CD28

DCCC starts with two targets in Texas

Consider this to be written in chalk on the pavement, pending the new Congressional maps.

The Democratic Congressional Campaign Committee announced Tuesday that it will target two Republican-held districts in Texas — the ones currently held by Reps. Tony Gonzales of San Antonio and Beth Van Duyne of Irving. They were one of 22 districts nationwide that the committee included on its 2022 target list, which it emphasized as preliminary due to redistricting.

Last election cycle, the DCCC sought to make Texas the centerpiece of its strategy to grow its House majority — and came up woefully short. They initially targeted six seats here and later expanded the list to 10 — and picked up none of them.

Van Duyne’s and Gonzales’ races ended up being the closest. Van Duyne won by 1 percentage point to replace retiring Rep. Kenny Marchant, R-Coppell, while Gonzales notched a 4-point margin to succeed Rep. Will Hurd, R-Helotes, who was also retiring.

The shape of those races remains very much in question more than a year and a half out from Election Day, most notably because Texas lawmakers are expected to redraw congressional district lines in a special session of the state Legislature later this year. Texas is on track to gain multiple congressional seats due to population growth. Republicans control the redistricting process and may be be able to make Gonzales’ and Van Duyne’s seats more secure.

On paper, Van Duyne’s 24th District looks to be the most competitive in 2022. It was the only GOP-held district in Texas that Democratic President Joe Biden won — and he carried it by a healthy margin of 5 points. The DCCC has already run TV ads against Van Duyne this year.

Biden, meanwhile, lost Gonzales’ 23rd District by 2 points. The 23rd District is a perennial swing seat that stretches from San Antonio to near El Paso and includes a large portion of the Texas-Mexico border.

As noted, the Republicans have their target list as well, which will also be affected by whatever the final maps look like as well as any retirements. CD24 is an obvious target, but if the map were to remain exactly as it is now I’d have several CDs higher on my list than CD23 at this point based on 2020 results and demographic direction. I’d make CDs 03, 21, 22, and 31 my top targets, with CDs 02, 06 (modulo the special election), and 10 a rung below. I’d put CD23 in with that second group, but with less conviction because I don’t like the trend lines. Again, this is all playing with Monopoly money until we get new maps.

Just to state my priors up front: I believe there will be electoral opportunities in Texas for Congressional candidates, though they will almost certainly evolve over the course of the decade. I believe that if the economy and President Biden’s approval ratings are solid, the 2022 midterms could be decent to good, and that we are in a different moment than we were in back in 2009-10. I also know fully well that the 2022 election is a long way off and there are many things that can affect the national atmosphere, many of them not great for the incumbent party. I was full of dumb optimism at this time in 2009, that’s for sure. I also had extremely modest expectations for 2018 at this point in that election cycle, too. Nobody knows nothing right now, is what I’m saying.

A few names begin to emerge for CD06

Rep. Ron Wright

A special election will take place later this year to succeed Republican Rep. Ron Wright, who died Sunday after contracting COVID-19, and a few names have already surfaced in both parties as possible special election candidates. Understandably, though, would-be contenders are hesitant to say much so soon after the incumbent’s death.

On the Republican side, Arlington Mayor Jeff Williams said he would think about the race at a later date. Fort Worth City Council member Cary Moon, meanwhile, didn’t directly indicate if he was interested in his communication with the Fort Worth Star Telegram, though he did describe himself as “a business owner with good ties to the district.”

The Dallas Morning News notes that some Republicans may be waiting to see if the congressman’s widow, Susan Wright, runs before deciding what they’d do. The paper also mentions Tarrant County Sheriff Bill Waybourn as a possible contender. Waybourn later put out a statement “asking everyone on behalf of Congressman Wright’s family to refrain from speculating on who might replace such an amazing man – that season is not here yet.”

One Republican who did say he wouldn’t be campaigning here is former Rep. Joe Barton, who represented Texas’ 6th District for 17 terms before leaving office amid a sex scandal in 2018. Barton did, however, take the chance to name state Rep. David Cook and Waxahachie Mayor David Hill as potential candidates for Team Red.

On the Democratic side, 2020 nominee Stephen Daniel said he was thinking about another try. 2018 nominee Jana Lynne Sanchez, who went on to serve as Daniel’s campaign manager, did not address her plans in her statement about Wright’s death, saying, “[W]e can talk about politics later.” The Dallas Morning News also mentioned state Sen. Beverly Powell as a possibility, while Barton speculated that state Rep. Chris Turner “would be a good candidate” for the Democrats.

See here for the background. Both Sen. Powell and Rep. Turner are based in Tarrant County, where the bulk of CD06 is and where Dems took a majority of the vote in that part of the district in 2020. That would be the key to winning a special election, especially a special election runoff. Neither they nor Rep. Cook would risk their own seat in the process, since they would remain in place until and unless they won. It may be early to speak publicly about this seat, but it’s not too early to call around a bit and see what kind of financial support might be available. My guess is that we may start hearing some actual candidate-speak next week, and for sure we’ll hear it once the date for the special election is set.

For what it’s worth, the last special election in Texas to succeed a member of Congress that had died was in 1997. Rep. Frank Tejada of CD28 died on January 30 from pneumonia after having battled brain cancer. The special election to succeed him happened almost immediately, on March 15; Ciro Rodriguez won the runoff four weeks later. Election law was different then, in that there were more uniform election dates, including one in March, which meant the next legal election date following Rep. Tejada’s passing was right there. The lead time for the election was also shorter, since the MOVE Act was not in place then. I expect that this special election will be set for May, the next uniform election date on the calendar, and we’ll need to have an announcement about it in the next couple of weeks.

Republicans have their own Congressional targets for 2022

I have three things to say about this.

Rep. Lizzie Fletcher

Fresh off a 2020 election cycle in which they held the line against an ambitious Democratic campaign to capture U.S. House seats in Texas, national Republicans are signaling they’ll go on the offensive here in 2022, with an emphasis on South Texas.

The National Republican Congressional Committee, the campaign arm of House Republicans, announced Wednesday that it’s targeting five Texas Democrats in the U.S. House as they seek to regain their majority in 2022. The list of targets is three more than the GOP seriously targeted last year and includes three Democrats in South Texas where the party underperformed in November.

The first round of 2022 pickup opportunities includes the seats held by Reps. Colin Allred of Dallas, Henry Cuellar of Laredo, Lizzie Fletcher of Houston, Vicente Gonzalez of McAllen and Filemon Vela of Brownsville. There are 47 seats total on the initial national target list.

Allred and Fletcher flipped their seats in 2018 and fended off major Republican challenges last election cycle when they were also NRCC targets. Cuellar, Gonzalez and Vela, however, are new to the national GOP radar after President Joe Biden carried their traditionally blue districts by surprisingly small margins, part of trend of Democratic underperformance across South Texas last year that alarmed the party.

Republicans are especially emboldened after the NRCC’s Democratic counterpart, the Democratic Congressional Campaign Committee, targeted 10 GOP-held seats in Texas last election cycle and won none.

The DCCC has not yet named its 2022 targets in Texas, though it has already included freshman U.S. Rep. Beth Van Duyne, R-Irving, in an early attack ad campaign. Van Duyne won her seat in November by under 2 points.

1. The Democrats went big in 2020 following the very successful 2018 election, in which they came closer than expected in several districts that had seemed way out of reach before, including a couple where they had run undistinguished and underfunded candidates (basically, CD24). The Republicans are now trying to do the same. It’s what I’d do in their position, but as we can attest, past performance does not guarantee future results.

2. Of course, the Republicans can help put a thumb on the scale in the redistricting process. Some early maps have suggested that at least one of those South Texas seats could be made a lot redder. Things can and almost certainly will change between now and when the final maps are signed into law, not to mention the first attempts to litigate them. The NRCC isn’t committing to anything now, they’re just trying to raise a few bucks. There’s nothing like a thirsty target list to get donor hearts beating.

3. I’ve said it before but it bears repeating: The national atmosphere will have a big effect on who becomes a legitimate target and who is a mirage. In our sample of two Trump-era elections, Democrats did much better when Trump himself was not on the ballot, which will be the case in 2022. That’s also the first Biden midterm, which usually bodes well for the opposition party. On the other hand, if COVID has largely been beaten back and the economy is roaring again, that’s great for the Dems. And on the other other hand, the Republicans can claim that success for themselves here in Texas, as its ruling party. In other words, nobody knows nothin’ yet.

Precinct analysis: Presidential results by Congressional district

From Daily Kos Elections, the breakdown of how Presidential voting went in each of Texas’ 36 Congressional districts:

Two districts did in fact flip on the presidential level: Trump lost the 24th District in the Dallas-Fort Worth suburbs while recapturing the 23rd District along the border with Mexico. Biden, however, made major gains in a number of other suburban districts and nearly won no fewer than seven of them. Trump, meanwhile, surged in many heavily Latino areas and likewise came close to capturing three, but except for the 24th, every Trump seat is in GOP hands and every Biden seat is represented by Democrats. The 24th, which includes the suburbs north of Dallas and Fort Worth, is a good place to start because it saw one of the largest shifts between 2016 and 2020. The district began the decade as heavily Republican turf—it backed Mitt Romney 60-38—but Trump carried it by a substantially smaller 51-44 margin four years later.

Biden continued the trend and racked up a 52-46 win this time, but the area remained just red enough downballot to allow Republican Beth Van Duyne to manage a 49-47 victory in an expensive open-seat race against Democrat Candace Valenzuela.

Biden fell just short of winning seven other historically red suburban seats: the 2nd, 3rd, 6th, 10th, 21st, 22nd, and 31st, where Trump’s margins ranged from just one to three points and where the swings from 2016 ranged from seven points in the 22nd all the way to 13 points in the 3rd, the biggest shift in the state. However, as in the 24th, Biden’s surge did not come with sufficient coattails, as Republicans ran well ahead of Trump in all of these seats. Two seats that Democrats flipped in 2018 and stayed blue last year also saw large improvements for Biden. The 7th District in west Houston, parts of which were once represented by none other than George H.W. Bush from 1967 to 1971, had swung from 60-39 Romney to 48-47 Clinton, and Biden carried it 54-45 in 2020. Democratic Rep. Lizzie Fletcher won by a smaller 51-47 spread against Wesley Hunt, who was one of the House GOP’s best fundraisers. The 32nd District in the Dallas area, likewise, had gone from 57-41 Romney to 49-47 Clinton. This time, Biden took it 54-44 as Democratic Rep. Colin Allred prevailed 52-46.

Biden’s major gains in the suburbs, though, came at the same time that Trump made serious inroads in predominantly Latino areas on or near the southern border with Mexico. That rightward shift may have cost Team Blue the chance to flip the open 23rd District, which stretches from San Antonio west to the outskirts of the El Paso area.

CD23 went from being a Romney district to a Clinton district to a Trump district, though in all cases it was close. The red flags are in CDs 15, 28, and 34. In CD15, incumbent Vicente Gonzalez won by only three points, in a district Biden carried by one point, a huge drop from Clinton’s 57-40 win in 2016. Everyone’s least favorite Democrat Henry Cuellar had an easy 19-point win, but Biden only carried CD28 by four points, down from Clinton’s 20-point margin. It’s not crazy to think that Jessica Cisneros could have lost that race, though of course we’ll never know. This wasn’t the scenario I had in mind when I griped that CD28 was not a “safe” district, but it does clearly illustrate what I meant. And Filemon Vela, now a DNC Vice Chair, also had a relatively easy 55-42 win, but in a district Biden carried 52-48 after Clinton had carried it 59-38. Not great, Bob.

We don’t have the full downballot results – we’ll probably get them in March from the Texas Legislative Council – but the Harris County experience suggests there will be some variance, and that other Dems may do a little better in those districts. How much of this was Trump-specific and how much is long-term is of course the big question. The Georgia Senate runoffs, coupled with the 2018 results, suggest that having Trump on the ballot was better for Republicans than not having him on the ballot. On the other hand, 2022 will be a Democratic midterm year, and the last couple of them did not go well. On the other other hand, Trump is leaving office in complete disgrace and with approval levels now in the low 30s thanks to the armed insurrection at the Capitol, and for all the damage he did to the economy and the COVID mitigation effort, Biden is in a position to make big progress in short order. It’s just too early to say what any of this means, but suffice it to say that both Ds and Rs have challenges and opportunities ahead of them.

There are some very early third-party efforts at drawing new Congressional districts – see here and here for a couple I’ve come across. We still need the actual Census numbers, and as I’ve said before, the Republicans will have to make decisions about how much risk they want to expose themselves to. The way these maps are drawn suggests to me that “pack” rather than “crack” could be the strategy, but again this is all very early. There is also the possibility that the Democratic Congress can push through voting rights reform that includes how redistricting can be done, though the clock and potentially the Supreme Court will be factors. And if there’s one thing we should have learned over the last 20 years, it’s that due to Texas’ rapid growth, the districts you draw at the beginning of the decade may look quite a bit different by the end of the decade. We’re at the very start of a ten-year journey. A lot is going to happen, and the farther out we get the harder it is to see the possibilities.

Once again with female Congressional candidates

This is another post that was drafted in the Before Times, specifically right after the March primary. I went through the runoffs and assessed all of the races that could or would contain a female candidate or incumbent against a male opponent or open seat with a retiring male incumbent, mixed in the likelihood of said female candidate winning, and presented a range of possibilities for the number of female members of Congress in Texas in 2021, a number that now stands at six. That’s six female members of Congress out of 36 total – five Democrats (out of 13 total) and one Republican (out of 23). With the lineups for November settled, let’s do a quick review, then you can click on to see what I had written originally.

First of all, the next member of Congress in CD24 will be a woman, either Democrat Candace Valenzuela or Republican Beth Van Duyne. It would be nice to say that this means the number of women in Congress from Texas will go up, but Rep. Lizzie Fletcher could lose her race to Wesley Hunt, which would leave us at six as before. I think as things stand right now Fletcher is a clear favorite to win, but we have to allow for the possibility.

Other than Van Duyne, the only Republican running in a competitive district is Genevieve Collins in CD32 against Rep. Colin Allred, who like his fellow freshman Fletcher is the favorite to win but could lose if things go poorly from here. CD24 is one of the more Dem-leaning seats that are currently held by Republicans, but since it’s Republican-held I’d say it has slightly better odds of staying red than CD07 or CD32 have of flipping to red. Republicans can add up to two women to their caucus, and they can subtract one from the Democratic caucus, but I think the single most likely outcome is that Rep. Kay Granger remains the only Republican woman in Congress, and Rep. Lizzie Fletcher gets another term.

If that’s the case, then Dems will add at least one woman to their caucus, but given the bigger picture it’s nearly impossible to imagine that it would be one and only one. I can’t envision a scenario in which Candace Valenzuela wins but Gina Ortiz Jones does not. Wendy Davis is a notch behind those two, and then a little further behind we have Sima Ladjevardian, Lulu Seikaly, Julie Oliver, and Donna Imam. A gain of two Democratic women feels like the single most likely possibility, followed very closely by a gain of three. Four or more is more remote, but not at all out of the question.

That’s the nickel summary. More recently, The 19th wrote about this from a national perspective, with a focus on Republican efforts to recruit more and better female candidates for Congress. They all pretty neatly avoid the Donald Trump-shaped elephant in the room, but that’s their problem. The progressives and the runoffs

Judging from March, the ideological left wing of the Democratic Party in Texas should be inconsolable.

After months of high hopes, the faction ran into a centrist buzz saw in the March 3 primary. Joe Biden practically locked up the Democratic presidential nomination, and progressive candidates experienced electoral drubbings.

Among the fallen: presidential candidates Bernie Sanders and Elizabeth Warren, congressional candidate Jessica Cisneros, U.S. Senate hopeful Cristina Tzintzún Ramirez, and Audia Jones, a candidate for Harris County District attorney endorsed by Sanders.

But rather than licking their political wounds, leading progressive candidates still in the fight say they’re invigorated — and eager to use the coronavirus pandemic, fights over voting by mail and calls for police reform to score some late victories in the July runoffs.

“Every time we have a progressive run, we get a little bit closer,” said Sara Stapleton-Barrera, who is in a runoff against state Sen. Eddie Lucio Jr., D-Brownsville. “I feel like we’re slowly winning the war, but we have to get through some of these battles first.”

Perhaps the most energy is coming from Austin, where two runoffs have the attention of progressives. José Garza is competing in the nationally watched Democratic primary runoff for Travis County district attorney. Mike Siegel is vying for his party’s nomination in the 10th Congressional District’s Democratic primary runoff.

Garza’s race is where the focus on police reform is arguably the clearest. Even before the death of George Floyd at the hands of Minneapolis police prompted protests nationwide, Garza was challenging incumbent Margaret Moore from the left, arguing she was too harsh in her prosecution of nonviolent offenders. He earned the most votes in March and has promised to bring all police shootings and more police misconduct cases before a grand jury. He has also pledged not to accept campaign contributions from police unions.

Moore, meanwhile, has accused him of being inexperienced with the local criminal justice system and running a campaign focused on national issues instead of local ones.

In the 10th Congressional District, Siegel is running on a platform that includes supporting “Medicare for All” and the Green New Deal. Siegel will face Dr. Pritesh Gandhi, who has cited his medical experience while pitching Medicare Extra, a proposal that does not go as far as Medicare for All and leaves some private insurance in place.

“I think this is the exact moment in history when progressives are in a place to lead, and it’s because the times have caught up the policies we’re fighting for,” Siegel said. “This is the time to run as a progressive. I feel really good not just about my chances, but the movement overall.”

Another runoff that has drawn the attention of some national progressives is the one for the 24th Congressional District, where Kim Olson and Candace Valenzuela are competing to replace retiring U.S. Rep. Kenny Marchant, R-Coppell. The seat is a national Democratic target.

Valenzuela has endorsements like the Congressional Progressive Caucus and Warren, but the runoff has not as sharply split along ideological lines as much as it has on issues of experience and racial identity. Valenzuela, a former Carrollton-Farmers Branch school board member, and her allies are hammering Olson over her time as human resources director for the Dallas Independent School District. Valenzuela and her supporters are also touting that she would be the first Afro-Latina to serve in Congress. Olson is white.

But the divide might be clearest in South Texas, where the winner of the state Senate runoff between Lucio and Barrera will be the overwhelming favorite to win the seat in November.

I’ve said repeatedly that beating Eddie Lucio in SD27 will do more for progressives than beating Henry Cuellar in CD28 ever could have done, because of the relative sizes of the two legislative bodies and the outsized influence Lucio has in the 12-member (for now) Dem Senate caucus. Lucio is terrible, and I’m delighted that that particular race has finally gotten the attention it needs. I think one reason why maybe it didn’t get as much attention earlier is because Sara Stapleton Barrera isn’t necessarily “the” progressive candidate in that race. If Ruben Cortez had finished second, people would be rallying behind him now. This race is much more about Eddie Lucio, and I’d say it’s only now that we’re down to one candidate against him that the race has been viewed through that lens.

As for CD10, I mostly shrug my shoulders. I think Medicare For All is a fine goal to work towards, but Medicare For Those Who Want To Buy Into It is much more easily achieved in the short term, with far less disruption to the existing system and far less resistance from people whose employer-based (possibly collectively-bargained) plan is just fine for them. If we’re lucky enough to have a Democratic Senate in 2021, I think what can get passed by that Senate is what we’re going to get. Will having more pro-Medicare For All members of Congress affect that outcome? Maybe. It’s hard to say. I like Mike Siegel and would vote to give him a second chance to topple Mike McCaul if I lived in CD10, but I think either Siegel or Pritesh Gandhi will be a fine addition to Congress and a major upgrade over the incumbent. Same in CD24, with Kim Olson and Candace Valenzuela, each a good candidate with different strengths and appeals but no major differences on policy.

The race that definitely has the potential to have a big effect is the Travis County DA race, where the ideological lines are clear and the ability for the upstart to make a difference if they win is great, though not unbound. Please feel free to set a good example for the rest of us, Travis County.

As for whether this is another step in a long march towards more liberal candidates and officeholders, I’d say yes, and that we’ve already been on that march for a long time. Ideological sorting is a thing that has been happening for a few decades now. You can see the effect just in recent years – the Democratic waves of 2006 and 2008 included a lot of candidates whose politics included “fiscal responsibility”, support from the NRA, opposition to same-sex marriage, immigration restrictionism, and a host of other views that were very much not shared with the class of 2018. The Democratic Party is a big tent, which means there will always be room for vicious family fights over various issues. Having some number of Never Trumpers inside that tent will just make it all more exciting. It’s fine, and I’d rather be dynamic than stagnant. And every primary and primary runoff, the main emotion many of us will feel will be “thank prime that’s over, now let’s please get on to the general election”. Same as it ever was.

2020 primary results: Senate and Congress

In the US Senate primary, MJ Heger is clearly headed to the runoff. It’s less clear who’s in second place, in part because the statewide results are so out of date on both the Trib and SOS pages. As of this draft, these pages show Royce West trailing Cristina Tzintzún Ramirez by three points, with 64,041 votes cast for him. However, as of the same time, the Dallas County election results show West with 58,873 votes, just in Dallas. Suffice it to say, the statewide results are not up to date. My guess is that West finishes second, but check back later.

For Congress:

– Sima Ladjevardian was close to 50% in CD02 after early voting, but slipped back a bit from there and will be in the runoff with Elisa Cardnell.

– Mike Siegel was leading in CD10 as far as I could tell, but it’s not clear who he’ll face in the runoff.

– Sri Kulkarni appears to be over 50% in CD22. I very much hope that race ended last night.

– Wendy Davis (CD21) and Gina Ortiz Jones (CD23) were winning easily, and Julie Oliver (CD25) was also headed to victory. Kim Olson and Candace Valenzuela were basically tied in CD24 and will face off in May, as will Sean McCaffity and Lulu Seikaly in CD03. Christine Eady Mann and Donna Imam made the cut in CD31. Elizabeth Hernandez appeared to be leading Laura Jones in CD08.

– Henry Cuellar seems to have held on in CD28, and on the Republican side Kay Granger was doing the same in CD12. So Republicans will still have at least one female member of Congress from Texas.

– Sheila Jackson Lee and Al Green won easily against their challengers.

– Pete Sessions will be in the runoff in CD17, and Troy Nehls gets to face Kathaleen Wall and her millions of dollars in CD22. I pity everyone who will have to suffer through the TV commercials.

One more of these to go.

UPDATE: The Chron says it’s Mike Siegel and Pritesh Gandhi in the CD10 runoff, with Shannon Hutcheson finishing third. That’s a rare failure for a female candidate in any Dem primary from this year.

What is “safe”?

Saw this on Twitter, and it got me thinking:

AOC isn’t the only person I’ve observed referring to CD28 as “safe” Democratic. This WaPo story from 2019, reprinted in the Trib, calls CD28 “a strongly Democratic district…which gave the president just 38.5 percent of the vote in 2016”. This DMN story has a subhed that calls CD28 “Vast and overwhelmingly Democratic district”, and notes that “Trump lost here by 20 percentage points”. The American Prospect is a bit more circumspect, saying CD28 is “a safely (though not extremely) blue district, with a +9 Democratic lean”, and also noting the 20-point margin for Clinton over Trump in 2016.

But 2016 isn’t the only election we’ve ever had, and the Clinton-Trump matchup isn’t the only data point available. Here’s a broader look at the recent electoral history in CD28:

Yes, in 2014, John Cornyn topped David Alameel in CD28. To my mind, if it is possible for a candidate of the other party to beat a candidate of your own party in a given district, that district is by definition not “safe”. It’s true that in Presidential years, most Democrats win CD28 comfortably, with the closest call being a win by just under 10 points. But in off years, even factoring out the crapshow that was the Alameel campaign, Dems generally win CD28 by smaller margins.

None of this is to say that CD28 is a swing district. It’s not, and I have no reason to be concerned about it in 2020. But if Trump-versus-Clinton-in-2016 is the gold standard here, I’ll point out that of the six districts Dems are targeting this year, four of them (CDs 02, 10, 22, and 31) were won by Trump by larger margins than Wendy Davis won CD28 by in 2014 and Lupe Valdez won it by in 2018. Different years, different conditions, and different candidates may provide a different perspective.

Another way of looking at this is to see how Democratic CD28 is compared to other Congressional districts represented by Democrats:

All other Dem-held districts were at least 63% for Clinton and 70% for Beto. Again, none of this is to say that CD28 is vulnerable. Whoever wins the CD28 primary will be the strong favorite, like 99%+, to win it in November. This is not a comment on that race, but on public perception and objective reality. It’s why I generally try not to make blanket statements like “safe district” but try instead to put a number or two on it, so you have some context to my evaluation. I doubt anyone will adopt this as their style guide, but it’s very much how I prefer to operate.

And I have to say, I might have let this go by if I hadn’t also seen this little gem in the Chronicle story on the announced resignation of State Sen. Kirk Watson:

Abbott soon will have to schedule a special election for the remainder of Watson’s four-year term, which ends in 2022. Watson’s District 14, which mostly lies in Austin, leans Democratic.

In the Senate primary, there’s MJ Hegar and there’s everyone else. Her totals above understate her lead in the money race, because VoteVets will be spending on her candidacy as well. I would have thought Royce West would have raised more, and I thought Cristina Tzintzun Ramirez might have done better as well, but here we are. I do think the eventual nominee will be able to raise plenty of money, and will likely get some national help as well. For sure, we know Hegar is on the DSCC’s list; whether that transfers to someone else if she falls short remains to be seen.

I’ve expressed some skepticism about Jessica Cisneros in her primary against incumbent Henry Cuellar, but she’s proven she can raise money – in fact, she outraised him for this quarter, though obviously Cuellar still has a big cash on hand advantage. I can’t say I’ve ever been enthusiastic about her candidacy – she seemed awfully green at the beginning, and as someone who had moved back to Laredo to run this race she didn’t strike me as the kind of candidate that could give him a serious challenge. But man, Cuellar is a jackass, and I’m sure that’s helped her in the fundraising department. He’s also now got some national money coming in, which suggests at least a little case of the nerves. This is the marquee race that’s not in Harris County for me, though I will reiterate what I said before about taking out Cuellar versus taking out Eddie Lucio.

Sima Ladjevardian made a big splash in CD02, and around the same time as her announcement of her Q4 haul the DCCC put CD02 on its target list, adding it to the six other seats (CDs 10, 21, 22, 23, 24, and 31) that were already there. I assume the two are related, though Elisa Cardnell keeps chugging along.

Even though there was a long history of Democratic challengers to Republican Congressmen not raising any money, we all got used to the idea of our candidates breaking records and putting up very impressive totals in 2018. Look at the January 2019 summary that I linked to above, which adds it up for the cycle. Even candidates in completely non-competitive districts were topping $100K, even $200K or more. So maybe some of the totals you see here have you a bit jaded, like “oh, sure, we can raise money now, we’re good at that now”. If that’s what you’re thinking – and I don’t blame you, I feel that way too – I invite you to look back at the January 2018 summary, which is the point in time from that cycle that we’re in now. Look in particular at CDs 03, 10, 22, and 24, where candidates this time around have in some cases done better by an order of magnitude than their counterparts – who in some cases were themselves – did two years ago. Look at Julie Oliver in CD25 – she hadn’t even cracked $20K at this point in 2018. We are in such a different world now.

I could go down the list and look at all the race, but you can see the totals. There are no surprises here, in the sense that the candidates you’d expect to do well are indeed doing very well. Only CD31 is underperforming, at least relative to the other districts, but Christine Mann has stepped it up a bit and Donna Imam is willing to throw some of her own money in the pot. With the DCCC jumping into CD02, we’ve already expanded the field, and with the numbers so far it will be easy to expand it further. If this all still feels a little weird to you, I get it. Things were the way they were for a long time. They’re not that way any more, and I for one am glad to adjust to that.

After-deadline filing review: Congress

Let’s continue our walk through the filings. I’m going to take a look at some of the interesting Congressional races, skipping over the ones we just looked at.

CD01: It’s still not remotely competitive, but I once again want to salute Hank Gilbert for fighting the good fight against the preposterous Louie Gohmert. Seriously, if you saw a character based on Gohmert in a TV show or movie, you’d be complaining about what an insulting and outdated stereotype of a Texan he was. If only. Anyway, Hank’s candidacy is a reminder that good people do exist everywhere, and that Louie Gohmert is also complicit in Trump’s Ukraine-related crimes.

CD03: In the end, Tanner Do did file, joining Sean McCaffity and Lulu Seikaly. Not a top tier race, but on the radar.

CD17: Rick Kennedy is running again. He’s joined in the primary by David Jaramillo and William Foster. If you’ll excuse me, I’m going to go pour one out for Chet Edwards.

CD21: It’s Wendy Davis and Jennie Lou Leeder, and that’s it. I’m actually a little surprised no one else jumped in, though the way Davis has been crushing it at fundraising, as well as her name brand, it’s not that surprising.

CD23: Basically, it’s Gina Ortiz Jones and a bunch of people who have not established much of a presence in the race. I do not understand why Rosey Abuabara has not filed a finance report. Liz Wahl, the first person connected with CD23 this cycle, did not file.

CD24: We’re familiar with the main players in this group – Kim Olson, Candace Valenzuela, Crystal Fletcher, Jan McDowell, John Biggan. I still feel like we could have won this seat last year with a stronger nominee. As long as we avoid that mistake this time, we should have a great shot at it now.

CD25: Julie Oliver and Heidi Sloan, and that’s it. Another not-top-tier race, but still one to watch.

CD31: All five of the people mentioned here, plus one more, filed. I would really like to see at least one of them post a strong Q4 finance report.

Incumbents: We know about the challenges to Reps. Al Green and Sheila Jackson Lee, and of course the Henry Cuellar/Jessica Cisneros matchup is the marquee attraction. Other incumbents who face primary opponents: Joaquin Castro (CD20, two opponents), Eddie Bernice Johnson (CD30, three opponents), Marc Veasey (CD33, one opponent), Filemon Vela (CD34, two opponents), and Lloyd Doggett (CD35, one opponent). I do not expect any of them to have any trouble. All other Dem incumbents are unopposed in March.

Other races: None of these outside-the-Houston-area districts are competitive, but they all have contested primaries anyway: CDs 12, 13, 14, 26, 27. They contain a mix of new and repeat candidates. Godspeed to them all.

The “Has Not Yet Filed” list

Today is the actual, official filing deadline. Anyone who has not filed for a spot in the primary by 6 PM today is not a candidate for a Democratic nomination in 2020. A whole lot of people have already filed, and a whole lot more will file today – I’m going to have a lot to talk about with this tomorrow and for the rest of the week – but there are still a few notable absences (with the caveat that the SOS list may not be complete). So with that in mind, here are the “why aren’t they there yet?” list to ponder as the hours tick down.

US Senate: MJ Hegar is not yet listed. John Love, the Midland City Council member who announced his candidacy in October, has ended his campaign, on the grounds that he lacked the time and finances. Good for him for recognizing his situation, and I hope he looks at 2022 for another possible statewide campaign. Eleven candidates have filed so far, Hegar will make it 12 when she makes it official.

US Congress: Reps. Joaquin Castro (CD20) and Colin Allred (CD32) are not on the list as of Sunday evening. Some of the more recent entrants in CDs 03 and 31 – Tanner Do, Chris Suprun, Dan Jangigian – are not yet on the list. Much-ballyhooed CD28 challenger Jessica Cisneros is not yet on the list. Wendy Davis has CD21 to herself right now, as Jennie Leeder has not yet appeared. CDs 19, 27, and 36 do not yet have Democratic candidates. And while this has nothing to do with our side, the Republican field in CD22 is mind-bogglingly large. Good luck with that.

Railroad Commissioner: Kelly Stone had not filed as of Sunday, but she has an event on her candidate Facebook page announcing her filing at 2:30 today. Former State Rep. Robert Alonzo has joined the field.

SBOE: All positions are accounted for. Letti Bresnahan remains the only candidate in District 5, the most flippable one on the board. I still can’t find any information online about her candidacy.

State Senate: No candidates yet in SDs 12, 18, 22, or 28. Not surprising, as none are competitive, but a full slate is still nice. Sens. Borris Miles and Eddie Lucio now each have two opponents, the field in SD19 is four deep, and Rep. Cesar Blanco still has SD29 all to himself.

State House: Far as I can tell, the only incumbent who hasn’t filed yet is Rep. Rene Oliveira in HD37. Of the top targets for 2020 based on Beto’s performance, HDs 23, 43, and 84 do not yet have Democratic candidates. Those are if not the bottom three on the competitiveness scale, with the first two trending away from us, they’re close to it. If they go unfilled it will still be a waste, but about the smallest possible waste. Rep. Ron Reynolds does not have a challenger. Sean Villasana, running for the HD119 seat being vacated by Rep. Roland Gutierrez as he runs for SD19, has the field to himself so far. In all of the big counties, the only one missing a Dem right now is HD99 in Tarrant, which is not particularly competitive.

District Courts: Limiting myself to Harris County, Judges Jaclanel McFarland (133rd Civil), Ursula Hall (165th Civil), Elaine Palmer (215th Civil), and George Powell (351st Criminal) have not filed. Other candidates have filed in the 165th and 351st, as have candidates in the 337th Criminal (Herb Ritchie) and 339th Criminal (Maria Jackson) where the incumbents are known to not be running again. Alex Smoots-Thomas now has an opponent for the 164th, and I am told another may be on the way.

Harris County offices: All of the candidates I’ve tracked for District Attorney, County Attorney, Sheriff, and Tax Assessor have now filed; I’m told another candidate may be filing for Tax Assessor, but I don’t know any more than that. David Brown has not yet filed for HCDE Position 7 At Large, but he was at the CEC meeting yesterday and I expect to see him on the ballot. Luis Guajardo has not yet filed for Commissioners Court in Precinct 3. There’s still no JP candidates in Precincts 4 and 8, and no Constable in Precinct 8. And Precinct 1 Constable Alan Rosen is still missing. Could that mean something? We’ll find out today. I’ll have a report tomorrow.

Trib overview of CD28

It’s going to be an interesting race. I have no idea what will happen, and anyone who says with any confidence that they know is suspicious to me, but we will learn something from it, however it goes.

Rep. Henry Cuellar

Not many people understand South Texas.

It’s one of the handful of blue pockets in the state, but unlike the others, it’s not clustered in an urban center. The congressional districts that represent it encompass small border cities and ranch lands alike. Like other heavily Hispanic areas, the number of young voters grows each election, and what that means for the Democratic Party is uncertain.

But a spirited primary campaign in the district long held by U.S. Rep. Henry Cuellar, a moderate Democrat from Laredo, could test if and how the politics of the area are changing. Cuellar, who has served in Congress since 2004, isn’t too different from the other Democrats who represent the Rio Grande Valley in Washington and Austin. But now he’s facing a challenge from a former intern who is running on a progressive platform.

Jessica Cisneros, a 26-year-old immigration attorney, has pushed for proposals like “Medicare for All,” gun control and the Green New Deal. Cuellar has argued that those ideas don’t align with the beliefs of the district and that the bulk of Cisneros’ support comes from people outside the region. The race has become one of the most closely watched in the country early in the primary season.

Texas’ 28th Congressional District spans from western Hidalgo County, right outside the McAllen city limits, and up north to Laredo and the eastern San Antonio suburbs. In 2016, it went to Hillary Clinton by 20 percentage points, and former U.S. Rep. Beto O’Rourke won it by similar margins in the 2018 Senate election.

Cisneros said that’s evidence that dispels the myth that South Texas is conservative, and even more reason a right-leaning Democrat, or “Trump’s favorite Democrat,” as Cisneros calls Cuellar, should be replaced with a more progressive representative.

“I haven’t had a single person disagree with me in terms of my policies,” Cisneros said. “It’s not surprising to me to see folks super shocked that somebody who is running for office is at their doorsteps. There are people who simply respect that I’m putting the effort.”

Cuellar declined to comment for this story.

Both candidates have pointed to the other’s financial support as a sign that their opponents are out of touch with the district.

Cuellar has received money from the National Rifle Association, a political action committee associated with Koch Industries and the GEO Group, the private prison company that funds migrant shelters where several migrants have died. But he also takes in a large sum of money from donors within the district — and has tried to portray Cisneros’ support as largely driven by outsiders.

Few of Cisneros’ reportable donations come locally, which the Cuellar campaign has been quick to point out.

See here for the most recent finance reports. If you’ve read me for any length of time, you know I’m no fan of Henry Cuellar. I just don’t know if Jessica Cisneros is the candidate that can beat him. She’s done all right on fundraising, but if her donors are largely from outside the district – likely from mostly outside the state – then I’m not sure how much that means. I can believe she’s working the district, but Cuellar isn’t an absentee like some vulnerable-to-primary members have been. If I had to bet I’d put my money on Cuellar, but we live in weird times and I don’t feel any confidence in trying to guess what might happen. I just don’t know what to expect.

There’s a lot here – so much that it’s taken me this long to post, and so much that I thought about splitting this into two separate posts – but let’s start with the Senate candidates. MJ Hegar has been in the race the longest, and she has raised the most, matching her performance from the previous quarter. All the other candidates (save for the low-profile no-hope types, and hey isn’t it nice to finally see Sema Hernandez file a finance report?) entered during Q3 and their finance reports can be graded on a curve as a result. That said, time keeps on ticking, ticking, ticking, and John Cornyn keeps on raising piles of money, so everyone needs to kick it up a notch or two. It was nice that every candidate at the Texas Signal candidate forum was asked about their path to victory, but raising money is a key part of that, even if it is a tacky subject to bring up. We’re going to need to see a lot more in the January reports.

Incumbents Lizzie Fletcher and Colin Allred are doing what they need to do. Their potential Republican opponents are raising a bunch of money, but they’re staying ahead of them, which they need to keep doing. Jessica Cisneros has done well in her challenge to Henry Cuellar, who is made of money, and she is getting some national press for her efforts. I still don’t know how much either money or national attention will mean in this race, but I do know that if she does win, it will be a very big deal and will make a lot of Dem incumbents look over their shoulders.

There are a number of new names on this report. Hank Gilbert is not going to win in CD01 because it’s a 70%+ Trump district, but Hank is a mensch and Louie Gohmert is a death eater from a hell dimension, so the least I can do is note that Hank is taking on the thankless task of challenging Gohmert. We noted last time that Lorie Burch has ended her campaign in CD03, and now several others have stepped in. Sean McCaffity, who is off to a strong fundraising start, and Tanner Do have reports for this quarter, and they will have company next time. Chris Suprun, whom you may remember as one of the wannabe faithless electors from 2016, has entered the race. He had also run in the CD27 special election last year, and had a brush with the voter ID law before that. Plano attorney Lulu Seikaly is also in the race, and I apologize to her for making her follow that.

Elsewhere in new candidates, Heidi Sloan has entered the race in CD25. Julie Oliver, the nominee from 2018, is well ahead of her fundraising pace from that year, so we’ll see how that goes. There are now a bunch of candidates in CD31, though I can tell you now that that article from August is out of date. I’ll have more on that in a separate post. Among the newcomers here are Dan Jangigian, Eric Hanke, and Donna Imam. Jangigian may have the most interesting resume of any Congressional candidate in recent memory – he’s a onetime Olympic bobsledder, and acted in the legendary bad movie The Room. He was subsequently portrayed in the movie The Disaster Artist, the movie about the guy who made The Room, by Zac Efron. And now he’s running for Congress. What have you done with your life?

A more familiar candidate making her first appearance here is Wendy Davis, who took in nearly a million bucks for CD21. That’s one of several top target races where there’s a clear frontrunner, at least as far as fundraising goes, which is a change from 2018 when most of the hotter primaries had the money more widely dispersed. Gina Ortiz Jones did even better, topping $1.6 million already. Rosey Abubara, who I thought might give her a challenge, has not filed a report. Candace Valenzuela and Crystal Fletcher have raised a few bucks in CD24, but Kim Olson is well ahead of them both, while Sri Kulkarni is lapping the field in CD22. The exception is in CD10, where all three candidates are doing well, but 2018 nominee Mike Siegel is a step behind Pritesh Gandhi and Shannon Hutcheson.

Rounding up the rest, Elisa Cardnell stepped it up in CD02, but faces a steep challenge as Dan Crenshaw is one of the biggest fundraisers in Congress now. Stephen Daniel is doing all right in CD06. I know their totals don’t look like that much compared to some of these other folks, but remember how much time we spent in 2018 talking about how rare it was for any Democratic challenger to raise as much as $100K for an entire cycle? We’ve come a long way. And I’m still hoping for either Rick Kennedy to start doing more in CD17 or for someone else to jump in, even if that race is a big longshot. The Quorum Report made my heart flutter with a teaser about a poll testing former CD17 Rep. Chet Edwards against carpetbagger Pete Sessions. I don’t know if this is a real thing or just someone’s idea of a cool thought experiment, but I’d be all in on another run by Edwards. We’ll see if there’s anything to it.

Endorsement watch: Warren sticks her neck out

Jessica Cisneros

Democratic presidential candidate Elizabeth Warren is wading into one of Texas’ highest-profile intraparty fights, endorsing Jessica Cisneros, the primary challenger to U.S. Rep. Henry Cuellar, D-Laredo.

“The people of Texas’ 28th district are ready for systematic change and deserve a Democrat that will be on the side of working people; not the side of big money and obstructionist Republicans,” Warren, the U.S. senator from Massachusetts, said in a statement Monday morning. “I believe Jessica Cisneros is that fighter.”

Cisneros, a young immigration attorney from Laredo, has the backing of Justice Democrats, the progressive group famous for helping elect freshman U.S. Rep. Alexandria Ocasio-Cortez, D-N.Y., last year. Cuellar is among the more conservative Democrats in the House.

“Jessica knows our diversity is our strength and that when progressives are unapologetic about our values and who we’re in this battle for, we win,” Warren said. “It’s time Texans had a champion in Congress who does just that.”

See here for the background. This will certainly raise Cisneros’ profile, and I’d say it’s a good bet it will help her with fundraising, too. It’s a bit of a risk for Warren to take, partly because it may cost her some primary votes in a heavily Democratic part of the state, partly because she may have made a mortal enemy who can sabotage her agenda in the House if he survives and she wins, and partly because Henry Cuellar also has friends who are now motivated to work against her. It’s also very on brand for her, and if you’re looking for someone who walks the walk, Elizabeth Warren has the record to show she does that. This race just got more interesting. The Texas Signal has more.

On an unrelated note but something that I’ve been looking for an excuse to include in a post, CD02 candidate Elisa Cardnell was recently endorsed by Rep. Marc Veasey, who among other things is the Regional Vice-Chair of the DCCC. CD02 is not currently on the DCCC target list, but in an ideal world the overall political climate, the Cardnell campaign fundraising prowess, and any available polling data would cause this race to be added in at some point. For now, it’s on the second tier, but the endorsement of an incumbent like Rep. Veasey is a boost for Team Cardnell, and suggests the national folks are keeping an eye on this one as well.

Lucio’s challengers

Will definitely want to keep an eye on this.

Sen. Eddie Lucio

This cycle, [Sen. Eddie] Lucio’s record will be dissected as two opponents—one a trial lawyer and daughter of a former Cameron County Democratic chair, and another a current State Board of Education member—take aim at this titan of Rio Grande Valley politics. Can they persuade the voters of Lucio’s district, which is 89 percent Hispanic with a 37 percent poverty rate, to reject the Texas Senate’s most conservative Democrat, or will the 73-year-old prevail again?

Lucio’s two primary challengers are Sara Stapleton-Barrera, a 35-year-old trial lawyer whose father chaired the Cameron County Dems in the ’90s, and Ruben Cortez, a sitting member of the State Board of Education who won re-election last year.

Stapleton-Barrera practices injury and constitutional law and criminal defense, but she’s politically inexperienced. Her campaign is founded on the idea the district needs new blood and on a promise to prioritize women and children. She’s been endorsed by the Cameron County Democratic Women, said Lucio’s not a “real Democrat,” and condemned his anti-equality views. “I’m 110 percent supportive of the LGBTQ community,” she told me over the phone. She’s also stressing the need for renewable energy and addressing climate change, an area where Lucio may be vulnerable: The senator voted to kill Denton’s fracking ban in 2015, and wrote a letter of support in March for one of three controversialliquefied natural gas plants proposed east of Brownsville. Stapleton-Barrera opposes the gas plants.

Seven months before writing the letter of support, Lucio accepted $5,000 from the company, Exelon, proposing the natural gas plant. Over the phone, Lucio told me he couldn’t remember who requested the letter and said his support for the gas plants depends on them operating in an environmentally “safe” way.

Stapleton-Barrera also hits Lucio for his tort reform record. “He’s taking money from the insurance companies and leaving people injured in a car wreck or by medical malpractice high and dry,” she said, adding that she wouldn’t take money from any PACs including TLR.

On abortion, Stapleton-Barrera is to Lucio’s left, but may not excite pro-choice advocates. In an email to me, she stole a line from the 1990s, saying abortion should be “legal, safe, and rare.” When pressed, she told me she would not support any further restrictions on abortion and would consider any measures loosening restrictions on a case-by-case basis. Her online platform doesn’t mention reproductive rights at all, and she told me she’s not making it a prominent part of her campaign because many in her district are anti-abortion.

Cortez has served on the state education board since 2013 and used his role to fight for Mexican-American studies; before that, he was on the Brownsville school board. In 2018 in Lucio’s senate district, Cortez got more votes than any other candidate, including Beto O’Rourke. (Lucio was not on the ballot.) Cortez, who currently represents an area larger than the state senate district, is attacking Lucio’s liberal bona fides. In a recently-posted bilingual announcement video, he slams Lucio for “consistently break[ing] his promise to carry forward the Democratic Party values” and accuses the senator of siding with “Trumpist Republicans” against Valley residents. According to the video, Cortez has endorsements from three local teachers’ unions and a letter carriers’ union.

But Cortez’s grasp of Lucio’s record appears a bit shaky. In the video and a separate post, he hits the senator for supporting a bill this year to allow more guns in schools, even linking the vote to the recent mass shooting in El Paso. Lucio, however, voted against that bill both in committee and on the floor. (Hinojosa, the McAllen-based state Senator, is the one who broke party ranks.) Cortez did not respond to multiple requests for an interview.

Money could be a problem for both challengers. In the first half of this year, Stapleton-Barrera raised around $4,000 and took about $20,000 in loans from her husband; as of July, Cortez had only about $1,000 on hand. Lucio couldn’t fundraise during the legislative session, but in the second half of last year he pulled in almost $350,000.

I’m a big non-fan of Sen. Lucio, so I’m happy to see him draw a couple of serious challengers, flawed though they may be. There’s a lot of attention being paid to the primary challenge in CD28, where national Democrats are funding a more progressive candidate against Congressman Henry Cuellar, whose record on many issues is as problematic as Lucio’s. I’m skeptical about that effort, in part because challenger Jessica Cisneros is flawed in her own ways, but it’s a worthwhile thing to try. Lucio is arguably a bigger impediment to progress than Cuellar, because he’s one of 31 Senators, giving him that much more influence in his chamber, whereas Cuellar is one 435 Congressfolk. The good news is that even if Lucio survives this race, every Senator will be up for election in 2022, so the next opportunity to have another go at him will be in short order.

This was drafted before Amanda Edwards and Sen. Royce West announced their entries. Edwards now has an FEC link but hasn’t done any reporting yet. She can’t transfer money from her City Council campaign account as noted before, but can refund money to her donors and ask them to redirect it to her Senate campaign. West has $1.4 million in his state campaign account. I’m pretty sure he can use that money for the federal election, which puts him into the top spot in the money race for now. MJ Hegar’s million-dollar haul would be great for another Congressional run, but it’s no great shakes for a statewide contest. She wasn’t in for the whole quarter, though, so let’s see how she does now. Chris Bell was raising some money via an exploratory committee before he made his entry official, but I can’t figure out how to find that data. Sema Hernandez, who has now been a candidate for Senate in two election cycles, still does not have an FEC report filed from either cycle. That’s despite having a a donation link that goes to ActBlue, which provides all required contribution information to candidates every reporting period. For those of you who may wonder why I never bother to mention her when I write about the Senate race, now you know why. I’ll think about taking her candidacy seriously when she does the same.

Freshman Reps. Lizzie Fletcher and Colin Allred are doing what they need to do, though Fletcher may need to step it up further as her opponents are more active so far than Allred’s are. I’m really curious about the primary fight in CD28. Rep. Henry Cuellar clearly knows how to raise money, and he’s already sitting on a big pile, but Jessica Cisneros took in that $147K in only four weeks’ time. I think she’ll have bigger challenges than financial ones, but at least she’ll have the resources to run a real campaign.

Including Wendy Davis in CD21, there are four Congressional candidates who are new or new to me: Derrick Reed, Pearland City Council member, running in CD22; Crystal Fletcher, attorney, in CD24; and Murray Holcomb, surgeon, in CD31. Reed entered in July, so he has no report. Fletcher posted some nice numbers in CD24, in a field with some strong candidates. Holcomb only started raising money on June 12, so that’s not bad at all for less than three weeks. Christine Mann is the experienced candidate in CD31, but keep an eye on Murray Holcomb. It’s very possible that the DCCC or other groups are still recruiting for that race, but it looks like we may have a contender.

Overall, things look pretty good from a Dem perspective. Gina Jones picked right up where she left off in CD23, raising that amount in about half of the allotted time period. Rosey Abuabara may provide a challenge to her, but so far at least the field she faces looks less fierce than it was last year. Sri Kulkarni and Kim Olson are off to roaring starts, with Candace Valenzuela and newcomer Crystal Fletcher doing all right. I don’t know how Nyanza Moore managed to spend nearly all the money she raised, but that’s not a sustainable pace. CD10 is looking a bit like CD07 did in 2018, and that’s with newcomers Pritesh Gandhi and Shannon Hutcheson outdoing holdover Mike Siegel. Julie Oliver and CD25 aren’t on any watch list, but that’s a better haul than she had in any quarter in the last cycle, so good on her. Elisa Cardnell isn’t getting the traction Todd Litton got, but I have hope that she’ll start to take off.

On the flip side, I have no idea what Lorie Burch is doing in CD03. She raised very little and spent most of what she had this period. I hope that’s a temporary situation. I was really wishing for more from Jennie Lou Leeder in CD21. I always wanted Wendy Davis to jump in, but having a strong alternate option, not to mention a reason to start working now, was appealing. We’ll have to wait and see how Stephen Daniel does in CD06, and while Murray Holcomb is off to a nice enough start I’d still like to see someone really break out in CD31. We have the targets, we need to be aiming at all of them.

Precinct analysis: 2018 Congress

The 2018 Congressional races were the most expensive, the most hotly and broadly contested, and by far the most attention-grabbing races in the non-Beto division. We hadn’t seen anything remotely like it since the 2004 DeLay re-redistricting year, but we will see another round of it next year. Let’s break it all down, starting with the two districts where Dems picked up seats.

Note that while Lizzie Fletcher had a slightly higher percentage than Colin Allred, Allred had a larger margin of victory, as there was a Libertarian candidate in CD32 who took two percent, thus giving Allred a six-and-a-half point win. As with the State Senate, I don’t believe these districts shift as far as they do in a Democratic direction without a significant number of habitual Republicans voting for Democratic candidates. Turnout was certainly a factor in the overall result, and that was driven by voter registration and relentless GOTV efforts, but these districts were plenty red below the Presidential level in 2016. Republicans other than Trump were still carrying these districts by double digits. And even in 2018, you can see that Republicans that didn’t carry a significant amount of Trump taint still did well. I believe conditions in 2020 will be similar to what they were in 2018 and as such make Fletcher and Allred early favorite to win. Ask me again next year at this time.

These are the districts Beto won but Republicans held. As SD08 was the Senate district that got away, so was CD24 for Congress. The difference is that SD08 had a candidate that raised money and had a visible campaign, with SD08 being far enough down the target list that no one really saw it coming as a close race. CD24 should have been on the list after 2016, but for whatever the reason it wasn’t. You just have to wonder what might have been. Mike Siegel did a good job with CD10 and will be back in 2018, hopefully with more help from the beginning. I still don’t know what to make of CD23, which was clearly winnable on paper but wasn’t as Democratic as I thought it would be given the overall conditions. Someone needs to do a deep dive and figure that out, or we’re going to keep pouring in millions of dollars and getting close losses to Will Hurd, who still hasn’t topped fifty percent in any race he’s run. Gina Ortiz Jones seems poised to run again, though I expect she’ll have company in the primary.

These were the other competitive districts; each Dem finished within ten points of the Republican winner. CDs 21, 22, and 31 are on the DCCC list for 2020. Honestly, I think all seven of these deserve at least second-tier consideration. Note that MJ Hegar outperformed every Dem other than Beto, while Joe Kopser outperformed them all other than Beto and Justin Nelson. Only Lizzie Fletcher and Colin Allred can make those claims. If Texas really is winnable by the Democratic Presidential nominee, well, you can imagine the possibilities. Keep an eye on CD02, which I believe will benefit from being in Harris County in a Presidential year, and CD03, where Collin County will have a couple of hot State House races.

These are the other races I followed, mostly because the candidates managed to raise a respectable – or, in Dayna Steele’s case, a truly remarkable – amount of money. CD17, which is mostly Brazos and McLennan and a piece of Travis counties, and CD26, which is mostly Denton with a bit of Tarrant, might bear watching in the way that CDs 03 and 25 did last year, if they get energetic and interesting candidates. It would take something truly seismic for more than that to happen.

We’ll see something like this in the State House races as well, but Republicans do have some Democrats to target beyond Fletcher and Allred. I don’t think 2020 is the year for a real challenge, but in a bad year for Team Blue you can see where you’d need to concentrate your concern. Keep your eyes open for shenanigans with these districts when 2021 rolls around and new maps are drawn. I’d call that the real short-term danger.

Trying again to primary Cuellar

Rep. Henry Cuellar

A grass-roots Democratic group that helped power the upset victory of Rep. Alexandria Ocasio-Cortez, D-N.Y., has identified a Texas Democrat as its first target ahead of the 2020 congressional primaries — but as of now, Ocasio-Cortez herself is staying neutral.

Justice Democrats, a political committee founded after the 2016 election to reshape the Democratic Party through primary challenges, is working to recruit a challenger to Rep. Henry Cuellar, a seven-term congressman from a strongly Democratic district who’s one of the few anti-abortion-rights voices in the party’s House conference.

In a statement, the group compared Texas’s 28th Congressional District, which gave the president just 38.5 percent of the vote in 2016, to other districts where left-leaning candidates have unseated incumbents. It is launching a “primary Cuellar fund” to encourage any potential candidate that there will be resources if he or she jumps into the race.

“There’s an Ocasio-Cortez and [Massachusetts Rep. Ayanna] Pressley in blue districts across America, tired of seeing long-standing incumbents serve corporate interests, work with Trump’s agenda, and work against the progressive movement,” said Alexandra Rojas, the executive director of Justice Democrats. “These grass-roots leaders just need a little bit of encouragement and support.”

The Justice Democrats’ campaign to oust “corporate Democrats” was restarted after the 2018 elections, with Ocasio-Cortez, one of her party’s biggest stars, as its de facto spokeswoman. In a mid-November call with activists, Ocasio-Cortez said that they could “save this country” by either shaming incumbents out of accepting “money from oil and gas companies” or by ousting them at the polls.

“We’ve got to primary folks,” said Saikat Chakrabarti, who would become the congresswoman’s chief of staff.

But Ocasio-Cortez is not intervening in the “primary Cuellar” campaign right now. In her first days in office, the congresswoman has publicly criticized a House rule that required offsets for any spending increases, while privately working to get appointed to at least one committee with jurisdiction over taxes or health care.

While she was not appointed to the Ways and Means Committee after a left-wing campaign on her behalf, Ocasio-Cortez is expected to get a seat on the Financial Services Committee. She is not part of Justice Democrats’ primary recruitment push.

As the story notes, Cuellar gave Democrats in Texas another reason to be annoyed with him when he contributed to Republican Rep. John Carter’s re-election campaign. Let’s state up front that it’s hard to defeat an incumbent in a Congressional primary in Texas. Since 1992, by my count it has happened four times in a Democratic race:

1994 – Sheila Jackson Lee defeats Rep. Craig Washington

The two from 2004 have an asterisk next to them, as they came after the DeLay re-redistricting of 2003, which made each of those incumbents’ districts less hospitable to them. Most years most incumbents face no or token opposition. It’s no easier on the Republican side, as only two incumbents have been ousted during this time. Ron Paul knocked off Greg Laughlin in 1996 after Laughlin had switched parties following the 1994 election, and John Ratcliffe beat the 91-year-old Ralph Hall in 2014.

Anyway. Washington had some ethical issues and a high rate of missing votes at the time SJL took him out. Bell’s CD25 was taken out of Harris County and replaced with CD09, which was drawn to elect an African-American Democrat. CD28 was redrawn to include Webb County, which heavily favored the Laredo-based Cuellar. The 2012 race was the closest thing on this list to an ideological race, but Reyes also had some ethical issues that O’Rourke hit on.

The two ideology-based primary races I can think of are Ciro Rodriguez’s rematch against Cuellar in 2006 (he lost 53-40 in a three-candidate contest) and Adrian Garcia against Gene Green in 2016 (Green prevailed, 57-39, in another three-candidate race). There’s not a viable model in the state for the Justice Dems to follow, is what I’m saying. If they want my advice, I’d say find a candidate with deep ties to the Laredo area, and make your main issue Cuellar’s too-close ties to Republicans. Try to pin him to Donald Trump, if only by association. Downplay as much as you can any and all support your candidate will receive from outside the district and outside the state. And good luck. I wouldn’t advise anyone to get their hopes up, but one never knows.

A new report has left many Democratic House insiders perplexed and frustrated with one of the most powerful Texas Democrats in Congress: U.S. Rep. Henry Cuellar, D-Laredo.

Politico reported Tuesday that Cuellar had”invited supporters to a breakfast fundraiser” Tuesday morning for U.S. Rep. John Carter, R-Round Rock. The invitation was “sent from a Cuellar political staffer,” according to the report.

“Although I was not a host of the event, I was honored to attend as I typically do for colleagues who visit my district,” Cuellar said in a statement. “Judge Carter is a dear friend and trusted colleague with whom I work on Appropriations. He is knowledgeable and supportive of issues important to South Texas. In today’s climate, more than ever, friendship is more powerful than partisanship.”

Cuellar, who has served in the U.S. House since 2005, has long had a reputation as one of the chamber’s most conservative Democrats. But in both party’s caucuses, actively helping a member of the other party is a highly frowned upon practice.

Like all other U.S. House members, Cuellar’s party leadership assigns him a set amount of money to raise for their campaign arm each cycle. The House GOP campaign arm has a similar practice. The committees then direct the money for various purposes, but the main one is television advertising in competitive House races around the country.

In 2017, the the Democratic Congressional Campaign Committee assigned Cuellar dues that amounted to $200,000. According to records obtained by the Tribune, Cuellar had paid $400,000 to the committee this cycle as of July. Those dues will go to a massive pot of DCCC money that will, in part, fund ads to support Democratic House candidates – including possibly Hegar if she gains traction in the run up to Election Day.

Cuellar’s gonna Cuellar, he’s been that way since he ousted Ciro Rodriguez in a contentious primary back in 2008. And while Beto O’Rourke has faced some criticism for his ties to Rep. Will Hurd, there’s a world of difference between not lining up behind a fellow member of your party, and actively supporting the election efforts of a member of the other team.

Hegar’s thoughts on this are here. Like I said, Cuellar’s going to do his thing, and to be fair he does deserve credit for ponying up to the DCCC as he has done. Not all members of the caucus do that, including some who can easily afford it. That said, given the energy this year for taking on incumbents who have fallen short in one way or another, one can imagine a more spirited primary challenge for Cuellar in 2020. He’s not going to change who and what he is until he’s given a good reason to believe he needs to change.

Precinct analysis: Congressional overs and unders

To wrap up my look at 2012 versus 2008 results for all the new districts, here’s how the 36 Congressional districts compared.

The main thing that stands out is CD23, which went from plurality Obama in 2008 to a slight majority for Romney in 2012. That means that Rep. Pete Gallego joins State Rep. Craig Eiland and State Sen. Wendy Davis in the exclusive club of candidates who won in a district that their Presidential candidate lost. Not surprisingly, Rep. Gallego is a marked man for 2014. CD23 was one of the more strongly contested districts in the litigation as well as in the election, and it is likely to be modified further no matter what happens to the Voting Rights Act, so Rep. Gallego’s challenge next year may be different than it was this year. He’s clearly up to it, whatever it winds up being. Beyond that, the pattern witnessed elsewhere held here, as blue districts were generally bluer than before, while red districts were redder. Dems can still hope for (eventually) competitive races in CDs 06, 10, and 32, but the task is harder now than it would have been in 2008. As for CD14, you can see that the hurdle was just too high for Nick Lampson. Barring anything improbable, that district is unlikely to repeat as one featuring a race to watch.

One other thing I did in these races was compare the performances of the Congressional candidates with the Presidential candidates in their districts. Here are some of the more interesting results I found:

You can mostly break this down into three groups. The first is the Overacheivers, the Congressional candidates that clearly drew at least some crossover votes. On that list are Reps. Ted Poe, Joaquin Castro, Pete Olson, Pete Gallego, and Henry Cuellar. Olson, one presumes, benefited from being opposed by LaRouchie nutcase Keisha Rogers. We’ll have to wait to see how he’ll do against a normal opponent, which one hopes will be this time around. Castro and Cuellas can point to their numbers as evidence for statewide viability someday, if and when they choose to make such a run. Gallego obviously had to be on this list, or he wouldn’t be Rep. Gallego. I guess the Republicans knew what their were doing when they tried to pull all those shenanigans to protect Quico Canseco, because he really did need the help. As for Ted Poe, I got nothing. He’s not a “moderate”, and he’s not a heavyweight on policy or in bringing home the bacon as far as I know, so I don’t have a ready explanation for his success here. Feel free to share your opinion in the comments.

The second group is what I’d call Tougher Than They Look. Notice how Republican incumbents in the least-red districts suffered no dropoff in support from Romney, while their Democratic opponents did? I’m talking about Reps. Joe Barton, John Culberson, Mike McCaul, Lamar Smith, John Carter, and Pete Sessions; you can also throw Democrat Lloyd Doggett onto the list. Whether by accident or design, these Republicans may be harder to knock off down the line if and when their districts get bluer. Culberson is the oddball in this group, because he greatly underperformed in 2006 and 2008. I suspect he benefited from redistricting, in particular from losing some inner Loop precincts, as well as the general trend away from crossover voting, but we’ll see if this was a one-time thing or not.

Finally, there’s the Underachievers, who lost crossover votes to their opponents. Ex-Rep Quico Canseco is the poster child, but Reps. Randy Weber, Blake Farenthold, and Steve Stockman keep him company. Weber may get a mulligan, since he’s unlikely to face an opponent like Lampson again. Farenthold’s presence is intriguing. He’s a ridiculous person, who won in a fluke year and who needed a lot of help in redistricting, but a look at this result suggests that he just might be vulnerable to the right opponent. If the Battlegound Texas folks want to try some things out on a smaller scale, let me suggest CD27 as a proving ground. Finally, Stockman shows that even in a deep red district, nuttiness has some limits. Too bad it’s not enough to affect a November election, but maybe there’s a chance that a slightly less mortifying Republican could win next March.

Polling health care in CD28

Daily Kos/Research 2000 conducted a series of polls in various Blue Dog Congressional districts, one of which was Rep. Henry Cuellar’s CD28. The results are here. To the question “Do you favor or oppose creating a government-administered health insurance option that anyone can purchase to compete with private insurance plans?”, the result was 53% in favor, 40% opposed. It shows Cuellar, who won with over 68% of the vote in 2008 (significantly outperforming Barack Obama in doing so; I don’t have exact figures, but just eyeball the county by county canvass for each and it will be clear) with a lower approval rating than Obama, mediocre re-elect numbers, and a nontrivial number of people who say they’d be less likely to support him if he opposed a public health insurance option. I’ll be delighted if these numbers, or anything else, make Cuellar feel pressure to do the right thing on health care reform, but color me skeptical of the idea that he might be in any actual electoral danger regardless of what he does. The Republicans have never run a viable candidate against him, and I don’t expect that to change next year, and he’s more than proven his mettle in primaries. Again, I hope this result gets noticed in his district, and helps keep him on track, I just wouldn’t count on much more than that. The other results:

I note with interest that Nate Silver projects a net favorable result for the public option in CD32, which is NRCC Chair Pete Sessions’ district. I hope the DCCC is paying attention, since the potential to give Sessions a headache ought to be irresistible. The less comfortable a position he can be put in, the better. Texas Kaos has more.
