isn’t a primary with as many leading elections at the top of the ticket, so they would see it, from their perspective, of people wanting to vote for (their candidates),” Owens said.

“A really big part of it is candidates coming out to East Texas to listen and encouraging people to go vote,” Owens said. “I think if you look at the numbers, that means something to people.”

I’d call that encouraging. Dems are still vastly outnumbered, but they showed up and increased their totals over 2014. Indeed, the total number of votes cast in the Democratic primary in 2014 was 2,328, so early voting turnout there came close to matching that by itself.

That’s about as good as it gets in terms of being specific. This Lubbock story is pretty representative:

Heading into the last day of early voting for the 2018 primaries, the Associated Press reported that Texas had already set a non-presidential cycle record for the number of people turning out. Before Friday, more than 583,000 Texans in the 15 largest counties had cast early ballots in person, which was already more than the then-record of nearly 510,000 who did so during early voting for 2014′s midterm election.

In Lubbock County there were 15,430 total ballots cast during the 11 days of early voting. That means about 9 percent of registered voters took advantage of the early voting period.

About 400 more votes in Lubbock county were actually cast this year than during early voting in 2014, the last midterm election. This year’s total is about 8,700 votes less than in 2010. During the last primary in 2016, more than 25,000 votes were cast in early voting.

The Lubbock County Elections Office hasn’t yet released the separate vote totals for the Republican and Democratic primaries.

Some of these places make you downright wistful for Stan Stanart. Here’s Hays County:

As of Feb. 26, 4,658 early votes have been accounted for at seven different locations spread across the county. This does not account for the nearly 2,000 votes submitted to the county by mail.

In total, around 6,600 have been counted for, shattering the numbers from previous election cycles in 2014 and 2016.

According to Hays County numbers, roughly 4,500 people voted early in the November Presidential 2016 election, while only 1,768 early votes were counted in November 2014 race.

“We’ve had a very high turnout considering the political season we are in,” said Jennifer Anderson, elections administrator for Hays County. “Democratic turnout has been good and that is to be expected considering the national swing we had with the Presidential election.”

So far, roughly 53 percent of the early voting population voted in the Republican Primary, while 46 percent of the early votes took part in the Democratic Primary.

At least that’s something to go on. In 2014, 8,521 votes were cast in the Republican primary for Governor (this isn’t the same as turnout, since people do undervote in individual races, but I can’t get to the Hays County elections page as I write this, so it will have to do), compared to 3,131 votes in the Dem primary for Governor. If the split this year is something like 53-46, then the Dem share is up by a lot. That’s very good to see.

From Comal County:

Registered voters in Comal and Guadalupe counties have their last chance to cast early ballots today for candidates competing in Tuesday’s Republican and Democratic primary elections.

Voters in both counties flocked to the polls during the 12-day early voting period, which began Feb. 20. Through last Tuesday, 5,654 Comal County residents — about 6 percent of the county’s 95,353 registered voters — had cast early ballots, running ahead of the number and percentage of registered voters who turned out in the 2014 midterm elections.

The rest is behind a paywall. Comal is deep red – think Montgomery County-deep red – so this will be worth watching. In 2014, there were 14,458 Republican primary gubernatorial votes, and 1,647 Democratic votes, so you can see what I mean. Neighboring Guadalupe County has a bit more detail:

Guadalupe County Elections Administrator Lisa Adam said area residents have slowly begun increasing their presence at the polls.

“Our numbers this week have already been higher than in the 2014 gubernatorial primary,” she said. “The first week’s numbers for this year were a little lower than they were in 2014. This week we are actually ahead than the second week of early voting in 2014; not by leaps and bounds, but we are ahead.”

“In the 2014 primary, we had 81,217 registered voters,” she said. “Right now, as of Feb. 1 we have 95,717. We’ve come a long way. We’re adding 300 to 400 registered voters a month. The growth our county is experiencing is incredible.”

In that election cycle, the county saw 14.2 percent of the voting population turn out for the Republican Primary and 2.1 percent for the Democratic Primary, Adam said.

1,688 Dem gubernatorial primary votes, 11,196 Republican. Again, there’s lots of room to grow here.

Brazos County:

Early voting before the March 6 primaries wrapped up Friday with 5,933 Brazos County voters casting ballots.

Most of those, 4,144, came from Republicans, and 1,789 Democrats voted early. The total for the two-week early voting period was helped by a push of 1,467 voters Friday. There are about 105,000 registered voters in the county.

That’s burying the lede here. In the 2014 gubernatorial primary there were 1,927 total Dem votes, and 10,665 total Rep votes. In other words, Dems are way up. Republicans, not so much.

For McLennan County, I turn to my friend Carmen Saenz:

Final numbers for 2018 early voting in McLennan County primary:
Dems: 3054 – 28% of total
GOP: 7778 – 72% of total

Relative to 2014 early voting in the McLennan County primary:
Dems 1085 – 18% of total
GOP 4940 – 82% of total

Although there is a 181.5% increase in the number of Dems voting and only a 57.5% increase in GOP, with an overall increase of 80% these numbers say a lot about the McLennan County Democratic Party.

In a lot of the counties, we’ve seen Dem numbers up a lot with Republican numbers not up much if at all. Both are up here, which makes McLennan a bit of an outlier.

The city of Amarillo is in both Randall and Potter counties. I didn’t find a good story for Randall County, but I did find this for Potter:

In Potter County, there have been 4,940 votes in-person and mail-in since Feb 27. That number is expected to increase by seven tonight, at the end of early voting.

In the 2016 Presidential Primaries, there were 5,284 early votes cast in Potter County.
Breaking down the numbers even further, 4,128 Republicans cast their vote in Potter County, during early voting.

That has surpassed the numbers from the 2016 election, which topped out at 4,031 votes. The Democrats have cast 821 votes, slightly less than 2016 early voting at 988.

That’s 2016. If you look at 2014, there were 810 total votes cast in the Democratic gubernatorial primary. So yeah, it’s up.

Last but not least, Midland County:

The elections offices in Midland and Ector County has seen a dip in voter turnout this early voting season.

As of Friday afternoon in Ector County, election officials counted 5,300 voters.

There are over 74,000 registered voters in Ector County.

As of Friday morning in Midland County, the total number ballots counted was a little over 6,200.

There are over 81,000 registered voters in Midland County.

2014 gubernatorial primaries:

Ector County – 1,320 Dems, 7,778 Republicans
Midland County – 960 Dems, 12,640 Republicans

If there’s a downward trend in these places, it’s probably not because of the Dems.

I’ll return to this later in the week. For now, this is where we stand.

Statewide review: 2016 was like 2008, but not in a good way

There’s no point in beating around the bush, so I’ll just come out and say it: Despite the excitement about increases in voter registration and heavy early voting turnout. statewide Democratic candidates outside of Hillary Clinton generally did not do any better than their counterparts in 2008. Republican statewide candidates, on the other hand, were generally setting new high-water marks for vote totals. Every statewide Republican other than Wayne Christian topped Donald Trump’s 4,681,590 votes, with all of them but one besting it by at least 100,000. Meanwhile, only Dori Contreras Garza’s 3,598,852 votes exceeded President Obama’s 2008 tally. Overall turnout was up in Texas (in absolute numbers, though not in percentage), but while Dem turnout was better than 2012, it didn’t hit any new heights. I fear we may be at a plateau, as we have been in the off years since 2002.

Why am I not more encouraged by Hillary Clinton’s 3.8 million-plus total? Because I estimate at least 100,000 of her votes came from people who supported Republicans in other races, and because the dropoff from her total to downballot candidates was enough to show no visible growth. For these purposes, I’m using judicial races as my metric, as I believe it is a better proxy for partisan intent. I used as a baseline for comparison between 2012 and 2016 two Court of Criminal Appeals races – the 2012 Sharon Keller/Keith Hampton race, and the 2016 Mike Keasler/Robert Burns race. I believe these contests are low enough profile to draw a relatively small number of crossovers, and in this particular case they were the only such races each year to have just a Libertarian candidate in addition, thus allowing for a more apples-to-apples comparison. I put all the county totals into a spreadsheet and then calculated the difference between the two. From a Democratic perspective, there’s good news, so-so news, and bad news.

I’ll get to the news in a second. You can see the spreadsheet here. I’ve put a list of the 62 counties in which Democrats gained votes from 2012 to 2016 beneath the fold. Take a look and then come back, and we’ll talk about what I think this means.

Ready? Democrats really killed it in the big urban counties. Harris, Bexar, Travis, El Paso, and Dallas combined for nearly 240,000 more Democratic votes in 2016, compared to 83,000 for the Republicans, a net of over 150K. Dems took such a big step forward in Harris County that HD144 might not really be a swing district any more, while HDs 132, 135, and 138 are now in the picture as pickup opportunities, with HD126 a little farther out on the horizon. I’ll have more to say about Harris County beginning tomorrow, but I feel like maybe, just maybe, we’ve finally turned a corner. I know that the off-year turnout issue is a problem until we can demonstrate that it’s not, but I believe it’s getting hard to dispute the assertion that there are just more Democrats in Harris County than there are Republicans. I also believe that national conditions will be different in 2018 than they were in 2010 and 2014. Doesn’t mean they’ll necessarily be better, but they will be different, and when you’ve consistently been on the short end of the stick, having conditions change – even if you don’t know how they will change – is a risk you ought to be willing to take.

Democrats also showed a nice gain in the big Latino counties (Hidalgo, Cameron, and Webb), while netting over 9,000 votes in Fort Bend. I’ll be looking at Fort Bend data later as well, and while this wasn’t enough to push any non-Hillary Dems over the top there, it’s a step in the right direction.

The so-so news is that Dems more or less held steady in most of the big suburban counties, by which I mean they mostly lost a little ground but not that much. Other than Fort Bend, Dems posted a solid gain in Hays County and barely gained more votes in Brazoria County than the GOP did. They had modest net losses in counties like Tarrant, Collin, Denton, and Williamson, such that one might feel we are at or near an inflection point in those counties. In math terms, the second derivative is approaching zero. This is a genteel way of saying that we’re falling behind at a slower pace. Better than falling behind in huge chunks, but still not good news.

The bad news is that in several other suburban counties, and basically all the non-Latino rural ones, Democrats got crushed. Montgomery County continues to be a sucking chest wound, with 21,087 more Republican votes and 8,432 more Dems. Comal County is Montgomery’s little brother, with continued steady growth and a deep red tint that shows no signs of abating. And if you’re old enough to remember when Galveston County was reliably Democratic, well, the score here is 10,335 more votes for the GOP, and 1,521 more for the Dems. So, yeah.

It’s the rural counties where things really become dreary. I said the Dems gained votes over 2012 in 62 counties. That means they lost votes in 192 others. Now, most of these are small counties, and the losses themselves were small in most of them; the average loss was 323 votes. But Republicans gained an average of over 700 votes in each of those counties, and as they say after awhile it adds up. Plus, some of these counties are now more exurban than rural, and like the suburbs are seeing steady growth. Two examples for you are Johnson County, northwest of Travis and home of Cleburne, and Parker County, west of Tarrant where Weatherford is. Those counties saw a combined voter registration increase of about 20,000. Of that, 17,201 were Republican and 449 were Democratic. That right there is enough to negate the Democratic net gain in Dallas County.

The single most eye-catching item in here is Polk County, up US59 between Houston and Lufkin; Livingston is the county seat. Unlike Johnson and Parker, it has about the same number of voters as it did four years ago. The difference is that in 2012 fewer than half of registered voters bothered, while this year nearly everyone did. Turnout in the Presidential race in Polk County was an mind-boggling 89.48%, and nearly the entire increase came from Republicans. In this CCA comparison, Mike Keasler got 12,183 more votes than Sharon Keller did, while Robert Burns improved on Keith Hampton by only 1,845 votes. All this with only 38,530 total registered voters. OMG, to say the least.

So what should we be doing about this? Well, we should keep doing what we’re doing in the urban counties, because it definitely bore fruit this year. I’d like to think we’re starting to maybe get a little traction in the suburbs, at least some of them, but it’s going to take a lot more resources and an effort that doesn’t just gear up at campaign time to really get that going. Mostly, we need to have a way to make sure we’re being heard in these places, because I don’t think we are, not outside of the faithful who are there. If I were a fabulously wealthy person who wanted to move the needle outside the urban counties, I’d throw a bunch of money at the Texas Organizing Project and ask them to figure out (and execute) a way to do for these suburbs and exurbs what they’ve been doing in Pasadena. It’s slow and methodical and just one piece of the puzzle, but we have got to start somewhere.

Disaster declaration made

Texas Governor Greg Abbott’s office today confirmed that President Obama has approved the governor’s request for a federal disaster declaration for Fayette, Grimes, Harris and Parker counties. The action paves the way for federal recovery assistance to begin flowing into the Houston area.

“I hope this leads to help for all of our residents who were impacted by the flooding, including our most vulnerable residents in the 17 apartment complexes in the Greenspoint area,” said Mayor Sylvester Turner. “Many of these families have lost everything and they do not have the financial means to recover. They have a whole host of needs that include housing, transportation and more. I urge the Federal Emergency Management Agency to be flexible in its decision making regarding assistance for these residents.”

More than 1900 apartment units were damaged in the 17 complexes in Greenspoint. Approximately 200 of these units took in as much as six feet of water. In addition, hundreds of single-family homes in Houston along White Oak and Brays Bayous also suffered extensive damage.

Houston residents and business owners who sustained losses in Harris County can apply for assistance by registering online at www.DisasterAssistance.gov, calling 1-800-621-FEMA (3362), or by a web enabled mobile device at m.fema.gov.

The City of Houston has established a website to help residents navigate the disaster recovery process, which includes the latest information from FEMA, as well as ways to receive and give help following the flooding. Visit houstonrecovers.org for more information.

The Harris County engineering department has opened a phone line for residents seeking information on permits and inspections they may need to rebuild flood-damaged homes.

Residents can call 713-274-3880 from 7 a.m. until 10 p.m. daily.

Depending on where residents live and the type of structural repair necessary, they might need an inspection and development permit from the county. County officials are encouraging people to call the number to sort out what steps they need to take.

Again, please get all the help you need, and take all necessary steps to protect yourself from unscrupulous operators who would try to cheat or deceive you in making repairs.

San Antonio moves past Dallas

They’re #2! Not that it really matters.

[San Antonio’s] 1.3 million residents put it at the No. 2 spot for Texas’ largest cities and had the office of Mayor Julián Castro declaring San Antonio’s “rising prominence as one of America’s fastest-growing big cities.”

San Antonio followed Houston, the state’s largest city with 2 million residents, and came in before Dallas, with 1.1 million.

At best, the ranking may be useful at a pep rally.

At worst, it can mislead.

“People see that, and they think we should have a football team,” said County Judge Nelson Wolff. “It’s nice bragging rights, but as far as a meaningful economic engine, compared to Dallas, we’re insignificant.”

For those looking at population figures more holistically, the Metropolitan Statistical Area figures are most important.

In that lineup, San Antonio comes in distant third after Dallas and Houston.

The latest figures from the Census Bureau’s 2005-2009 American Community Survey, which are estimates, put the Dallas-Fort Worth area, which encompasses 12 counties, at 6.14 million people; and the Houston area, which encompasses 10 counties, at 5.59 million.
San Antonio’s MSA, which takes in an eight-county area, comes in at No. 3 with a total population of 1.97 million.

I’m not sure why they’re using such old data when the 2010 numbers are right there. By my count, the San Antonio MSA adds up as follows:

To put that in some perspective, the non-Bexar total is less than Montgomery (455,746) and Fort Bend (585,375) by themselves; Collin (782,314) and Denton (662,614) are even bigger. Heck, Parker County (116,927) is larger than everything outside of Bexar except Guadalupe. Until Austin and its environs is considered part of San Antonio’s MSA, it’s not catching up to Houston or D/FW any time soon.
