This means Afghanistan did some good. If they didn’t fear us, they wouldn’t bother denying it.
I’m going to play with Hamas’ own words to justify the bombing of Gaza City:

He does not know if they are globally-recognized, self-avowed leaders of terrorist organizations or civilians illegally used under the Geneva Convention as human shields. But we are not targeting at all Palestinian targets,”
